Health and nutrition: UNICEF assists the Government of Pakistan (GoP) to promote and strengthen equity-based health service delivery for every child and woman. An integrated package of quality health and nutrition services is being developed especially for the most disadvantaged and marginalised communities. UNICEF focuses on treating acutely malnourished children and pregnant and lactating women by providing therapeutic foods and messaging around child feeding practices. Activities are undertaken to combat chronic malnutrition and stunting. Expanded programme on immunization: UNICEF works to provide safe, efficient and cost-effective vaccinations to every child. We focus on reducing inequities in immunization access and increasing vaccination coverage, and increasing acceptance of and demand for immunization services. Polio eradication: UNICEF supports the GoP’s Polio Eradication Initiative for better program accountability, management, oversight and support with the establishment of national and provincial Emergency Operations Centres. UNICEF is committed to vaccinate consistently missed children in high risk areas to ensure that missed, zero-dose children are reduced to zero. Education: UNICEF works to ensure that out of school children are enrolled. It supports policy development, institutional and system building and reforms through the development and implementation of Education Sector Plans, strengthening governance and accountability mechanisms and capacity building to realise the universal right of education for every child. It promotes quality education for girls. Improved learning environments, disaster risk management and children affected by inequalities are key areas of work. Child protection: UNICEF strengthens the protective environment for children across the four priority areas of: policy and legislative reform; institutional capacity strengthening; social and cultural behaviour change; and emergency preparedness and response. It supports establishment and revision of appropriate legislative frameworks on child-related laws and policies in conjunction with the Convention on the Rights of the Child and other relevant international standards. “End Violence Against Children” has been launched to promote change in social and cultural practices and innovative measures are being adapted to support birth registration. Water, hygiene and sanitation: UNICEF is helping children and families access safe drinking water and improved sanitation in urban and rural areas. By March 2016, nearly 1.4 million more people will have access to improved sanitation from the Pakistan Approach to Total Sanitation programme implemented in 11 districts. Over 8 million people live in open defecation free villages as a result of UNICEF’s efforts in the last five years. Humanitarian services: UNICEF continues to respond to humanitarian emergencies, both natural and conflict-related, supporting activities related to all its programme areas.

Purpose of the Assignment

Under the overall supervision of Planning, Monitoring, Evaluation and Research (PMER) Chief in Islamabad and PME Specialist at UNICEF Sindh Field Office, and technical support from the Region of South Asia (ROSA) and HQ, the UNICEF MICS Consultant has the responsibility for supporting and providing guidance/technical assistance for the preparation, implementation monitoring and completion of the Nationally Coordinated Multiple Indicator Cluster Survey (NCMICS) in Pakistan by Sindh Bureau of Statistics (BoS).

To make a difference, you will be accountable for the following tasks and deliverables:

  1. Provide technical and managerial support to the MICS survey;
  2. Overall monitoring of all activities mentioned in the approved Survey plan: In consultation and collaboration with the UNICEF Field office, the consultant will be responsible for ensuring the activities have been undertaken following the MICS guidelines and will contribute to the coordination of these activities
  3. Prepare and finalize the detailed project plan in MS-Project, in collaboration with provincial partners and UNICEF Field office, reference to the approved Survey Plan and Budget, including timetable, and share with UNICEF Provincial PMER Specialist);
  4. Present the MICS methodology, tools, and guidelines to partners/stakeholders (e.g. Government line departments, UN Agencies, etc.);
  5. Ensure that the Ethical Protocols and other ethical considerations are addressed in the survey implementation process
  6. Oversee each stage of the survey process and ensure that the MICS protocols and standards are followed during implementation of NCMICS, more specifically during training and field supervision visits;
  7. Provide monthly (also weekly update) progress reports on MICS activities to the MICS core team at Federal and provincial level and UNICEF PCO
  8. Ensure that all survey related documents and deliverables are properly archived throughout the survey process (for example: Memorandum of Understanding, Survey Plan and Budget, questionnaires, manuals, sample design, training/pre-test reports, expert reports, CAPI application, output and tabulation plan tables, syntaxes, datasets, Survey Findings Report (and Final Report), dissemination materials etc.;
  9. Participate in all MICS Steering, Technical Committee and other relevant meetings, follow up further to ensure the minutes steering and technical committee are timely released, approved and follow up to the actions points has been ensured
  10. Ensure that lessons learned and good practices are documented throughout the MICS process and rapidly shared with the MICS community (other MICS implementing countries, RO, and HQ) through all means available.
  11. Ensure to have day to day coordination with provincial Bureau of Statistics and field staff to ensure the activities are completed as per agreed time frame.
  12. Ensure close liaison with Planning & Development Division (P&DD) to serve as a focal point between UNICEF field office and P&DD regarding day to day progress sharing and follow up to the MCIS related pending tasks at departmental level.
  13. Coordinate monthly/bi weekly progress review meeting, develop and present a presentation, ensure minutes are issued, approved and actions points are follow up.
  14. Coordinate MoU signing ceremony and results dissemination ceremony in terms of preparing handouts, presentation, activity plan, coordination with relevant government line departments and other stakeholders., etc.
  15. Act as a primary custodian or all survey related documents, information, readily available to be furnished upon the request.
  16. Extend overall technical support during ToT, Pre-test and main trainings.
  17. Complete archiving of survey docs including project management
  18. Survey Plan, Project Management Plan, Project Budgeting PC II, and Project trainings and other materials – following all quality and quantity and meeting MICS national and international protocols are completed.

Estimated Duration of Contract:

14 Months, starting April 2018

Anticipated Travel Itinerary

The consultant will be required to travel locally within Pakistan.

Qualifications of Successful Candidate

Applicants are requested to submit a financial quotation indicating monthly fee.


  • University degree in Demography, Statistics, Sociology, Social Sciences, Epidemiology or any other related technical field is required.
  • Must have Project management training, certification in project management is preferred.


  • Minimum 5 years of experience in the coordination and/or management of quantitative household surveys, prior MICS or Demographic and Health Survey (DHS) is preferred.
  • Proven experience managing projects with multiple stakeholders including government.
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS) is an asset.

Language Proficiency

  • Excellent oral and written communication in English is required.

Technical Skills and Knowledge

  • Excellent communication and interpersonal skills.
  • Ability to effectively resolve conflicts.
  • Familiarity and previous experience of working in any province of Pakistan and/or in the region highly desirable.
  • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organization, more specifically with National Statistical Offices.
  • Demonstrated leadership, managerial and supervisory ability.
  • Ability and willingness to travel extensively in-country and to attend regional workshops.
  • Experience with Computer Assisted Personnel Interview (CAPI) data collection is preferred.
  • Training experience and ability to organize and facilitate training and presentations.
  • Experience in data analysis and survey report writing.
