The MEAL Officer is a technical support position to Cesvi Pakistan program.

Under the supervision of the Head of the Mission, the MEAL Officer will have the ultimate responsibility of strengthen the M&E system for Cesvi Pakistan country program as well as for Cesvi partners/sub grantees. MEAL Officer will also be responsible for building partners/sub grantees capacities in M&E.


  • Leading the development of M&E frameworks, tools and research processes;
  • Manage field data collection processes for Monitoring & Evaluation (M&E) and assist the Head of

    Mission to backstop the program and the field operations.

  • Set-up and maintain a common electronic and hard copy system for access to key documents such as

    M&E tools, tracking and reporting forms, monitoring reports, proposals, donor requirements and

    reports, evaluations and other program information.

  • Assist Head of Mission in the identification of potential problems/gaps in the implementation and

    bottlenecks and recommend appropriate solution and strategies to address them.

  • Ensure that Cesvi Pakistan program monitoring arrangements comply with multiple donor’s grant

    agreements/contracts and that the contractual obligations in this context are fully observed;

  • Conduct frequent field visits to assess progress toward achieving objectives, ensure program compliance and effective implementation according to work plans, M&E plans, and proposals while

    providing recommendations for improvement.

  • Plan, coordinate and provide feedback for project’s monthly, quarterly and mid-term reviews, annual

    reviews, evaluations and other relevant research planned in project;

  • Review the quality of existing data sources, the methods of collecting them and the degree to which

    they will provide good baseline data for mid-term and end of project evaluations; based on this

    review consult multiple stakeholders to develop approaches to address identified gaps;

  • Prepare Terms of References (TORs) for baseline, mid-term, and end-line surveys/research, Pre & Post KAPs including methodology preparation, sample selection, staff training, and provide overall

    technical direction for the conduction of the surveys/studies;

  • Ensure regular and timely monitoring reports from project team and partners/ sub grantees by

    monitoring receipts of progress reports and following up with them on non-reporting.

  • Conduct quality control tests on all incoming data and supervise data entry and data cleaning/editing processes.
  • Identify and formulate lessons learned and document best practices from review meetings, field visits, evaluations and studies to be integrated into project reports;
  • Collaborate and coordinate with government agencies, NGOs, and other organizations on monitoring and evaluation forums.
  • Set-up a system and process to collect key lessons of the project and disseminate it to the staff and partners’/ sub grantees.


Masters degree in Social Sciences or any other relevant field of study.

Minimum 04 years of Monitoring and Evaluation experience in development/humanitarian work, especially with humanitarian projects of Shelter & Settlement, WASH, Food Security & Livelihood, Nutrition and Disaster Risk Reduction (DRR).

  • Experience of working in KP & FATA (very important)
  • Demonstrated experience in developing various tools (e.g. need assessment, KAP, PDMs, Bas/End lines focus group discussions etc.)
  • Demonstrated experience in managing data bases, and knowledge in data analyses. (Very important)


  • Competency in the use of statistical packages like Excel, SPSS & Access.
  • Strong ability to work with team on strategic planning, results-based management and reporting;
  • Ability to lead formulation & monitoring of management projects, work independently & meet deadlines.
  • Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.

The jobholder is expected to collaborate with the key Cesvi Management Staff, implementing partners/sub grantees, local community, and government counterparts.


The post is located in Islamabad with approximately 30% field travel to project sites in KP & FATA. The information contained in this job description will be reviewed periodically and, if necessary, updated accordingly.
