PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been operating in Pakistan since 1986. Mercy Corps’ work in Pakistan originated with its support to Afghan refugee communities in Balochistan focusing on providing access to water, health improvement and vocational training. Subsequently, Mercy Corps expanded its services to benefit both refugees and Pakistani citizens through improvement of health services, tuberculosis control, economic development, and emergency relief activities. Mercy Corps currently operates in all four provinces of Pakistan, AJ&K, Gilgit-Baltistan, and has offices in Islamabad, Quetta, and Lahore.

GENERAL POSITION SUMMARY:

Under the direct supervision of Senior Director of Programs, the Senior Program Officer-Youth & Economic Development (Y&ED) is responsible for coordinating and supporting Economic Development and Youth programs in Mercy Corps’ program areas in Pakistan. The position holder will contribute to networking, partnership building, and program development, as well as coordinate with project teams and field offices, and the Finance, Operations, and M&E departments at the Country Office.

ESSENTIAL JOB FUNCTIONS:

  • Assist with the development of concept papers and proposals, and exploring new funding opportunities for Youth and Economic Development programs;
  • Assist with the development of routine progress reports and program completion reports for various donors and review progress reports from the field;
  • Provide necessary programmatic support to field offices in streamlining their implementation plans and documentation including progress reporting and development of case studies;
  • Provide support to the Senior Director of Programs in management of the Y&ED portfolio;
  • Ensure support during all phases of the project including start-up and planning, developing baseline tools, recruitment, procurement, project implementation, monitoring and reporting;
  • Assist the Senior Director of Programs in responding to information requests from Mercy Corps Headquarters, Government and NGO forums, and partners;
  • Organize progress review meetings for all Y&ED projects in consultation and coordination with the project teams;
  • Regularly review financial BvAs and pipelines to ensure financial targets are being met in close coordination with Finance team
  • Ensure timely execution of project activities, in accordance with the work plan, through regular follow-up and technical support to project staff;
  • Conduct regular monitoring visits to project areas and provide feedback to ensure quality implementation of project activities;
  • Coordinate with MEL on various tasks including incorporating SADD (Sex and Age Disaggregated Data) in the programs, reviewing various data collection tools for online system, assessments, and baseline and completion surveys and program evaluations.
  • Serve as a focal point between Islamabad and the field, ensuring active follow-up on key tasks and ensure timely feedback and information sharing.
  • Establish and maintain relationship with key stakeholders at Islamabad level working in the area of Y&ED
  • Represent Mercy Corps externally in relevant events at Islamabad and at provincial level and share relevant information in coordination forums and groups as assigned by the Senior Director of Programs.
  • Keep track of upcoming funding opportunities, and contribute positioning for all relevant calls.
  • Ensure that an updated capacity statement for youth and economic development program exists.
  • Follow Mercy Corps policies and procedures including safety and security SOPs at all times
  • Conduct himself/herself professionally and personally in such a manner so as to bring credit to Mercy Corps and in no way jeopardize its humanitarian efforts
  • Other duties assigned by the supervisor

REPORTS DIRECTLY TO: Senior Director of Programs

WORKS DIRECTLY WITH: Program, Operations, MEL and Finance teams, project teams and field offices

SUPERVISES: Nil

KNOWLEDGE AND EXPERIENCE: This position requires a Masters Degree in Management or Social Sciences with three years of experience focusing on youth, skills building, and economic development programs. Experience of developing concept notes and project proposals is desirable. The candidate must have strong planning, communication, coordination and networking skills, and should have attention to detail. This position requires good English writing and computer skills.
