PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been operational in Pakistan since 1986. Mercy Corps’ work in Pakistan originated in its support to Afghan refugee communities focused on providing access to water, health improvement and vocational training for the refugee community in Balochistan Province. In the past few years, Mercy Corps has expanded its services to benefit both refugees and Pakistani citizens through improvement of health services, better treatment for tuberculosis, economic development, and emergency relief activities. Mercy Corps currently has offices in Islamabad, Quetta, and Lahore, and is operational in all four provinces of Pakistan, Gilgit-Baltistan (GB) and in Azad Jammu and Kashmir.

Mercy Corps has been the principal recipient of Global Funds Grants for TB Control activities in the private sector since 2010 under Round 6 & 9, consolidated grant, followed by Single Stream of Funding (SSF) mechanism. Mercy Corps is now into a new grant agreement with the Global Fund under the New Funding Mechanism (NFM) which is effective from July 1, 2015 to December 31, 2017. An additional component of Enhanced Case Finding (ECF) with additional activities is added in the current grant which will be effective from July 1, 2016 to December 31, 2017. It will be implemented in 6 existing districts namely Gujranwala, Hafizabad, Mandi Bahauddin, Multan, Khanewal and Vehari.

Under ECF component there will be new activities in the 6 selected districts as under:

  • Active case finding through mobile screening vans in peri-urban and rural areas
  • Verbal screening and Xpert testing in large private hospitals
  • Strengthening microscopy in private labs already on-board
  • Contact tracing
  • Engaging LHWs in case finding and referrals
  • Community referral linkages

GENERAL POSITION SUMMARY:

The incumbent will be responsible for overall management of the Xpert testing site in the designated hospital in the assigned district in accordance with the ECF Operational Guidelines. 

ESSENTIAL JOB FUNCTIONS:

Under the guidance and direct supervision of the Senior Technical Officer, Xpert technician for GeneXpert site will be responsible to undertake the following activities:

  • Test clinical specimen of patients referred for diagnosis of tuberculosis, using GeneXpert and AFB microscopy
  • Timely reporting of results as per recommendation and maintain record of all test on standard recording tool/ electronically
  • Report Rifampicin resistant cases with immediate effect and by fastest mean possible to referring health facility, linked PMDT sites and MDR focal person
  • Coordinate closely with referring health facility linked PMDT site and District TB control officer to ensure that all diagnosed cases are enrolled on treatment
  • Prepares and submit weekly /monthly performance report of gene Xpert on standard format
  • Maintain GeneXpert equipment and perform calibration as per users’ manual/ instruction provided
  • Report immediately in case of errors in Xpert to Senior Technical Officer and respective PRL and follow instruction for troubleshoot
  • Perform AFB smear microscopy for diagnosis of tuberculosis as per instruction
  • Give clear instruction to patients for obtaining good quality sputum
  • Ensure uninterrupted provision of services and supplies

In close coordination with Regional Coordinator, District Field Supervisor, Project Officer, and Program Support Officer

KNOWLEDGE AND EXPERIENCE:

Candidates with FSC in medical laboratory technology from recognized institute, having 3-year experience of working in clinical /microbiology laboratory. The candidate having BSC (HONS) in medical laboratory technology from recognized institute with one year experience can also apply. Additional qualifications such as Diploma or Certification in IT/computer skill will be an added advantage.

Experience of working in TB laboratory will be an asset. Knowledge about bio-safety in TB laboratory is desired. Fluency in written and spoken English, Urdu and Punjabi.
