1. بولی کی دستاویزات کا حصول:

2. ٹیکسیشن پالیسیاں:

• اس منصوبے کے لیے، بولی سیکیورٹی کی رقم PKR 219,000/- (دو لاکھ انیس ہزار پاکستانی روپے) ہے۔

4. تخمینہ لاگت سے کم بولیوں کے لیے شرائط:

• یہ شق ان بولی دہندگان سے متعلق ہے جو اپنے BOQ (بل آف کوانٹٹیز) میں انجینئر کے تخمینہ سے نمایاں طور پر کم ریٹ کوٹ کرتے ہیں۔

• 20% سے زیادہ کم قیمت والی بولیاں: اگر بولی کا کوٹ انجینئر کے تخمینہ سے 20% سے زیادہ کم ہے، تو بولی دہندہ کو اپنی بولی اور انجینئر کے تخمینہ کے درمیان مالی فرق کی حد تک اضافی مالی گارنٹی جمع کرانا ہوگی۔ یہ شرط KPPRA نوٹیفکیشن نمبر 6058-71 مورخہ 10 مئی 2022 کے مطابق ہے، جس کا مقصد غیر معمولی طور پر کم بولیوں کی حوصلہ شکنی کرنا ہے جو پروجیکٹ کے معیار یا تکمیل کو متاثر کر سکتی ہیں۔
• یہ شرائط حقیقت پسندانہ اور پائیدار بولی کے طریقوں کو یقینی بنانے اور پروجیکٹ کے معیار اور کامیاب تکمیل کو محفوظ رکھنے کے لیے موجود ہیں۔ بولی دہندگان کو اپنی بولیاں تیار کرتے وقت ان شرائط پر احتیاط سے غور کرنا چاہیے۔

5. غلط معلومات کے لیے نااہلی:

• کوئی بھی بولی دہندہ جو اپنی بولی جمع کرانے میں غلط، جھوٹی یا گمراہ کن معلومات فراہم کرتا ہے اسے بولی کے عمل سے فوری طور پر نااہل قرار دیا جائے گا۔
• مزید برآں، ایسے بولی دہندگان کو پبلک ہیلتھ انجینئرنگ ڈیپارٹمنٹ یا خیبر پختونخوا کے دیگر سرکاری اداروں کی جانب سے مستقبل میں جاری کیے جانے والے ٹینڈرز میں حصہ لینے سے بھی ڈیبار کیا جا سکتا ہے۔
• بولی دہندگان کو سختی سے مشورہ دیا جاتا ہے کہ وہ اس بات کو یقینی بنائیں کہ ان کی بولی کی دستاویزات میں فراہم کردہ تمام معلومات درست، سچی اور قابل تصدیق ہوں۔

6. الیکٹرانک بڈنگ سسٹم کی تفصیلات:

• الیکٹرانک بولی BOQ/انجینئر کے تخمینہ پر لاگو کردہ “اوپر/نیچے” نظام کا استعمال کرتے ہوئے منعقد کی جائے گی۔
• انجینئر کا تخمینہ اور BOQ علاقے میں قابل اطلاق مارکیٹ ریٹ سسٹم (MRS) پر مبنی ہیں۔
• بولی دہندگان کو اپنی بولیاں BOQ/انجینئر کے تخمینہ میں فراہم کردہ ریٹس کے “اوپر” یا “نیچے” فیصد کے طور پر کوٹ کرنے کی ضرورت ہے۔
• بولی کی تشخیص کے مقاصد کے لیے، اعشاریہ کے بعد صرف دو ہندسوں پر غور کیا جائے گا۔ بولیاں درست ہونی چاہئیں اور فیصد اوپر یا نیچے واضح طور پر ظاہر کرنا چاہیے۔

7. کامیاب بولی دہندہ کی جانب سے معاہدہ پر دستخط:

• کامیاب بولی دہندہ، اپنی بولی کی منظوری پر، پبلک ہیلتھ انجینئرنگ ڈیپارٹمنٹ کے ساتھ ایک باضابطہ معاہدہ پر دستخط کرنے کا پابند ہوگا۔
• یہ معاہدہ بولی کی منظوری کے نوٹیفکیشن کی تاریخ سے ایک ہفتہ (7 دن) کے اندر دستخط کیا جانا چاہیے۔
• مقررہ وقت کے اندر معاہدہ پر دستخط کرنے میں ناکامی کے نتیجے میں بولی ایوارڈ کی منسوخی اور بولی سیکیورٹی کی ضبطگی ہو سکتی ہے۔

8. قابل قبول کال ڈپازٹ آلات:

• صرف پاکستان کے شیڈول بینکوں سے کال ڈپازٹ رسیدیں (CDRs) کو بولی سیکیورٹی کے درست آلات کے طور پر قبول کیا جائے گا۔
• بینکر کے چیک، پے آرڈرز، یا سیکیورٹی کی کوئی دوسری شکل قابل قبول نہیں سمجھی جائے گی۔
• بولی دہندگان کو یقینی بنانا چاہیے کہ ان کی بولی سیکیورٹی درست فارمیٹ (CDR) میں ہو اور کسی شیڈول بینک کی طرف سے جاری کی گئی ہو۔

9. بولیوں کو مسترد کرنے کا اختیار:

• پبلک ہیلتھ انجینئرنگ ڈویژن ٹانک، اپنے نامزد اتھارٹی (اشتہار میں مذکور ملازم) کے ذریعے، اس دعوت کے جواب میں جمع کرائی گئی کسی بھی یا تمام ای-بڈز کو مسترد کرنے کا مکمل حق محفوظ رکھتا ہے۔
• مسترد کرنے کا یہ حق اتھارٹی کی جانب سے درست وجوہات کی بنا پر استعمال کیا جا سکتا ہے، جیسا کہ بلڈنگ اینڈ روڈز (B&R) کوڈ اور KPPRA کے اصولوں کے مطابق ہے۔
• مسترد کرنے کی وجوہات میں بولی کی ضروریات کی عدم تعمیل، غیر معمولی طور پر کم بولیاں، تکنیکی عدم کفایت، یا پروکیورمنٹ کے ضوابط کے مطابق کوئی اور درست جواز شامل ہو سکتا ہے، لیکن ان تک محدود نہیں ہے۔

10. KPPRA/KPRA رجسٹریشن کی ضرورت:

• تمام بولی دہندگان کے لیے خیبر پختونخوا پبلک پروکیورمنٹ ریگولیٹری اتھارٹی (KPPRA) یا خیبر پختونخوا ریونیو اتھارٹی (KPRA) کے ساتھ رجسٹرڈ ہونا لازمی ہے۔
• ان دونوں میں سے کسی ایک اتھارٹی کے ساتھ درست رجسٹریشن اس ای-بڈنگ کے عمل میں حصہ لینے کی اہلیت کے لیے ایک لازمی شرط ہے۔
• بولی دہندگان کو اپنی بولی جمع کرانے کے حصے کے طور پر اپنی KPPRA یا KPRA رجسٹریشن کا ثبوت فراہم کرنا ہوگا۔

KPPRA/KPRA کے ساتھ رجسٹریشن:
