The Employees Social Security Institution (ESSI), a pivotal arm of the Labour Department within the Government of Khyber Pakhtunkhwa, is proud to announce an open invitation for bids for a significant project that will bolster healthcare infrastructure in the region. We are seeking applications from highly capable and experienced contractors and firms to participate in the ADP Scheme dedicated to the Establishment of a State-of-the-Art Maternity and Child Care Unit at the Social Security Medicare Center S.I.E Kohat Road, Peshawar.

Two Distinct Packages – Diverse Opportunities for Specialized Expertise

To effectively execute this ambitious project, ESSI has structured the tender into two distinct packages, each requiring specialized expertise and allowing for targeted participation from qualified entities:

Package-I: Civil Works – Building the Foundation of Care

This package focuses on the foundational infrastructure of the Maternity and Child Care Unit. It encompasses all aspects of Civil Works, which are crucial to creating a modern, functional, and conducive healthcare environment. This includes but is not limited to:

• Construction of the Building Structure: This involves the complete construction of the Maternity and Child Care Unit building, from site preparation and foundation laying to erecting the structural framework, walls, roofing, and all necessary structural components. Adherence to stringent building codes and safety standards is paramount.
• Interior and Exterior Finishes: This encompasses all finishing works, including plastering, painting (interior and exterior), flooring (installation of tiles, flooring materials appropriate for healthcare settings), ceiling work, and facade development. The finishes must be durable, hygienic, and aesthetically pleasing, creating a welcoming atmosphere for patients and staff.
• Electrical and Plumbing Systems: Comprehensive installation of electrical wiring, power distribution systems, lighting (including specialized medical lighting), plumbing for water supply and drainage, and sanitary fittings throughout the facility. Compliance with healthcare facility standards for electrical safety and hygiene is crucial.
• HVAC (Heating, Ventilation, and Air Conditioning) Systems: Installation of state-of-the-art HVAC systems to ensure optimal temperature control, ventilation, and air quality within the Maternity and Child Care Unit. This is vital for patient comfort and infection control, especially in a healthcare environment. Special considerations for air filtration and ventilation in sensitive areas will be required.
• Landscaping and External Works: Development of the surrounding areas, including landscaping, pathways, parking areas, external lighting, and any other necessary external infrastructure to ensure accessibility, safety, and an aesthetically pleasing environment around the facility.
• Compliance and Regulatory Adherence: Ensuring that all civil works are executed in strict compliance with relevant building codes, environmental regulations, and healthcare facility standards. Obtaining necessary approvals and certifications throughout the construction process is a key responsibility.

Package-II: Procurement of Medical Equipment’s – Equipping for Advanced Care

This package is dedicated to the Procurement of State-of-the-Art Medical Equipment essential for a modern Maternity and Child Care Unit. This includes the acquisition, delivery, installation, and commissioning of a comprehensive range of medical equipment, ensuring the unit is fully equipped to provide advanced healthcare services. This package encompasses but is not limited to:

• Maternity and Neonatal Care Equipment: This includes specialized equipment for labor and delivery rooms, neonatal intensive care units (NICUs), incubators, ventilators for newborns, fetal monitors, infant warmers, phototherapy units, and other essential equipment for maternal and newborn care. High precision, reliability, and adherence to medical safety standards are critical.
• Diagnostic and Imaging Equipment: Procurement of diagnostic equipment such as ultrasound machines (with obstetric and gynecological probes), X-ray machines, ECG machines, and other necessary diagnostic tools to enable accurate and timely diagnosis and monitoring of patients. High image quality, accuracy, and safety features are essential.
• Surgical and Operating Room Equipment: Provision of necessary surgical instruments and equipment for minor surgical procedures within the Maternity and Child Care Unit, including operating tables, surgical lights, anesthesia machines, sterilization equipment, and other surgical essentials. Sterility, precision, and reliability are paramount.
• Patient Monitoring Systems: Acquisition of patient monitoring systems for vital signs monitoring, cardiac monitoring, and respiratory monitoring within patient rooms and critical care areas. Real-time data accuracy and reliable alarm systems are crucial for patient safety.
• Laboratory Equipment: Provision of basic laboratory equipment for essential diagnostic tests within the unit, including hematology analyzers, biochemistry analyzers, and microbiology equipment. Accuracy, efficiency, and reliability of lab equipment are essential for timely diagnosis.
• General Hospital Equipment: This includes hospital beds (manual and electric), patient trolleys, wheelchairs, examination tables, medical furniture, sterilization equipment, and other general hospital equipment necessary for the smooth functioning of the Maternity and Child Care Unit. Durability, hygiene, and patient comfort are key considerations.
• Equipment Installation and Commissioning: The successful firm will be responsible for not only supplying the medical equipment but also ensuring its professional installation, testing, commissioning, and providing initial training to medical staff on equipment operation and maintenance. Proper installation and user training are critical for equipment effectiveness and longevity.
• Warranty and Post-Installation Support: Ensuring comprehensive warranties for all medical equipment and providing reliable post-installation support, including maintenance services, technical assistance, and spare parts availability. Long-term support and maintenance are vital for sustained equipment performance.

Single Stage-Two Envelope Bidding Procedure: Ensuring Transparency and Fairness

ESSI will employ the “Single Stage-two Envelope Procedure” for this tender, as per the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Procurement Rules 2014. This procedure is designed to ensure maximum transparency and fairness in the bidding process. It involves the submission of bids in two separate envelopes simultaneously:

• Envelope 1: Technical Bids: This envelope will contain all the technical information of the contractor/firm, clearly marked as “Technical Bids.” This includes documentation demonstrating eligibility, experience, technical capabilities, proposed methodologies, and other relevant technical details as outlined in the “Instructions to Bidders” section of the bidding documents. Crucially, the Financial Bid (priced BOQ) must not be included in this envelope.
• Envelope 2: Financial Bids: This envelope will contain the Priced Bill of Quantities (BOQ), clearly marked as “Financial Bid.” It must also include the Tender Form and the Earnest Money/Bid Security of 2% of the Estimated Cost, including stamp duty, in favor of the Vice Commissioner (ESSI) Peshawar. The Bid Security must be in the form of a Call Deposit from any scheduled bank in Pakistan.

Bid Submission and Opening Schedule: Adhering to Strict Deadlines

Strict adherence to the following schedule is mandatory for all participating bidders:

• Pre-Bid Meeting:
  • Date: 28/02/2025 (February 28th, 2025)
  • Time: 10:30 AM (10:30 hours)
  • Venue: Office of the Undersigned, Khyber Pakhtunkhwa ESSI.
  • Importance: A Pre-Bid meeting will be held at the designated venue to provide a platform for potential bidders to seek clarifications, ask questions regarding the tender documents, and gain a comprehensive understanding of the project requirements. Attending this meeting is highly recommended to ensure bidders are fully informed before submitting their bids.
• Last Date & Time for Submission of Bids:
  • Date: 05-03-2025 (March 5th, 2025)
  • Time: 11:00 AM (1100 hours)
  • Submission Point: Office of the Undersigned, Khyber Pakhtunkhwa ESSI.
  • Strict Deadline: Bids must be submitted at the specified location no later than 11:00 AM on March 5th, 2025. Late bids will not be entertained under any circumstances. Bidders are strongly advised to plan their submissions well in advance of the deadline to avoid any last-minute complications.
• Date & Time for Opening of Technical Bids:
  • Date: 05-03-2025 (March 5th, 2025)
  • Time: 11:30 AM (1130 hours)
  • Venue: Office of the Undersigned, Khyber Pakhtunkhwa ESSI.
  • Public Opening: The Technical Bids will be opened publicly at the designated time and venue in the presence of bidders or their authorized representatives who choose to attend. This ensures transparency and allows bidders to witness the initial stage of the tender evaluation process.

Eligibility Requirements: Ensuring Competence and Compliance

To ensure that only capable and compliant contractors/firms participate in this crucial project, specific eligibility requirements have been defined:

1. Pakistan Engineering Council (PEC) Registration:
   • Package-I (Civil Works): Contractors must be registered with the Pakistan Engineering Council (PEC) in Category C-6 and Above.
   • Package-II (Medical Equipment): Firms must possess a valid medical code registration.
   • Relevant Specialization Codes: For both packages, contractors/firms must have relevant specialization codes with PEC, specifically for building (for Civil Works) and medical equipment (for Medical Equipment Procurement). This ensures that bidders possess the necessary expertise and licensing to undertake the respective works.
2. Enlistment with C&W Department Khyber Pakhtunkhwa and ESSI Labour Department: Contractors/firms must be enlisted with both the Communication and Works (C&W) Department of Khyber Pakhtunkhwa and the ESSI Labour Department, Khyber Pakhtunkhwa for the current financial year. This enlistment verifies that the contractors are recognized by relevant government bodies and meet pre-qualification standards.
3. Khyber Pakhtunkhwa Revenue Authority (KPRA) Registration and Active Taxpayer Status: All bidders are mandated to be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) and must be on the Active Taxpayer’s List of the KPRA. This ensures compliance with provincial tax regulations and demonstrates financial responsibility.
4. No Contract Termination History with ESSI: Contractors/firms whose contracts under ESSI were previously terminated are not eligible to participate in this bidding process. This measure maintains accountability and ensures that ESSI partners with contractors with a proven track record of successful project completion.

Tender Document Fee and Acquisition Process

A non-refundable Tender Document Fee of Rs. 5,000/- is applicable. The Tender Form, BOQ (Bill of Quantities), complete set of bidding documents, and Evaluation Criteria can be obtained from the ESSI Office, Kohat Road, Peshawar, during office hours from the date of appearance of advertisement in the press.

To acquire the tender documents, interested eligible contractors/firms must submit a written application along with the original receipt of the tender document fee (Rs. 5,000/-). The application must be submitted by:

• Sole Owner/Persons whose names are born on Form H/Partnership deed
• Authorized persons of the contractor duly authorized by him in writing.

This ensures proper authorization and accountability in the document acquisition process.

Important Considerations and Additional Information

• Above/Below System: All tenders will be processed according to the “Above/Below System” on the BOQ, based on the Market Rate System 2024. Bidders must quote their rates as Above/Below/At Par, clearly written on both the Tender Form and the BOQ, both in words and figures.
• Additional Security for Abnormally Low Bids: For bids deemed abnormally low, KPPRA Notification SRO (14)/ Vol: 1-24/2021-22, dated May 10th, 2022, shall be applicable, which may require additional security measures to safeguard the project’s interests.
• Performance Security Guarantee: The Performance Security Guarantee will be applicable as per KPPRA Notification SR0(15)/Vol:1-25/2022-23dated 22/08/2022/6301-13. Successful bidders will be required to provide a performance security guarantee to ensure contract fulfillment.
• Taxation: All applicable taxes and duties levied by the Government will be charged as per the directives issued by the Government from time to time.
• Rejection of Bids: The Procuring Entity (ESSI) reserves the right to reject all bids at any time prior to the acceptance of a bid, providing a solid reason for such rejection, as per KPPRA Rules 47(1). Grounds for rejection will be communicated upon request to any contractor who submitted a bid.
• Retention of Bid Securities: Bid Securities of the 1st, 2nd, and 3rd lowest bidders will be retained until the Tender of the lowest responsive bidder is approved.
• Website Availability of NIT: This Notice Inviting Tender (NIT) is also available on the websites of KPPRA (www.kppra.org.pk) and the Government of Khyber Pakhtunkhwa (www.khyberpakhtunkhwa.gov.pk).

پیکیج-I: سول ورکس – نگہداشت کی بنیاد رکھنا

یہ پیکیج زچہ بچہ یونٹ کے بنیادی انفراسٹرکچر پر توجہ مرکوز کرتا ہے۔ اس میں سول ورکس کے تمام پہلو شامل ہیں، جو کہ ایک جدید، فعال اور سازگار طبی ماحول پیدا کرنے کے لیے ضروری ہیں۔ اس میں شامل ہیں لیکن ان تک محدود نہیں:

• عمارت کا ڈھانچہ تعمیر کرنا: اس میں زچہ بچہ یونٹ کی عمارت کی مکمل تعمیر شامل ہے، سائٹ کی تیاری اور بنیاد ڈالنے سے لے کر ساختی فریم ورک، دیواریں، چھت سازی اور تمام ضروری ساختی اجزاء کی تعمیر تک۔ سخت تعمیراتی ضوابط اور حفاظتی معیارات پر عمل درآمد سب سے اہم ہے۔
• داخلی اور خارجی فنشنگ: اس میں تمام فنشنگ ورکس شامل ہیں، جن میں پلستر، پینٹنگ (داخلی اور خارجی)، فرش بندی (ٹائلوں کی تنصیب، طبی سیٹنگ کے لیے مناسب فرش کا مواد)، چھت کا کام، اور اگواڑا کی ترقی شامل ہیں۔ فنشنگ پائیدار، حفظان صحت، اور جمالیاتی طور پر خوش کن ہونی چاہیے، تاکہ مریضوں اور عملے کے لیے خوشگوار ماحول پیدا ہو۔

یہ پیکیج جدید زچہ بچہ یونٹ کے لیے ضروری جدید ترین طبی آلات کی خریداری کے لیے وقف ہے۔ اس میں طبی آلات کی ایک جامع رینج کا حصول، ترسیل، تنصیب اور کمیشننگ شامل ہے، تاکہ یونٹ کو جدید طبی خدمات فراہم کرنے کے لیے مکمل طور پر لیس کیا جا سکے۔ اس پیکیج میں شامل ہیں لیکن ان تک محدود نہیں:

• زچہ اور نوزائیدہ نگہداشت کا سامان: اس میں لیبر اور ڈیلیوری رومز، نوزائیدہ انتہائی نگہداشت یونٹس (این آئی سی یو)، انکیوبیٹرز، نوزائیدہ بچوں کے لیے وینٹی لیٹرز، جنین کی نگرانی کے آلات، شیر خوار وارمرز، فوٹو تھراپی یونٹس، اور زچہ اور نوزائیدہ نگہداشت کے لیے دیگر ضروری آلات شامل ہیں۔ اعلیٰ درستگی، قابل اعتمادی اور طبی حفاظتی معیارات پر عمل درآمد بہت ضروری ہے۔
• تشخیصی اور امیجنگ کا سامان: الٹراساؤنڈ مشینیں (پروسٹٹک اور گائناکالوجیکل پروبس کے ساتھ)، ایکسرے مشینیں، ای سی جی مشینیں اور دیگر ضروری تشخیصی آلات جیسے تشخیصی آلات کی خریداری تاکہ مریضوں کی درست اور بروقت تشخیص اور نگرانی کو ممکن بنایا جا سکے۔ اعلیٰ تصویری معیار، درستگی اور حفاظتی خصوصیات ضروری ہیں۔
• جراحی اور آپریٹنگ روم کا سامان: زچہ بچہ یونٹ کے اندر معمولی جراحی کے طریقہ کار کے لیے ضروری جراحی کے آلات اور ساز و سامان کی فراہمی، بشمول آپریٹنگ ٹیبلز، جراحی لائٹس، اینستھیزیا مشینیں، جراثیم کشی کا سامان، اور دیگر جراحی کے ضروری سامان۔ جراثیم سے پاک ہونا، درستگی اور قابل اعتمادی سب سے اہم ہیں۔
• مریضوں کی نگرانی کے نظام: مریضوں کے کمروں اور انتہائی نگہداشت والے علاقوں میں اہم علامات کی نگرانی، قلبی نگرانی اور سانس کی نگرانی کے لیے مریضوں کی نگرانی کے نظام کا حصول۔ ریئل ٹائم ڈیٹا کی درستگی اور قابل اعتماد الارم سسٹم مریضوں کی حفاظت کے لیے بہت ضروری ہیں۔
• لیبارٹری کا سامان: یونٹ کے اندر ضروری تشخیصی ٹیسٹوں کے لیے بنیادی لیبارٹری کے سامان کی فراہمی، بشمول ہیماتولوجی اینالائزر، بائیو کیمسٹری اینالائزر، اور مائیکروبائیولوجی کا سامان۔ لیب کے سامان کی درستگی، کارکردگی اور قابل اعتمادی بروقت تشخیص کے لیے ضروری ہے۔
• جنرل ہسپتال کا سامان: اس میں ہسپتال کے بستر (دستی اور الیکٹرک)، مریضوں کی ٹرالیز، وہیل چیئرز، معائنہ ٹیبلز، طبی فرنیچر، جراثیم کشی کا سامان، اور زچہ بچہ یونٹ کے ہموار کام کے لیے ضروری دیگر عمومی ہسپتال کا سامان شامل ہے۔ پائیداری، حفظان صحت اور مریضوں کا آرام اہم تحفظات ہیں۔
• سامان کی تنصیب اور کمیشننگ: کامیاب فرم نہ صرف طبی سامان کی فراہمی بلکہ اس کی پیشہ ورانہ تنصیب، جانچ، کمیشننگ کو یقینی بنانے اور طبی عملے کو آلات کے آپریشن اور دیکھ بھال کے بارے میں ابتدائی تربیت فراہم کرنے کی بھی ذمہ دار ہوگی۔ سامان کی تاثیر اور لمبی عمر کے لیے مناسب تنصیب اور صارف کی تربیت بہت ضروری ہے۔

• لفافہ 1: تکنیکی بولیاں: اس لفافے میں ٹھیکیدار/فرم کی تمام تکنیکی معلومات ہوں گی، جو “تکنیکی بولیاں” کے طور پر واضح طور پر نشان زد ہوں۔ اس میں اہلیت، تجربہ، تکنیکی صلاحیتیں، مجوزہ طریقہ کار، اور بولی دستاویزات کے “ہدایات برائے بولی دہندگان” سیکشن میں بیان کردہ دیگر متعلقہ تکنیکی تفصیلات کو ظاہر کرنے والی دستاویزات شامل ہیں۔ سب سے اہم بات یہ ہے کہ مالی بولی (قیمت والی بی او کیو) اس لفافے میں شامل نہیں ہونی چاہیے۔
• لفافہ 2: مالی بولیاں: اس لفافے میں قیمت شدہ بل آف کوانٹٹیز (بی او کیو) ہوگی، جو “مالی بولی” کے طور پر واضح طور پر نشان زد ہے۔ اس میں ٹینڈر فارم اور وائس کمشنر (ای ایس ایس آئی) پشاور کے حق میں 2% تخمینی لاگت کی بیعانہ رقم/بولی کی ضمانت بھی شامل ہونی چاہیے۔ بولی کی ضمانت پاکستان کے کسی بھی شیڈول بینک سے کال ڈپازٹ کی شکل میں ہونی چاہیے۔

بولی جمع کرانے اور کھولنے کا شیڈول: سخت ڈیڈ لائنز پر عمل درآمد

تمام حصہ لینے والے بولی دہندگان کے لیے درج ذیل شیڈول پر سختی سے عمل درآمد لازمی ہے:

• پری بڈ میٹنگ:
  • تاریخ: 28/02/2025 (28 فروری، 2025)
  • وقت: صبح 10:30 بجے (10:30 گھنٹے)
  • جگہ: دفتر دستخط کنندہ، خیبر پختونخوا ای ایس ایس آئی۔
  • اہمیت: پری بڈ میٹنگ مقررہ جگہ پر منعقد کی جائے گی تاکہ ممکنہ بولی دہندگان کو وضاحت طلب کرنے، ٹینڈر دستاویزات سے متعلق سوالات پوچھنے، اور پروجیکٹ کی ضروریات کی جامع سمجھ حاصل کرنے کے لیے ایک پلیٹ فارم مہیا کیا جا سکے۔ اس میٹنگ میں شرکت کرنے کی سختی سے سفارش کی جاتی ہے تاکہ بولی دہندگان اپنی بولیاں جمع کرانے سے پہلے مکمل طور پر باخبر رہیں۔
• بولی جمع کرانے کی آخری تاریخ اور وقت:
  • تاریخ: 05-03-2025 (5 مارچ، 2025)
  • وقت: صبح 11:00 بجے (1100 گھنٹے)
  • جمع کرانے کا مقام: دفتر دستخط کنندہ، خیبر پختونخوا ای ایس ایس آئی۔
  • سخت آخری تاریخ: بولیاں مقررہ مقام پر 5 مارچ، 2025 کو صبح 11:00 بجے سے پہلے جمع کرائی جانی چاہئیں۔ تاخیر سے آنے والی بولیوں پر کسی بھی صورت میں غور نہیں کیا جائے گا۔ بولی دہندگان کو سختی سے مشورہ دیا جاتا ہے کہ وہ کسی بھی آخری لمحات کی پیچیدگیوں سے بچنے کے لیے آخری تاریخ سے بہت پہلے اپنی جمع کرائی کو منظم کریں۔
• تکنیکی بولیوں کو کھولنے کی تاریخ اور وقت:
  • تاریخ: 05-03-2025 (5 مارچ، 2025)
  • وقت: صبح 11:30 بجے (1130 گھنٹے)
  • جگہ: دفتر دستخط کنندہ، خیبر پختونخوا ای ایس ایس آئی۔
  • عوامی طور پر کھولنا: تکنیکی بولیوں کو عوامی طور پر مقررہ وقت اور جگہ پر بولی دہندگان یا ان کے مجاز نمائندوں کی موجودگی میں کھولا جائے گا جو شرکت کا انتخاب کرتے ہیں۔ یہ شفافیت کو یقینی بناتا ہے اور بولی دہندگان کو ٹینڈر کی تشخیص کے ابتدائی مرحلے کا مشاہدہ کرنے کی اجازت دیتا ہے۔

اہلیت کے تقاضے: قابلیت اور تعمیل کو یقینی بنانا

یہ یقینی بنانے کے لیے کہ صرف قابل اور تعمیل ٹھیکیدار/فرم اس اہم منصوبے میں حصہ لیں، مخصوص اہلیت کے تقاضے متعین کیے گئے ہیں:

1. پاکستان انجینئرنگ کونسل (پی ای سی) رجسٹریشن:
   • پیکیج-I (سول ورکس): ٹھیکیداروں کو پاکستان انجینئرنگ کونسل (پی ای سی) میں زمرہ سی-6 اور اس سے اوپر میں رجسٹرڈ ہونا چاہیے۔
   • پیکیج-II (میڈیکل ایکوپمنٹ): فرموں کے پاس درست میڈیکل کوڈ رجسٹریشن ہونی چاہیے۔
   • متعلقہ اسپیشلائزیشن کوڈز: دونوں پیکجز کے لیے، ٹھیکیداروں/فرموں کے پاس پی ای سی کے ساتھ متعلقہ اسپیشلائزیشن کوڈز ہونے چاہئیں، خاص طور پر بلڈنگ (سول ورکس کے لیے) اور میڈیکل ایکوپمنٹ (میڈیکل ایکوپمنٹ پروکیورمنٹ کے لیے)۔ یہ یقینی بناتا ہے کہ بولی دہندگان کے پاس بالترتیب کام کرنے کے لیے ضروری مہارت اور لائسنس موجود ہیں۔
2. سی اینڈ ڈبلیو ڈیپارٹمنٹ خیبر پختونخوا اور ای ایس ایس آئی لیبر ڈیپارٹمنٹ کے ساتھ اندراج: ٹھیکیداروں/فرموں کو موجودہ مالی سال کے لیے کمیونیکیشن اینڈ ورکس (سی اینڈ ڈبلیو) ڈیپارٹمنٹ خیبر پختونخوا اور ای ایس ایس آئی لیبر ڈیپارٹمنٹ، خیبر پختونخوا دونوں کے ساتھ اندراج ہونا چاہیے۔ یہ اندراج تصدیق کرتا ہے کہ ٹھیکیداروں کو متعلقہ سرکاری اداروں کی جانب سے تسلیم کیا گیا ہے اور وہ پہلے سے اہلیت کے معیارات پر پورا اترتے ہیں۔
3. خیبر پختونخوا ریونیو اتھارٹی (کے پی آر اے) رجسٹریشن اور فعال ٹیکس دہندہ کا درجہ: تمام بولی دہندگان کے لیے خیبر پختونخوا ریونیو اتھارٹی (کے پی آر اے) کے ساتھ رجسٹرڈ ہونا لازمی ہے اور کے پی آر اے کی فعال ٹیکس دہندگان کی فہرست میں ہونا چاہیے۔ یہ صوبائی ٹیکس ضوابط کی تعمیل کو یقینی بناتا ہے اور مالی ذمہ داری کا مظاہرہ کرتا ہے۔
4. ای ایس ایس آئی کے ساتھ معاہدے کی منسوخی کی تاریخ نہیں ہونی چاہیے: جن ٹھیکیداروں/فرموں کے معاہدے ای ایس ایس آئی کے تحت پہلے منسوخ کیے گئے تھے وہ اس بولی کے عمل میں حصہ لینے کے لیے اہل نہیں ہیں۔ یہ اقدام جوابدہی کو برقرار رکھتا ہے اور اس بات کو یقینی بناتا ہے کہ ای ایس ایس آئی کامیاب پروجیکٹ کی تکمیل کے ثابت شدہ ٹریک ریکارڈ والے ٹھیکیداروں کے ساتھ شراکت داری کرے۔

ٹینڈر دستاویز کی فیس اور حصول کا عمل

5,000/- روپے کی ناقابل واپسی ٹینڈر دستاویز فیس قابل اطلاق ہے۔ ٹینڈر فارم، بی او کیو (بل آف کوانٹٹیز)، بولی دستاویزات کا مکمل سیٹ، اور تشخیص کا معیار ای ایس ایس آئی آفس، کوہاٹ روڈ، پشاور سے دفتری اوقات کار کے دوران اخبار میں اشتہار کی اشاعت کی تاریخ سے حاصل کیا جا سکتا ہے۔

ٹینڈر دستاویزات حاصل کرنے کے لیے، دلچسپی رکھنے والے اہل ٹھیکیداروں/فرموں کو ٹینڈر دستاویز کی فیس (5,000/- روپے) کی اصل رسید کے ساتھ تحریری درخواست جمع کرانا ہوگی۔ درخواست کو درج ذیل کی جانب سے جمع کرایا جانا چاہیے:

• واحد مالک/وہ افراد جن کے نام فارم ایچ/پارٹنرشپ ڈیڈ پر درج ہیں
• ٹھیکیدار کے مجاز افراد جو تحریری طور پر اس کی جانب سے مجاز ہوں۔

یہ دستاویزات کے حصول کے عمل میں مناسب اجازت اور جوابدہی کو یقینی بناتا ہے۔

اہم تحفظات اور اضافی معلومات

• اوپر/نیچے کا نظام: تمام ٹینڈرز بی او کیو پر “اوپر/نیچے کا نظام” کے مطابق پروسیس کیے جائیں گے، جو کہ مارکیٹ ریٹ سسٹم 2024 پر مبنی ہے۔ بولی دہندگان کو اپنی شرحیں اوپر/نیچے/ایٹ پار کے طور پر بتانی ہوں گی، جو ٹینڈر فارم اور بی او کیو دونوں پر واضح طور پر الفاظ اور اعداد دونوں میں لکھی ہوں۔
• غیر معمولی طور پر کم بولیوں کے لیے اضافی سیکیورٹی: غیر معمولی طور پر کم سمجھی جانے والی بولیوں کے لیے، کے پی پی آر اے نوٹیفکیشن ایس آر او (14)/ والیم: 1-24/2021-22، تاریخ 10 مئی، 2022 قابل اطلاق ہوگی، جس میں پروجیکٹ کے مفادات کے تحفظ کے لیے اضافی حفاظتی اقدامات کی ضرورت ہو سکتی ہے۔
• کارکردگی سیکیورٹی گارنٹی: کارکردگی سیکیورٹی گارنٹی کے پی پی آر اے نوٹیفکیشن ایس آر او(15)/ والیم: 1-25/2022-23تاریخ 22/08/2022/6301-13 کے مطابق قابل اطلاق ہوگی۔ کامیاب بولی دہندگان کو معاہدے کی تکمیل کو یقینی بنانے کے لیے کارکردگی سیکیورٹی گارنٹی فراہم کرنے کی ضرورت ہوگی۔
• ٹیکسیشن: حکومت کی جانب سے وقتاً فوقتاً جاری کردہ ہدایات کے مطابق حکومت کی جانب سے قابل اطلاق تمام ٹیکسز اور ڈیوٹیز وصول کی جائیں گی۔
• بولیوں کو مسترد کرنا: خریداری کرنے والا ادارہ (ای ایس ایس آئی) کے پی پی آر اے رولز 47(1) کے مطابق، کسی بھی بولی کو قبول کرنے سے پہلے کسی بھی وقت تمام بولیوں کو مسترد کرنے کا حق محفوظ رکھتا ہے، ایسی مستردی کی ایک ٹھوس وجہ فراہم کرتے ہوئے۔ مستردی کی وجوہات کسی بھی ٹھیکیدار کو درخواست پر بتائی جائیں گی جس نے بولی جمع کرائی ہو۔
• بولی سیکیورٹی کی برقراری: پہلے، دوسرے اور تیسرے کم ترین بولی دہندگان کی بولی سیکیورٹی اس وقت تک برقرار رکھی جائے گی جب تک کہ کم ترین ذمہ دار بولی دہندہ کا ٹینڈر منظور نہیں ہو جاتا۔
• این آئی ٹی کی ویب سائٹ پر دستیابی: یہ نوٹس انوائٹنگ ٹینڈر (این آئی ٹی) کے پی پی آر اے کی ویب سائٹس (www.kppra.org.pk) اور حکومت خیبر پختونخوا (www.khyberpakhtunkhwa.gov.pk) پر بھی دستیاب ہے۔
