The Peshawar Development Authority (PDA) invites sealed e-tenders from reputable and experienced firms for the provision of garbage services and the hiring of manpower and machinery services. This initiative aims to enhance the efficiency of waste management in the Hayatabad area of Peshawar.
Scope of Work
The successful bidder will be responsible for:
- Garbage Collection and Disposal: Efficiently collecting garbage from designated areas within Hayatabad and ensuring its proper disposal at approved sites.
- Manpower Services: Providing trained manpower to assist in the garbage collection process, ensuring that all personnel adhere to safety and hygiene standards.
- Machinery Services: Supplying necessary machinery, including but not limited to dump trucks, compactors, and other relevant equipment required for effective waste management.
Eligibility Criteria
To qualify for this tender, bidders must meet the following criteria:
- Must be a registered entity with valid registration documents.
- Must have experience in providing similar services for at least three years.
- Must provide documented proof of previous contracts related to waste management.
- Must comply with all local and national regulations regarding waste management.
Tender Submission Process
- Tender Documents: Interested bidders can obtain the tender documents from the PDA website or the PDA office in Hayatabad. The cost of the tender document is PKR 5,000 (non-refundable).
- Submission Deadline: All bids must be submitted electronically through the E-PADS system by February 15, 2025, at 10:30 AM PKT. Late submissions will not be entertained.
- Opening of Bids: Bids will be opened on the same day at 11:00 AM PKT in the presence of bidders or their authorized representatives.
- Bid Security: A bid security amounting to 2% of the total bid value must accompany each tender submission.

کام کا دائرہ
کامیاب بولی دہندہ درج ذیل ذمہ داریوں کا حامل ہوگا:
- کچرے کی جمع آوری اور نکاسی: حیات آباد کے مخصوص علاقوں سے کچرا مؤثر طریقے سے جمع کرنا اور اس کی مناسب نکاسی کو یقینی بنانا۔
- افرادی قوت کی خدمات: کچرا جمع کرنے کے عمل میں مدد کے لیے تربیت یافتہ افرادی قوت فراہم کرنا، یہ یقینی بناتے ہوئے کہ تمام عملے کو حفاظتی اور حفظان صحت کے معیار پر عمل کرنا چاہیے۔
- مشینری کی خدمات: مؤثر فضلہ انتظام کے لیے درکار تمام ضروری مشینری، بشمول ڈمپ ٹرک، کمپیکٹرز، اور دیگر متعلقہ آلات فراہم کرنا۔
اہلیت کے معیار
اس ٹینڈر کے لیے اہل ہونے کے لیے بولی دہندگان کو درج ذیل معیار پر پورا اترنا ہوگا:
- ایک رجسٹرڈ ادارہ ہونا چاہیے جس کے پاس درست رجسٹریشن دستاویزات ہوں۔
- کم از کم تین سال تک اسی نوعیت کی خدمات فراہم کرنے کا تجربہ ہونا چاہیے۔
- فضلہ انتظام سے متعلق پچھلے معاہدوں کا دستاویزی ثبوت فراہم کرنا ہوگا۔
- فضلہ انتظام سے متعلق تمام مقامی اور قومی قوانین پر عمل کرنا ہوگا۔
ٹینڈر جمع کرانے کا طریقہ کار
- ٹینڈر دستاویزات: دلچسپی رکھنے والے بولی دہندگان پی ڈی اے کی ویب سائٹ یا حیات آباد میں پی ڈی اے دفتر سے ٹینڈر دستاویزات حاصل کر سکتے ہیں۔ ٹینڈر دستاویزات کی قیمت PKR 5,000 (غیر واپسی) ہے۔
- جمع کرانے کی آخری تاریخ: تمام بولیاں الیکٹرانک طور پر ای پی اے ڈی ایس سسٹم کے ذریعے 15 فروری، 2025 کو صبح 10:30 بجے PKT تک جمع کرانی ہوں گی۔ دیر سے جمع کرائی گئی بولیاں قبول نہیں کی جائیں گی۔
- بولیوں کا کھولنا: بولیاں اسی دن صبح 11:00 بجے PKT کھولی جائیں گی، جس میں بولی دہندگان یا ان کے مجاز نمائندوں کی موجودگی ہوگی۔
- بولی سیکیورٹی: ہر ٹینڈر جمع کرانے کے ساتھ کل بولی کی قیمت کا 2% سیکیورٹی جمع کرانی ہوگی۔
تشخیصی معیار
بولیوں کا اندازہ درج ذیل بنیادوں پر لگایا جائے گا:
- تکنیکی وضاحتوں کے ساتھ مطابقت۔
- مالی صلاحیت اور قیمتوں کا ڈھانچہ۔
- اسی طرح کے منصوبوں میں پچھلا تجربہ اور کارکردگی کے ریکارڈ۔
پی ڈی اے کسی بھی یا تمام بولیوں کو بغیر کسی وجہ بتائے مسترد کرنے کا حق محفوظ رکھتا ہے۔
