The Government of Khyber Pakhtunkhwa, through its Elementary and Secondary Education Department (E&SED) and the Human Capital Investment Project (HCIP), invites Expression of Interest (EOI) from highly qualified and experienced consulting firms (“Consultants”) for a pivotal assignment under the World Bank-financed project.
This consultancy is aimed at implementing a robust Gender-Based Violence (GBV) prevention, menstrual health and hygiene (MHH), and social safeguards awareness program across various educational settings in the province.

The successful consulting firm will be tasked with executing a multi-faceted program that strengthens the protective environment for girls and boys in educational institutions and communities.
Scope of Consultancy Services (Key Components)
The services required are complex, sensitive, and integral to the project’s human capital development goals. The consulting firm’s mandate will include, but not be limited to, the following five (5) core areas:
- Scaling up Community Engagement and Awareness: Lead the development and execution of awareness activities in communities and schools to prevent GBV, promote mental health, and ensure proper gender relations among students.
- MHH and WASH Distribution & Training: Manage the effective distribution of 50,000 Menstrual Health and Hygiene (MHH) kits to adolescent girls in 200 schools across the four designated districts. This involves conducting material creation, interactive sessions, and awareness training sessions.
- Feedback Mechanism Implementation: Establish and implement a functional, confidential, and accessible feedback and reporting mechanism for GBV incidents, ensuring proper follow-up, capacity building for institutional staff, and corrective measures.
- Capacity Building and Training: Provide comprehensive training to all relevant stakeholders, including teachers, school children, community leaders, and civil works contractors, on sensitive topics such as gender relations, child safeguarding, and GBV risk mitigation.
- Strengthening Safeguards Compliance: Support the E&SED and HCIP in strengthening accountability mechanisms related to GBV, SEA/SH (Sexual Exploitation and Abuse/Sexual Harassment), VAC (Violence Against Children), and ensuring accessible, confidential, and victim-centered processes.
Firm Qualification Requirements (Marking Criteria)
Consultants must demonstrate strong corporate capacity and relevant experience to be considered for shortlisting. The evaluation criteria, totaling 100 marks, are structured as follows:

Submission Guidelines and Selection Method
Interested Consulting Firms must submit their Expressions of Interest (EOI) in a written form, providing information demonstrating that they have the required qualifications and relevant experience to perform the Services.
I. Selection Process
The Consulting Firm will be selected in accordance with the Consultant Qualification Selection (CQS) method as set out in the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised November 2017 & November 2020), setting forth the World Bank’s policy on conflict of interest.
II. Partnership and Joint Venture (JV) Instructions
- Consultants may associate with other firms to enhance their qualifications, but such association must be clearly indicated as a Joint Venture (JV) or a sub-consultancy.
- In case of a JV, all partners will be held jointly and severally liable for the entire contract. The JV agreement must ensure that the number of partners is not more than two (02).
