Olive cultivation and olive oil production are rapidly growing sectors within Khyber Pakhtunkhwa’s agricultural landscape. Recognizing the immense potential of this industry, the Directorate General of Agriculture Extension is committed to providing farmers with the necessary infrastructure and technology to enhance their productivity and market competitiveness.
This project is designed to establish a state-of-the-art olive oil extraction facility, equipped with a high-capacity unit capable of processing significant quantities of olives efficiently and effectively. The successful firm will play a crucial role in delivering and setting up this essential processing infrastructure.
Scope of Work: Comprehensive Supply, Installation, and Commissioning
The selected firm will be responsible for the complete end-to-end delivery of the olive oil extraction unit project, encompassing the following key tasks:
- Procurement and Supply of Olive Oil Extraction Unit: Sourcing, purchasing, and delivering a brand-new, imported Olive Oil Extraction Unit. The unit must meet stringent quality standards and be capable of processing 400 kilograms of olives per hour. Locally made units and units originating from China are explicitly not permissible to ensure the highest quality and reliability of the equipment.
- Provision of Complete Accessories: Supplying all necessary accessories required for the seamless operation of the extraction unit. This must include a 35 KVA Generator to ensure uninterrupted power supply and essential filters to guarantee the purity and quality of the extracted olive oil. The provision of all ancillary equipment is critical for the unit’s operational readiness.
- Installation and Setup at Designated Site: Transporting the olive oil extraction unit and all accessories to the site designated by the concerned District Director Agriculture Extension in Khyber Pakhtunkhwa. The firm will be responsible for the complete installation of the unit, ensuring it is correctly set up, securely anchored, and ready for operation.
- Test Run and Commissioning: Conducting a thorough test run of the installed unit to verify its operational efficiency, processing capacity, and the quality of the extracted oil. The firm is responsible for ensuring the unit meets all specified performance parameters and is fully commissioned for regular use.

Detailed Specifications & Requirements:
- Item Description: Olive Oil Extraction Unit (1 No.)
- Processing Capacity: 400 kilograms of olives per hour. This is a critical performance benchmark that the unit must achieve.
- Accessories: Complete set of accessories including, but not limited to, a 35 KVA Generator and essential filters. The accessories must be compatible with the extraction unit and of high quality.
- Origin of Unit: Exclusively Imported Units. Locally manufactured units and those originating from China are strictly not acceptable. This requirement is in place to guarantee the quality, durability, and technological standard of the equipment.
- Installation Responsibility: Installation and test run will be the full responsibility of the supplying firm. This includes all labor, materials, and expertise required for successful installation and commissioning.

Eligibility Criteria & Application Requirements:
To ensure that this critical project is entrusted to capable and reliable firms, the Directorate General of Agriculture Extension has established specific eligibility criteria. Firms intending to submit proposals must meet the following requirements:
- FBR Registration: The firm must be registered with the Federal Board of Revenue (FBR). Proof of valid FBR registration is mandatory to demonstrate tax compliance and legal business operation.
- Relevant Government Authority Registration: Registration with other relevant government authorities is also required, as per prevailing regulations for businesses operating in this sector. This may include provincial business registrations or sector-specific certifications.

- Obtain Tender/Bid Documents: Detailed tender/bid documents can be obtained from the office of the undersigned during working hours upon payment of a non-refundable fee of Rs. 3000/-. This fee is payable at the designated office.
- Document Download (Optional): While hard copies are obtained from the office, this tender notice and potentially abridged documents may be available on the KPPRA website and the website of the Khyber Pakhtunkhwa Department of Agriculture (www.zarat.kp.gov.pk). However, official submissions must be based on the documents obtained from the office.
- Bidding Process Type: The tender process will be conducted using a single-stage two envelop process as per KPPRA guidelines. Firms should familiarize themselves with this bidding methodology.
- Quoted Rate Inclusivity: The rates quoted in your proposal must be inclusive of all costs, including transportation to the designated site within Khyber Pakhtunkhwa, installation charges, and all applicable taxes. Ensure your pricing is comprehensive and transparent.
- Tax Compliance: Quoted rates should include all applicable taxes. Please note that applicable taxes will be deducted at source from the bills of the successful firm, as per government regulations.
- Call Deposit (CDR) / Bid Security: A Call Deposit Receipt (CDR) of 2% of the total value of your tender bid is mandatory. The CDR must be issued by a scheduled bank in Pakistan and must be in favor of “Director General Agriculture Extension“. The CDR must be submitted along with your tender/financial bid. - Proposal Submission Deadline: Sealed tenders/bids, printed, signed, and stamped on the firm’s letterhead, must reach the office of the undersigned on or before 11:00 AM on 27.02.2025. Proposals received after this deadline will not be considered.
- Bid Opening: Tenders/bids will be publicly opened in the presence of the Purchase Committee and representatives of the participating firms on the same day, 27.02.2025 at 11:30 AM, at the office of the undersigned. Firms are welcome to witness the bid opening process.
- Performance Guarantee: Successful bidders/firms will be required to submit a 10% performance guarantee as per KPPRA rules. This guarantee serves as security for the proper execution of the contract.

خیبر پختونخوا کے زرعی منظر نامے میں زیتون کی کاشت اور روغنِ زیتون کی پیداوار تیزی سے ترقی کرنے والے شعبے ہیں۔ اس صنعت کی بے پناہ صلاحیت کو تسلیم کرتے ہوئے، ڈائریکٹوریٹ جنرل آف ایگریکلچر ایکسٹینشن کسانوں کو اپنی پیداواری صلاحیت اور مارکیٹ میں مسابقتی صلاحیت کو بڑھانے کے لیے ضروری انفراسٹرکچر اور ٹیکنالوجی فراہم کرنے کے لیے پرعزم ہے۔

کام کی نوعیت: جامع فراہمی، تنصیب، اور کمیشننگ
منتخب فرم روغنِ زیتون نکالنے کے یونٹ کے منصوبے کی مکمل اینڈ-ٹو-اینڈ فراہمی کے لیے ذمہ دار ہوگی، جس میں درج ذیل اہم کام شامل ہیں:
- روغنِ زیتون نکالنے کے یونٹ کی خریداری اور فراہمی: بالکل نیا، درآمد شدہ روغنِ زیتون نکالنے کا یونٹ حاصل کرنا، خریدنا اور پہنچانا۔ یونٹ کو سخت کوالٹی کے معیارات پر پورا اترنا چاہیے اور 400 کلوگرام زیتون فی گھنٹہ پروسیس کرنے کی صلاحیت رکھتا ہو۔ اعلیٰ ترین معیار اور آلات کی وشوسنییتا کو یقینی بنانے کے لیے مقامی طور پر بنائے گئے یونٹس اور چین سے آنے والے یونٹس بالکل جائز نہیں ہیں۔
- مکمل لوازمات کی فراہمی: نکالنے کے یونٹ کے ہموار آپریشن کے لیے ضروری تمام ضروری لوازمات فراہم کرنا۔ اس میں 35 KVA جنریٹر کو یقینی طور پر شامل کیا جانا چاہیے تاکہ بجلی کی بلاتعطل فراہمی اور ضروری فلٹرز روغنِ زیتون کی پاکیزگی اور معیار کی ضمانت کے لیے ہوں۔ یونٹ کی آپریشنل تیاری کے لیے تمام ضمنی آلات کی فراہمی انتہائی اہم ہے۔
- مقررہ مقام پر تنصیب اور سیٹ اپ: روغنِ زیتون نکالنے کے یونٹ اور تمام لوازمات کو خیبر پختونخوا میں متعلقہ ضلعی ڈائریکٹر ایگریکلچر ایکسٹینشن کے ذریعہ متعین کردہ مقام پر منتقل کرنا۔ فرم یونٹ کی مکمل تنصیب کی ذمہ دار ہوگی، اس بات کو یقینی بنانا کہ یہ درست طریقے سے سیٹ اپ، محفوظ طریقے سے لنگر انداز اور آپریشن کے لیے تیار ہے۔
- ٹیسٹ رن اور کمیشننگ: نصب شدہ یونٹ کی آپریشنل کارکردگی، پروسیسنگ کی صلاحیت اور نکالے گئے تیل کے معیار کی تصدیق کے لیے ایک مکمل ٹیسٹ رن کرنا۔ فرم یونٹ کو تمام مخصوص کارکردگی کے پیرامیٹرز پر پورا اترنے اور باقاعدہ استعمال کے لیے مکمل طور پر کمیشن کرنے کو یقینی بنانے کی ذمہ دار ہے۔
- وضاحتوں کی تعمیل: بولی دستاویزات میں بیان کردہ تمام تفصیلی تکنیکی وضاحتوں پر سختی سے عمل کرنا۔ فرموں سے توقع کی جاتی ہے کہ وہ ان وضاحتوں کا مکمل جائزہ لیں اور سمجھیں تاکہ یہ یقینی بنایا جا سکے کہ ان کا تجویز کردہ یونٹ اور لوازمات مکمل طور پر ضروریات کے مطابق ہوں۔
تفصیلی وضاحتیں اور تقاضے:
- اشیاء کی تفصیل: روغنِ زیتون نکالنے کا یونٹ (1 عدد)

اہلیت کے معیارات اور درخواست کے تقاضے:

- ایف بی آر رجسٹریشن: فرم ضروری طور پر فیڈرل بورڈ آف ریونیو (ایف بی آر) کے ساتھ رجسٹرڈ ہونی چاہیے۔ درست ایف بی آر رجسٹریشن کا ثبوت ٹیکس کی تعمیل اور قانونی کاروباری آپریشن کا مظاہرہ کرنے کے لیے لازمی ہے۔
- متعلقہ سرکاری اتھارٹی رجسٹریشن: اس شعبے میں کام کرنے والے کاروباروں کے لیے مروجہ ضوابط کے مطابق دیگر متعلقہ سرکاری اتھارٹیز کے ساتھ رجسٹریشن بھی ضروری ہے۔ اس میں صوبائی کاروباری رجسٹریشن یا سیکٹر سے متعلقہ سرٹیفیکیشن شامل ہوسکتی ہیں۔
- اسی طرح کے منصوبوں میں تجربہ: اگرچہ اس مختصر نوٹس میں لازمی شرط کے طور پر واضح طور پر بیان نہیں کیا گیا ہے، تاہم اسی طرح کے زرعی پروسیسنگ آلات کی فراہمی اور تنصیب میں مظاہرہ کرنے والے تجربہ والی فرموں پر سازگار غور کیا جائے گا۔ اپنی تجویز میں موازنہ نوعیت کے ماضی کے منصوبوں کو اجاگر کرنا آپ کی درخواست کو مضبوط کرے گا۔
- مالی استحکام: فرموں کو اس پیمانے کے منصوبے کو شروع کرنے کے لیے مالی استحکام اور صلاحیت کا مظاہرہ کرنا ہوگا۔ اس کا اندازہ مطلوبہ کال ڈپازٹ (CDR) کے ذریعے کیا جائے گا اور کے پی پی آر اے قواعد کے مطابق جمع کرائی گئی مالی دستاویزات کی بنیاد پر مزید جائزہ لیا جا سکتا ہے۔

تجویز جمع کرانے کا عمل اور اہم تاریخیں:
دلچسپی رکھنے والی فرموں کو دعوت دی جاتی ہے کہ وہ اس اہم منصوبے میں حصہ لیں اور بیان کردہ طریقہ کار پر عمل کرتے ہوئے اپنی تجاویز جمع کرائیں:
- ٹینڈر/بولی دستاویزات حاصل کریں: تفصیلی ٹینڈر/بولی دستاویزات دستخط کنندہ کے دفتر سے دفتری اوقات کار کے دوران 3000/- روپے کی ناقابل واپسی فیس کی ادائیگی پر حاصل کی جا سکتی ہیں۔ یہ فیس نامزد دفتر میں قابل ادائیگی ہے۔
- دستاویز ڈاؤن لوڈ (اختیاری): اگرچہ ہارڈ کاپیاں دفتر سے حاصل کی جاتی ہیں، تاہم یہ ٹینڈر نوٹس اور ممکنہ طور پر مختصر دستاویزات کے پی پی آر اے کی ویب سائٹ اور خیبر پختونخوا ڈیپارٹمنٹ آف ایگریکلچر کی ویب سائٹ (www.zarat.kp.gov.pk) پر دستیاب ہوسکتی ہیں۔ تاہم، سرکاری جمع کرانا دفتر سے حاصل کردہ دستاویزات پر مبنی ہونا ضروری ہے۔
- بولی کے عمل کی قسم: ٹینڈر کا عمل کے پی پی آر اے رہنما خطوط کے مطابق سنگل سٹیج ٹو انویلپ عمل کا استعمال کرتے ہوئے کیا جائے گا۔ فرموں کو اس بولی کے طریقہ کار سے خود کو واقف کرنا چاہیے۔
- اقتباس کردہ شرح شمولیت: آپ کی تجویز میں اقتباس کردہ شرحیں تمام اخراجات کو شامل ہونی ضروری ہیں، بشمول خیبر پختونخوا کے اندر نامزد مقام پر نقل و حمل، تنصیب کے چارجز اور تمام قابل اطلاق ٹیکس۔ یقینی بنائیں کہ آپ کی قیمتیں جامع اور شفاف ہیں۔
- ٹیکس کی تعمیل: اقتباس کردہ شرحوں میں تمام قابل اطلاق ٹیکس شامل ہونے چاہئیں۔ براہ کرم نوٹ کریں کہ حکومتی ضوابط کے مطابق کامیاب فرم کے بلوں سے قابل اطلاق ٹیکس ماخذ پر کاٹے جائیں گے۔
- کال ڈپازٹ (CDR) / بولی سیکیورٹی: آپ کی ٹینڈر بولی کی کل قیمت کا 2% کا کال ڈپازٹ ریسیٹ (CDR) لازمی ہے۔ CDR پاکستان کے ایک شیڈول بینک کے ذریعہ جاری کیا جانا چاہیے اور “ڈائریکٹر جنرل ایگریکلچر ایکسٹینشن” کے حق میں ہونا چاہیے۔ CDR آپ کے ٹینڈر/مالی بولی کے ساتھ جمع کرایا جانا ضروری ہے۔ مطلوبہ CDR کے بغیر جمع کرائی گئی بولیوں کو مسترد کر دیا جائے گا۔
- ہاتھ سے لکھی بولیاں قبول نہیں کی جائیں گی: ہاتھ سے لکھے گئے ٹینڈر/بولی دستاویزات پر غور نہیں کیا جائے گا۔ تمام تجاویز باضابطہ طور پر ٹائپ، پرنٹ اور پیشہ ورانہ انداز میں جمع کرائی جانی چاہئیں۔
- پری-بڈ میٹنگ: ایک پری-بڈ میٹنگ دستخط کنندہ کے دفتر میں 24.02.2025 کو صبح 11:30 بجے منعقد کی جائے گی۔ دلچسپی رکھنے والی فرموں کو سختی سے حوصلہ افزائی کی جاتی ہے کہ وہ ٹینڈر دستاویزات یا منصوبے کے تقاضوں کے حوالے سے وضاحت طلب کرنے اور کسی بھی سوال کو حل کرنے کے لیے اس میٹنگ میں شرکت کریں۔
- تجویز جمع کرانے کی آخری تاریخ: مہر بند ٹینڈرز/بولیاں، فرم کے لیٹر ہیڈ پر پرنٹ، دستخط شدہ اور مہر شدہ، دستخط کنندہ کے دفتر میں یا اس سے پہلے 27.02.2025 کو صبح 11:00 بجے پہنچ جانی چاہئیں۔ اس آخری تاریخ کے بعد موصول ہونے والی تجاویز پر غور نہیں کیا جائے گا۔
- بولی کھولنا: ٹینڈرز/بولیاں عوامی طور پر خریداری کمیٹی اور حصہ لینے والی فرموں کے نمائندوں کی موجودگی میں اسی دن، 27.02.2025 کو صبح 11:30 بجے، دستخط کنندہ کے دفتر میں کھولی جائیں گی۔ فرمیں بولی کھولنے کے عمل کا مشاہدہ کرنے کے لیے خوش آمدید ہیں۔
- کارکردگی کی ضمانت: کامیاب بولی دہندگان/فرموں کو کے پی پی آر اے قواعد کے مطابق 10% کارکردگی کی ضمانت جمع کرانی ہوگی۔ یہ ضمانت معاہدے کے مناسب نفاذ کے لیے سیکورٹی کے طور پر کام کرتی ہے۔
