Invitation for Proposals:
AJKED hereby invites proposals from highly experienced and financially sound Consulting Firms to provide expert services for the following key projects. These projects are critical for strengthening the electrical backbone of specific districts within AJK and are divided into distinct lots for bidding purposes:
Lot-A: 132/11kV Grid Station Sehnsa with 132kV Transmission Feed Line, District Kotli, Azad Jammu & Kashmir.
- Project Description: This lot encompasses the complete consultancy services required for the establishment of a new 132/11kV Grid Station at Sehnsa, located in the Kotli District of Azad Jammu & Kashmir. Crucially, this project also includes the associated 132kV Transmission Feed Line that will connect the grid station to the existing power network. The Grid Station will serve to step-down high voltage electricity to a usable level for local distribution, enhancing the reliability and capacity of power supply in the Sehnsa and surrounding areas of Kotli District.
- Location Significance: Kotli District is a vital region within AJK, and improving its power infrastructure is essential for supporting local businesses, residential needs, and overall economic development. Sehnsa, as a key town within Kotli, will benefit significantly from the enhanced power infrastructure provided by this project.

Scope of Consulting Services:
AJKED requires comprehensive consulting services for both Lot-A and Lot-B projects, encompassing all stages from inception to completion. The expected services will broadly include, but are not limited to:

- Detailed Engineering Design: Development of complete and detailed engineering designs for the Grid Stations and Transmission Lines, including civil, electrical, and mechanical aspects.

- Technical Expertise: Provision of expert technical advice and solutions throughout the project lifecycle.
- Regulatory Compliance: Ensuring projects comply with all relevant national and AJK regulations and standards.
- Environmental and Social Safeguards: Incorporating environmental and social considerations into project design and implementation.
Mandatory Terms & Conditions for RFP Issuance and Bidding:
AJKED has established specific terms and conditions that Consulting Firms must meet to be eligible to receive the Request for Proposal document and subsequently participate in the bidding process. These conditions are designed to ensure that only qualified and capable firms are considered for these critical infrastructure projects.
01. Eligibility Criteria for RFP Issuance:
Firms must fulfill the following mandatory criteria to be issued the RFP document:
- a. Written Application: Submission of a formal written application for the issuance of the RFP. This application must be presented on the firm’s official letterhead, and importantly, must be duly signed and stamped by an authorized representative of the firm. This demonstrates the firm’s formal interest and provides official contact information.
- b. Valid PEC Registration: Firms must possess a valid registration with the Pakistan Engineering Council (PEC). The registration must include specific codes: 1201 (Engineering Consultancy Services) and 1208(ii) (Power Generation, Transmission and Distribution). PEC registration is a crucial indicator of a firm’s technical competence and professional standing within the engineering sector of Pakistan. The specified codes ensure that firms have the demonstrated expertise in relevant areas of electrical infrastructure.
- c. Tax Registrations: Valid registrations with both Income Tax and General Sales Tax (GST) authorities are required. This condition ensures that firms are compliant with the fiscal regulations of Pakistan and have a formal tax-paying status, which is essential for undertaking government projects.
- d. Proof of Previous Experience: Firms must provide verifiable proof of their previous experience in management, designing, and/or supervision of Grid Station and/or Transmission Line projects. This experience must be demonstrated through formal documentation such as:
- Notification of Award (NOA)
- Letter of Acceptance (LOA)
- Contract Agreement
- Completion Certificate
02. RFP Purchase and Availability:
Eligible firms can purchase the complete set of RFP documents for each Lot separately. The RFP documents can be obtained from the office of the:
- Deputy Director (Planning & Monitoring) AJKED, Muzaffarabad. The RFP documents will be available during office hours, from 20-02-2025 to 06-03-2025. To purchase the RFP, firms must submit:
- A written application.
- A non-refundable fee of Rs. 3,000/- per set of RFP (for each Lot). Payment details and methods will be provided at the Deputy Director’s office.
03. Proposal Submission for Single or Both Lots:
Firms have the flexibility to submit proposals for a single Lot (either Lot-A or Lot-B) or for both Lots if they possess the capacity and interest to undertake consultancy services for both projects. Separate proposals and bid securities must be submitted for each Lot if a firm is bidding for both.
04. Bidding Procedure: Single Stage One Envelope:
The bidding process will be conducted using the “Single Stage One Envelope Bidding Procedure.” This method, as defined in the AJK Public Procurement Regulatory Authority (PPRA) Rules 2017 (amended to date), involves the following:
- Single Stage: Bidders submit both their technical and financial proposals in a single sealed envelope at the same time.
- One Envelope: There is no separate technical proposal submission and evaluation stage before financial bids are opened. Both technical and financial aspects are considered together in the evaluation process.
- Compliance with AJK PPRA Rules: The entire bidding process will strictly adhere to the AJK PPRA Rules 2017 (and any subsequent amendments), ensuring transparency, fairness, and compliance with regulatory standards in public procurement within Azad Jammu & Kashmir. Bidders are advised to familiarize themselves with these rules, which are publicly available on the AJK PPRA website.
05. Selection Method: Least Cost:
The selection of consulting firms will be based on the “Least Cost” Method. This means that among the technically qualified and responsive bidders, the contract will be awarded to the firm that offers the lowest evaluated cost, provided they meet all technical and eligibility criteria outlined in the RFP. The detailed evaluation criteria and methodology will be comprehensively described in the RFP document itself.
06. Proposal Validity Period:
Proposals submitted by firms must remain valid for a period of 120 days from the date of the opening of the proposals. This validity period ensures that AJKED has sufficient time to evaluate the proposals, complete the selection process, and award the contracts without the need to request extensions from bidders during the evaluation phase.
07. Bid Security Details:
Bid security is mandatory for each Lot and must be submitted separately for each proposal. The requirements for Bid Security are as follows:
- Amount: As specified for each Lot (Lot-A and Lot-B).
- Form: Bid Security must be in the form of:
- CDR (Call Deposit Receipt)
- Bank Draft
- Pay Order
- Bank Guarantee
- Bank Branch in AJK: The issuing bank must have at least one branch operating within Azad Jammu & Kashmir. This condition is likely to facilitate easier verification and encashment of the bid security if required.
- In Favor of: The Bid Security must be issued in favor of: Chief Engineer Electricity Muzaffarabad. This is the designated authority for receiving and managing the bid securities.
- Validity: The Bid Security must be valid for 28 days beyond the validity of the Proposal(s). Given the proposal validity of 120 days, the bid security must be valid for at least 148 days from the date of proposal opening.
08. Offered Rates and Taxes:
Firms are required to quote their rates inclusive of all taxes and duties that are applicable in Azad Jammu & Kashmir, with the exception of General Sales Tax (GST). This means all costs, levies, and taxes (excluding GST) must be factored into the quoted price.
09. Tax Deductions:
It is explicitly stated that various taxes will be deducted from the invoices of the successful firm(s). These deductions include:
- Income Tax
- Tajweed-ul-Quran Tax (This is a specific local tax in some regions of Pakistan/AJK)
- Education Cess
- KLC (presumably related to local council or development tax)
- General Sales Tax (GST)
- All other applicable taxes Successful firms should be aware of these deductions and factor them into their financial planning and pricing strategies.
10. Proposal Submission Deadline and Opening:
Proposals, prepared in strict accordance with the instructions provided in the RFP document, must be delivered to the office of:
- Chief Engineer Electricity, Muzaffarabad (Chairman Departmental Purchase Committee)
- Address: AJK Electricity Department, AJKED House, Airport Road Ghari Pan Chowk, Muzaffarabad, AJK. The deadline for proposal submission is 11:00 AM on 07-03-2025. Proposals received after this time will not be accepted. Proposal opening will take place on the same day, 07-03-2025, at 11:30 AM at the same office location. Representatives from bidding firms are welcome to attend the proposal opening session if they choose.
11. Firm’s Responsibility to Inform Themselves:
AJKED emphasizes the responsibility of bidding firms to thoroughly understand all aspects of the assignment and the project conditions before submitting their proposals. Firms are expected to:
- Fully Inform Themselves: Conduct a comprehensive assessment of the required consultancy services for the project(s).
- Visit Project Site(s): Undertake a site visit to the project location(s) to gain a firsthand understanding of the local conditions, site specifics, and any potential challenges.
- Written Queries: Submit any written queries or requests for clarification to the undersigned Chief Engineer Electricity to seek further information or address any ambiguities before preparing their proposals.
12. Blacklisted Firms Prohibition and Affidavit:
Blacklisted Firms/Companies/Suppliers/Distributors/Contractors/Bidders are strictly prohibited from participating in this RFP process. Furthermore, all bidders are required to furnish a legal affidavit or certificate explicitly stating that:
- They are not blacklisted by any government or authority.
- They are not in conflict with the Government in any territory within:
- The State of Azad Jammu & Kashmir
- Federally Administered Areas (now merged into Khyber Pakhtunkhwa)
- Islamic Republic of Pakistan
13. Cost Responsibility:
AJKED clearly states that it will not be responsible for any costs or expenses incurred by firms in connection with the preparation or delivery of their proposals. Firms must bear all their own costs related to proposal preparation, submission, site visits, and any other activities associated with this RFP process.

01. RFP کے اجراء کے لیے اہلیت کا معیار:
فرموں کو RFP دستاویز کے اجراء کے لیے درج ذیل لازمی معیار پر پورا اترنا ہوگا:

- د۔ سابقہ تجربے کا ثبوت: فرموں کو گرڈ سٹیشن اور/یا ٹرانسمیشن لائن کے منصوبوں کے انتظام، ڈیزائننگ اور/یا نگرانی میں اپنے سابقہ تجربے کا قابل تصدیق ثبوت فراہم کرنا ہوگا۔ یہ تجربہ رسمی دستاویزات کے ذریعے ثابت کیا جانا چاہیے جیسے:
- نوٹیفکیشن آف ایوارڈ (NOA)
- لیٹر آف ایکسیپٹنس (LOA)
- معاہدہ کا معاہدہ
- تکمیل سرٹیفکیٹ
02. RFP کی خریداری اور دستیابی:
اہل فرمیں ہر لاٹ کے لیے RFP دستاویزات کا مکمل سیٹ علیحدہ سے خرید سکتی ہیں۔ RFP دستاویزات درج ذیل دفتر سے حاصل کی جا سکتی ہیں:
- ڈپٹی ڈائریکٹر (پلاننگ اینڈ مانیٹرنگ) AJKED، مظفر آباد۔ RFP دستاویزات دفتری اوقات کے دوران، 20-02-2025 سے 06-03-2025 تک دستیاب ہوں گی۔ RFP خریدنے کے لیے فرموں کو درج ذیل جمع کرانا ہوگا:
- ایک تحریری درخواست۔
- روپے 3,000/- فی سیٹ RFP (ہر لاٹ کے لیے) کی ناقابل واپسی فیس۔ ادائیگی کی تفصیلات اور طریقے ڈپٹی ڈائریکٹر کے دفتر میں فراہم کیے جائیں گے۔
03. ایک یا دونوں لاٹس کے لیے تجویز جمع کرانا:
فرموں کے پاس یہ لچک ہے کہ وہ ایک لاٹ (یا تو لاٹ-A یا لاٹ-B) یا دونوں لاٹس کے لیے تجاویز جمع کرائیں اگر ان کے پاس دونوں منصوبوں کے لیے مشاورتی خدمات انجام دینے کی صلاحیت اور دلچسپی ہے۔ اگر کوئی فرم دونوں کے لیے بولی لگا رہی ہے تو ہر لاٹ کے لیے الگ تجاویز اور بولی سیکیورٹیز جمع کرائی جائیں۔
04. بولی کا طریقہ کار: سنگل اسٹیج ون انویلپ:
بولی کا عمل “سنگل اسٹیج ون انویلپ بولی کا طریقہ کار” استعمال کرتے ہوئے منعقد کیا جائے گا۔ یہ طریقہ، جیسا کہ AJK پبلک پروکیورمنٹ ریگولیٹری اتھارٹی (PPRA) رولز 2017 (تاریخ تک ترمیم شدہ) میں بیان کیا گیا ہے، میں درج ذیل شامل ہیں:
- سنگل اسٹیج: بولی دہندگان اپنی تکنیکی اور مالیاتی دونوں تجاویز ایک ہی مہر بند لفافے میں بیک وقت جمع کراتے ہیں۔
- ون انویلپ: مالیاتی بولیاں کھولنے سے پہلے کوئی علیحدہ تکنیکی تجویز جمع کرانے اور جانچ پڑتال کا مرحلہ نہیں ہے۔ تکنیکی اور مالیاتی دونوں پہلوؤں پر تشخیص کے عمل میں ایک ساتھ غور کیا جاتا ہے۔
- AJK PPRA رولز کی تعمیل: بولی کا پورا عمل AJK PPRA رولز 2017 (اور کوئی بھی بعد میں ہونے والی ترامیم) پر سختی سے عمل کرے گا، آزاد جموں و کشمیر میں پبلک پروکیورمنٹ میں شفافیت، انصاف اور ریگولیٹری معیارات کی تعمیل کو یقینی بنایا جائے گا۔ بولی دہندگان کو مشورہ دیا جاتا ہے کہ وہ ان قواعد سے واقف ہوں، جو AJK PPRA کی ویب سائٹ پر عوامی طور پر دستیاب ہیں۔
05. انتخاب کا طریقہ: کم از کم لاگت:
کنسلٹنگ فرموں کا انتخاب “کم از کم لاگت” طریقہ کی بنیاد پر کیا جائے گا۔ اس کا مطلب یہ ہے کہ تکنیکی طور پر اہل اور ذمہ دار بولی دہندگان میں سے، معاہدہ اس فرم کو دیا جائے گا جو کم از کم تشخیص شدہ لاگت پیش کرتی ہے، بشرطیکہ وہ RFP میں بیان کردہ تمام تکنیکی اور اہلیت کے معیار پر پورا اترتی ہوں۔ تفصیلی جانچ پڑتال کا معیار اور طریقہ کار خود RFP دستاویز میں جامع طور پر بیان کیا جائے گا۔
06. تجویز کی میعاد کی مدت:
فرموں کی جانب سے جمع کرائی گئی تجاویز کو تجاویز کھولنے کی تاریخ سے 120 دن کی مدت کے لیے کارآمد رہنا چاہیے۔ یہ میعاد کی مدت اس بات کو یقینی بناتی ہے کہ AJKED کے پاس تجاویز کا جائزہ لینے، انتخاب کے عمل کو مکمل کرنے اور تشخیص کے مرحلے کے دوران بولی دہندگان سے توسیع کی درخواست کرنے کی ضرورت کے بغیر معاہدے دینے کے لیے کافی وقت ہے۔
07. بولی سیکیورٹی کی تفصیلات:
بولی سیکیورٹی ہر لاٹ کے لیے لازمی ہے اور ہر تجویز کے لیے الگ سے جمع کرانی ہوگی۔ بولی سیکیورٹی کے لیے تقاضے درج ذیل ہیں:
- رقم: ہر لاٹ (لاٹ-A اور لاٹ-B) کے لیے مخصوص کردہ کے مطابق۔
- فارم: بولی سیکیورٹی درج ذیل شکل میں ہونی چاہیے:
- CDR (کال ڈپازٹ رسید)
- بینک ڈرافٹ
- پے آرڈر
- بینک گارنٹی
- AJK میں بینک برانچ: جاری کرنے والے بینک کی آزاد جموں و کشمیر کے اندر کم از کم ایک برانچ کام کر رہی ہونی چاہیے۔ یہ شرط بولی سیکیورٹی کی آسان تصدیق اور انکیشمنٹ کی سہولت کے لیے ہے اگر ضرورت ہو۔
- کے حق میں: بولی سیکیورٹی چیف انجینئر الیکٹرسٹی مظفر آباد کے حق میں جاری کی جانی چاہیے۔ یہ بولی سیکیورٹیز وصول کرنے اور ان کا انتظام کرنے کے لیے نامزد اتھارٹی ہے۔
- میعاد: بولی سیکیورٹی کی میعاد تجاویز کی میعاد سے 28 دن آگے تک ہونی چاہیے۔ تجویز کی میعاد 120 دن ہونے کے پیش نظر، بولی سیکیورٹی تجاویز کھولنے کی تاریخ سے کم از کم 148 دنوں کے لیے کارآمد ہونی چاہیے۔
08. پیش کردہ ریٹ اور ٹیکس:
فرموں سے کہا جاتا ہے کہ وہ اپنے ریٹ جنرل سیلز ٹیکس (GST) کے علاوہ آزاد جموں و کشمیر میں قابل اطلاق تمام ٹیکسوں اور ڈیوٹیوں سمیت کوٹ کریں۔ اس کا مطلب ہے کہ تمام اخراجات، لیویز اور ٹیکس (GST کو چھوڑ کر) کو کوٹ کی گئی قیمت میں شامل کیا جانا چاہیے۔
09. ٹیکس کٹوتی:
یہ واضح طور پر کہا گیا ہے کہ کامیاب فرم (فرموں) کے انوائسز سے مختلف ٹیکس کاٹے جائیں گے۔ ان کٹوتیوں میں شامل ہیں:
- انکم ٹیکس
- تجوید القرآن ٹیکس (یہ پاکستان/AJK کے کچھ علاقوں میں ایک مخصوص مقامی ٹیکس ہے)
- ایجوکیشن سیس
- KLC (ممکنہ طور پر مقامی کونسل یا ترقیاتی ٹیکس سے متعلق)
- جنرل سیلز ٹیکس (GST)
- دیگر تمام قابل اطلاق ٹیکس کامیاب فرموں کو ان کٹوتیوں سے آگاہ ہونا چاہیے اور انہیں اپنی مالی منصوبہ بندی اور قیمتوں کا تعین کرنے کی حکمت عملیوں میں شامل کرنا چاہیے۔
10. تجویز جمع کرانے کی آخری تاریخ اور کھولنا:
RFP دستاویز میں دی گئی ہدایات کے مطابق تیار کردہ تجاویز دفتر کو پہنچائی جانی چاہئیں:
- چیف انجینئر الیکٹرسٹی، مظفر آباد (چیئرمین ڈیپارٹمنٹل پرچیز کمیٹی)
- پتہ: AJK الیکٹرسٹی ڈیپارٹمنٹ، AJKED ہاؤس، ایئرپورٹ روڈ گھڑی پن چوک، مظفر آباد، AJK۔ تجویز جمع کرانے کی آخری تاریخ 07-03-2025 کو صبح 11:00 بجے ہے۔ اس وقت کے بعد موصول ہونے والی تجاویز قبول نہیں کی جائیں گی۔ تجاویز کھولنے کا عمل اسی دن، 07-03-2025 کو صبح 11:30 بجے اسی دفتری مقام پر ہوگا۔ بولی لگانے والی فرموں کے نمائندوں کو اگر وہ چاہیں تو تجویز کھولنے کے سیشن میں شرکت کی دعوت دی جاتی ہے۔
11. فرم کی ذمہ داری کہ وہ خود کو آگاہ کریں:
AJKED بولی لگانے والی فرموں کی ذمہ داری پر زور دیتا ہے کہ وہ اپنی تجاویز جمع کرانے سے پہلے اسائنمنٹ اور پروجیکٹ کے حالات کے تمام پہلوؤں کو اچھی طرح سمجھ لیں۔ فرموں سے توقع کی جاتی ہے کہ وہ:
- خود کو مکمل طور پر آگاہ کریں: پروجیکٹ (منصوبوں) کے لیے درکار مشاورتی خدمات کا جامع جائزہ لیں۔
- پروجیکٹ سائٹ (سائٹس) کا دورہ کریں: مقامی حالات، سائٹ کی خصوصیات، اور کسی بھی ممکنہ چیلنجز کی براہ راست سمجھ حاصل کرنے کے لیے پروجیکٹ لوکیشن (لوکیشنز) کا سائٹ وزٹ کریں۔
- تحریری سوالات: اپنی تجاویز تیار کرنے سے پہلے مزید معلومات حاصل کرنے یا کسی بھی ابہام کو دور کرنے کے لیے انڈر سائنڈ چیف انجینئر الیکٹرسٹی کو کوئی بھی تحریری سوالات یا وضاحت کی درخواستیں جمع کرائیں۔
12. بلیک لسٹڈ فرموں کی ممانعت اور حلف نامہ:
بلیک لسٹڈ فرموں/کمپنیوں/سپلائرز/ڈسٹری بیوٹرز/ٹھیکیداروں/بولی دہندگان کو اس RFP کے عمل میں حصہ لینے سے سختی سے منع کیا گیا ہے۔ مزید برآں، تمام بولی دہندگان کے لیے ایک قانونی حلف نامہ یا سرٹیفکیٹ فراہم کرنا لازمی ہے جس میں واضح طور پر بتایا گیا ہو کہ:
- وہ کسی بھی حکومت یا اتھارٹی کی طرف سے بلیک لسٹ نہیں ہیں۔
- وہ کسی بھی علاقے میں حکومت کے ساتھ تنازعہ میں نہیں ہیں:
- آزاد جموں و کشمیر کی ریاست
- وفاق کے زیر انتظام علاقے (اب خیبر پختونخوا میں ضم)
- اسلامی جمہوریہ پاکستان
13. لاگت کی ذمہ داری:
AJKED واضح طور پر کہتا ہے کہ وہ فرموں کی طرف سے اپنی تجاویز کی تیاری یا ترسیل کے سلسلے میں کیے گئے کسی بھی اخراجات یا اخراجات کا ذمہ دار نہیں ہوگا۔ فرموں کو تجویز کی تیاری، جمع کرانے، سائٹ کے دوروں اور اس RFP کے عمل سے وابستہ کسی بھی دوسری سرگرمی سے متعلق اپنے تمام اخراجات خود برداشت کرنے ہوں گے۔
14. AJK PPRA ویب سائٹ پر اشتہار کی دستیابی:
یہ اشتہار AJK پبلک پروکیورمنٹ ریگولیٹری اتھارٹی (PPRA) کی ویب سائٹ (www.ajkppra.gov.pk) پر بھی عوامی طور پر دستیاب ہے۔ دلچسپی رکھنے والی فرمیں اشتہار کی تفصیلات تک رسائی حاصل کر سکتی ہیں اور ممکنہ طور پر متعلقہ دستاویزات اس ویب سائٹ سے بھی ڈاؤن لوڈ کر سکتی ہیں۔
15. AJK PPRA ویب سائٹ پر جانچ پڑتال رپورٹ/ایوارڈ ڈسپلے:
شفافیت کے رہنما خطوط کے مطابق، AJKED یہ بھی یقینی بنائے گا کہ ان منصوبوں کے لیے جانچ پڑتال رپورٹ اور ایوارڈ آف کنٹریکٹ کو AJK PPRA ویب سائٹ (www.ajkppra.gov.pk) پر عوامی طور پر ڈسپلے کیا جائے گا۔ یہ عمل پبلک پروکیورمنٹ کے عمل میں کھلے پن اور احتساب کو فروغ دیتا ہے۔
