• درخواست کی مدت: 2025-02-14 سے 2025-03-17: اشتہار درخواست جمع کرانے کے لیے ایک واضح ونڈو فراہم کرتا ہے، جو 14 فروری 2025 سے شروع ہوکر 17 مارچ 2025 کو بند ہوتی ہے۔ یہ درخواست دہندگان کو ETEA ویب سائٹ پر درخواست فارم تک رسائی حاصل کرنے، اپنی دستاویزات تیار کرنے اور اپنی درخواستیں جمع کرانے کے لیے تقریباً ایک مہینہ فراہم کرتا ہے۔ درخواست دہندگان کو سختی سے اس ٹائم لائن پر عمل کرنا چاہیے کیونکہ تاخیر سے آنے والی درخواستوں پر ممکنہ طور پر غور نہیں کیا جائے گا۔

4. PST (BPS-12) کے لیے تعلیمی قابلیت:

• (1) کسی بھی تسلیم شدہ یونیورسٹی سے بیچلر ڈگری: کم از کم تعلیمی قابلیت کسی بھی تسلیم شدہ یونیورسٹی (BA یا BSc) سے بیچلر ڈگری ہے جو ہائر ایجوکیشن کمیشن (HEC) پاکستان کی جانب سے تسلیم شدہ ہو۔ یہ پرائمری سطح پر پڑھانے کے لیے درخواست دینے والے امیدواروں کے لیے تعلیمی کامیابی کی ایک بنیادی سطح کو یقینی بناتا ہے، جو علم اور سیکھنے کی وسیع تر تفہیم کی نشاندہی کرتا ہے۔
• (II) سلیکشن اور تقرری کے بعد سرکاری اداروں (DPD/RPDC) سے لازمی 9 ماہ کی ان-سروس ٹریننگ: بیچلر ڈگری سے آگے، منتخب امیدواروں کو لازمی 9 ماہ کا ان-سروس ٹریننگ پروگرام مکمل کرنا ہوگا۔ یہ تربیت حکومت کی جانب سے تسلیم شدہ اداروں، خاص طور پر ڈسٹرکٹ پرائمری ایجوکیشن ڈیپارٹمنٹ (DPD) یا ریجنل پرائمری ایجوکیشن سینٹر (RPDC) میں مکمل کرنی ہوگی۔ یہ شق تدریسی تربیت اور پیشہ ورانہ ترقی پر زور کو اجاگر کرتی ہے۔ بیچلر ڈگری کے ساتھ بھی، حکومت پبلک ایجوکیشن سسٹم کے اندر مؤثر پرائمری اسکول ٹیچنگ کے لیے درکار مہارتوں اور طریقہ کار سے معلمین کو آراستہ کرنے کے لیے مخصوص اساتذہ کی تربیت کی ضرورت پر زور دیتی ہے۔ یہ ان-سروس ٹریننگ سلیکشن اور تقرری کے بعد شروع کی جائے گی، مطلب یہ ہے کہ یہ روزگار کے تسلسل کی شرط ہے نہ کہ درخواست دینے کے لیے پیشگی شرط۔

5. سلیکشن کا معیار: میرٹ اور مارکس کی تقسیم

اشتہار سلیکشن کے معیار کو واضح طور پر بیان کرتا ہے، جو مکمل طور پر میرٹ پر مبنی ہے اور ETEA ٹیسٹ کی کارکردگی اور تعلیمی قابلیت کو یکجا کرنے والے اسکورنگ سسٹم پر انحصار کرتا ہے:

• اساتذہ کے سلیکشن کے لیے معیار: سلیکشن کل 200 نمبروں کی بنیاد پر کی جائے گی، جو درمیان تقسیم ہیں:
  • (1) ETEA ٹیسٹ = 100 نمبر: میرٹ کا ایک اہم حصہ ETEA ٹیسٹ میں حاصل کردہ اسکور سے طے ہوتا ہے۔ یہ ٹیسٹ امیدواروں کی اہلیت، مضامین کے علم اور تدریسی موزونیت کا جائزہ لینے کے لیے ڈیزائن کیا گیا ہے۔ لہذا ETEA ٹیسٹ میں اچھے اسکور حاصل کرنا سلیکشن کے امکانات کو زیادہ سے زیادہ کرنے کے لیے بہت ضروری ہے۔
  • (2) تعلیمی قابلیت = 100 نمبر: باقی 100 نمبر تعلیمی قابلیت کی بنیاد پر مختص کیے گئے ہیں، جو تعلیم کی مختلف سطحوں میں تقسیم کیے گئے ہیں۔ یہ یقینی بناتا ہے کہ تعلیمی کامیابیوں کو بھی سلیکشن کے عمل میں تسلیم کیا جائے اور ان کا وزن کیا جائے۔
• تعلیمی قابلیت مارکس کی خرابی (کل 100): اشتہار تعلیمی قابلیت کے لیے 100 نمبر کس طرح تقسیم کیے جاتے ہیں اس کی تفصیلی خرابی فراہم کرتا ہے، جس سے میرٹ کا حساب کس طرح لگایا جاتا ہے اس میں شفافیت کو یقینی بنایا جاتا ہے:
  • SSC (سیکنڈری اسکول سرٹیفکیٹ – میٹرک): 15 نمبر: میٹرک کے لیے 15 نمبر مختص کیے گئے ہیں، جس کا حساب اس طرح لگایا جاتا ہے: (SSC میں حاصل کردہ نمبر / SSC میں کل نمبر) * 15
  • HSSC (ہائر سیکنڈری اسکول سرٹیفکیٹ – انٹرمیڈیٹ): 20 نمبر: انٹرمیڈیٹ کے لیے 20 نمبر مختص کیے گئے ہیں، جس کا حساب اس طرح لگایا جاتا ہے: (HSSC میں حاصل کردہ نمبر / HSSC میں کل نمبر) * 20
  • BA/BSc (بیچلر آف آرٹس/سائنس ڈگری): 20 نمبر: بیچلر ڈگری کے لیے 20 نمبر، جس کا حساب اس طرح لگایا جاتا ہے: (BA/BSc میں حاصل کردہ نمبر / BA/BSc میں کل نمبر) * 20
  • MA/MSc (ماسٹر آف آرٹس/سائنس ڈگری): 15 نمبر: ماسٹر ڈگری کے لیے 15 نمبر، جس کا حساب اس طرح لگایا جاتا ہے: (MA/MSc میں حاصل کردہ نمبر / MA/MSc میں کل نمبر) * 15۔ یہ قابل ذکر ہے کہ ماسٹر ڈگری کو اس خرابی میں انٹرمیڈیٹ یا بیچلر ڈگریوں کے مقابلے میں کم نمبر دیے گئے ہیں، جو پرائمری اسکول ٹیچنگ کے لیے بنیادی قابلیت اور ETEA ٹیسٹ کی کارکردگی پر بنیادی توجہ دینے کی تجویز دیتا ہے۔
  • ایم فل: 5 نمبر: ایم فل ڈگری رکھنے پر مزید 5 نمبر دیے جاتے ہیں۔ یہ اعلیٰ تحقیقی قابلیت کو تسلیم کرتا ہے، اگرچہ وزن نسبتاً کم ہے۔
  • پی ایچ ڈی: 5 نمبر: اسی طرح، پی ایچ ڈی ڈگری کے لیے 5 نمبر مختص کیے گئے ہیں، جو ایک بار پھر تعلیمی کامیابی کی اعلیٰ ترین سطح کو تسلیم کرتے ہیں، لیکن مجموعی میرٹ اسکور میں محدود وزن کے ساتھ۔
  • ADE/B.Ed/Shahadatul Almiya for AT & TT / سند القرآن for Qari: 15 نمبر: 15 نمبر مخصوص پیشہ ورانہ قابلیت کے لیے مختص کیے گئے ہیں:
    • ایسوسی ایٹ ڈگری ان ایجوکیشن (ADE)
    • بیچلر آف ایجوکیشن (B.Ed)
    • شہادۃ العالمیہ (ایسوسی ایٹ ٹیچر (AT) اور ٹرینڈ ٹیچر (TT) عہدوں کے لیے – اگرچہ یہ اشتہار PST کے لیے ہے، یہ ممکنہ طور پر ایک عام ٹیمپلیٹ استعمال کیا گیا ہو، اور یہ قابلیت براہ راست PST کے لیے متعلقہ نہیں ہوسکتی، لیکن اگر پرائمری تعلیم سے متعلق ہو تو اس پر غور کیا جاسکتا ہے)
    • سند القرآن (قاری کے عہدوں کے لیے – ایک بار پھر، ممکنہ طور پر اس مخصوص اشتہار میں PST سے غیر متعلق ہے لیکن عام ٹیمپلیٹ میں شامل ہے)۔ ان پیشہ ورانہ ڈگریوں کا حساب اس طرح ہے: (پیشہ ورانہ ڈگری میں حاصل کردہ نمبر / پیشہ ورانہ ڈگری میں کل نمبر) * 15
  • پیشہ ورانہ ایم اے ایجوکیشن (12 سالہ تعلیم ڈگری) یا بی ایس 4 سالہ ایجوکیشن ڈگری: 20 نمبر: 20 نمبر پیشہ ورانہ ماسٹر آف آرٹس ان ایجوکیشن (12 سال کی تعلیم کے بعد) یا 4 سالہ بیچلر آف سائنس ان ایجوکیشن ڈگری کے لیے دیے جاتے ہیں، جس کا حساب اس طرح لگایا جاتا ہے: (پیشہ ورانہ ایجوکیشن ڈگری میں حاصل کردہ نمبر / پیشہ ورانہ ایجوکیشن ڈگری میں کل نمبر) * 20۔ یہ خاص طور پر تعلیم کے شعبے میں رسمی تعلیم کی ڈگریوں کو دی جانے والی اہمیت پر زور دیتا ہے۔ یہاں 20 نمبروں کی مختص، عام MA/MSc کے لیے 15 اور B.Ed/ADE کے لیے 15 کے مقابلے میں، خصوصی تعلیم کی ڈگریوں کو دیے جانے والے مضبوط وزن کو اجاگر کرتی ہے۔

6. ضلعی سطح پر اسامیوں کی تفصیلات:

اشتہار کرم ضلع کے اندر مختلف ذیلی ڈویژنوں (ممکنہ طور پر تحصیلوں یا ذیلی تحصیلوں) میں اسامیوں کی خرابی فراہم کرتا ہے:

• سیریل نمبر | عہدے کا نام | کل اسامیاں | میرٹ | اقلیتیں (2%) | معذور افراد (5%) | خواجہ سرا (0.5%) | باقی | یہ ٹیبل فارمیٹ ہر علاقے میں PST اسامیوں کی تعداد اور کوٹہ پر مبنی عہدوں کی تقسیم کی واضح تصویر فراہم کرتا ہے۔
• 1 | PST | 40 | 37 | 0 | 2 | 0 | 1: مجموعی طور پر کرم ضلع کے لیے PST کے کل 40 عہدے ہیں۔ ان میں سے 37 عام میرٹ کے لیے، 2 معذور افراد کے لیے مخصوص ہیں، اور 1 عہدہ باقی ہے (ممکنہ طور پر بقیہ زمروں کے لیے اگر قابل اطلاق ہو، اگرچہ اقلیتوں اور خواجہ سرا کو 0 کے طور پر درج کیا گیا ہے، یہ ممکن ہے کہ یہ “باقی” دیگر زمروں سے مراد ہو جو اس آسان ٹیبل میں واضح طور پر مذکور نہیں ہیں لیکن جو مکمل سرکاری کوٹہ قواعد میں موجود ہوسکتی ہیں)۔
• 2 | لوئر کرم | 12 | 12 | 0 | 0 | 0 | 0: لوئر کرم ذیلی ڈویژن میں PST کے 12 عہدے ہیں، سبھی عام میرٹ کے تحت، اس ٹیبل میں کوئی کوٹہ عہدہ درج نہیں ہے۔
• 3 | سنٹرل کرم | 32 | 36 | 1 | 2 | 0 | 0: سنٹرل کرم ذیلی ڈویژن سیریل نمبر کالم میں کل 32 عہدوں کی فہرست دیتا ہے، لیکن پھر “کل اسامیاں” کالم اور نیچے خرابی میں 36 درج ہیں۔ یہ اشتہار میں ہی ایک معمولی تضاد یا فارمیٹنگ کا مسئلہ معلوم ہوتا ہے۔ تفصیلی خرابی کی بنیاد پر، ایسا لگتا ہے کہ “کل اسامیاں” سنٹرل کرم کے لیے 36 ہونی چاہیے، جس میں 32 عام میرٹ کے لیے، 1 اقلیتوں کے لیے اور 2 معذور افراد کے لیے ہیں۔ خواجہ سرا 0 ہے، اور “باقی” بھی اس ٹیبل میں 0 ہے۔

درخواست دہندگان کو اسامیوں کی تقسیم کے بارے میں مکمل وضاحت کے لیے ETEA ویب سائٹ پر اور سرکاری ذرائع میں مکمل، تفصیلی اشتہار کا حوالہ دینا چاہیے، خاص طور پر سنٹرل کرم کے لیے معمولی تضاد کے حوالے سے۔

7. عمومی شرائط و ضوابط: منصفانہ اور شفاف بھرتی کو یقینی بنانا

اشتہار میں عمومی شرائط و ضوابط کی ایک فہرست شامل ہے، درخواست دہندگان کے لیے بھرتی کے عمل کو کنٹرول کرنے والے قواعد و ضوابط کو سمجھنا بہت ضروری ہے:

• (1) میرٹ پر مبنی اور ETEA کا اختیار: بھرتی کا عمل واضح طور پر میرٹ پر مبنی بتایا گیا ہے، اور طریقہ کار مکمل طور پر ETEA کی صوابدید پر ہوگا۔ یہ ETEA کے کردار کو منصفانہ اور معروضی عمل کو یقینی بنانے کے لیے ذمہ دار آزاد جانچ اور تشخیصی ادارے کے طور پر تقویت دیتا ہے۔
• (2) علیحدہ میرٹ لسٹیں (ضلعی/تحصیل سطح برائے PST): تمام عہدوں کے لیے ہر ضلع کے لیے علیحدہ میرٹ لسٹیں مرتب کی جائیں گی۔ اہم بات یہ ہے کہ پرائمری اسکول اساتذہ (PSTs) کے لیے میرٹ لسٹیں تحصیل کی سطح پر تیار کی جائیں گی۔ اس کا امکان ہے کہ امیدوار اپنے ڈومیسائل کی مخصوص تحصیل کے اندر عہدوں کے لیے مقابلہ کر رہے ہیں، مزید مقامی مقابلہ کر رہے ہیں اور ممکنہ طور پر اپنی برادریوں کے اندر امیدواروں کے لیے مواقع بڑھا رہے ہیں۔ میرٹ کا حساب ETEA ٹیسٹ اسکورز اور تعلیمی قابلیت مارکس کو یکجا کرکے کیا جائے گا۔
• (3) ETEA ٹیسٹ میں 50% پاسنگ مارکس: امیدواروں کو بھرتی کے عمل کے مزید مراحل کے لیے اہل قرار دیے جانے کے لیے ETEA ٹیسٹ میں کم از کم 50% نمبر حاصل کرنا ضروری ہے۔ یہ ٹیسٹ کی کارکردگی کے لیے ایک کوالیفائنگ بینچ مارک سیٹ کرتا ہے۔
• (4) CGPA تبدیلی کی اجازت نہیں، فیصد سرٹیفکیٹ لازمی: CGPA (کیوملیٹو گریڈ پوائنٹ ایوریج) کو فیصد میں تبدیلی کی اجازت نہیں ہے۔ CGPA پر مبنی ڈگری رکھنے والے امیدواروں کو لازمی طور پر اپنی متعلقہ یونیورسٹی کے کنٹرولر امتحانات سے فیصد تبدیلی سرٹیفکیٹ حاصل کرنا ہوگا۔ یہ میرٹ کا حساب لگانے کے لیے گریڈنگ سسٹم کو معیاری بنانے کے لیے ایک عام ضرورت ہے۔
• (5) کوٹہ مختص اور سرٹیفکیٹ: کوٹے معذور افراد (2%)، اقلیتوں (5%) اور خواجہ سرا افراد (0.5%) کے لیے مخصوص ہیں۔ کوٹہ عہدوں کا دعوی کرنے والے امیدواروں کو لازمی طور پر درست سرٹیفکیٹ فراہم کرنا ہوں گے:
  • معذور افراد: اسٹینڈنگ میڈیکل بورڈ سے ایک سرٹیفکیٹ، معذوری کی تصدیق کرتا ہے لیکن یہ بھی بتاتا ہے کہ معذوری تدریسی فرائض کی انجام دہی میں رکاوٹ نہیں ہے۔
  • خواجہ سرا افراد: درخواست کی آخری تاریخ تک زکوٰۃ، عشر، سوشل ویلفیئر، اسپیشل ایجوکیشن، اور وومن ایمپاورمنٹ ڈیپارٹمنٹ کے ساتھ رجسٹریشن، ساتھ ہی متعلقہ محکمہ سے سرٹیفکیٹ۔
• (6) اصل دستاویزات کی تصدیق: دستاویزات کی جانچ پڑتال کے وقت اصل تعلیمی دستاویزات اور اصل CNIC (کمپیوٹرائزڈ نیشنل آئیڈینٹٹی کارڈ) لازمی ہیں۔ امیدواروں کو یہ تیار رکھنا چاہیے۔
• (7) حکومتی پالیسی میں تبدیلیوں پر عمل درآمد: سلیکشن کمیٹی بھرتی کے عمل کے دوران حکومت کی جانب سے جاری کردہ حکومتی بھرتی کے طریقہ کار میں کسی بھی تبدیلی پر عمل کرنے کی پابند ہوگی۔ یہ شق ارتقائی حکومتی پالیسیوں کے مطابق لچک اور موافقت کی اجازت دیتی ہے۔
• (8) خالصتاً میرٹ پر مبنی تقرریاں: تمام تقرریاں خالصتاً میرٹ پر ہوں گی، جیسا کہ حکومت خیبر پختونخوا کی جانب سے مقرر کردہ قواعد و ضوابط ہیں۔ یہ شفاف اور میرٹوکریٹک عمل کے عزم کو تقویت دیتا ہے۔
• (9) صرف تسلیم شدہ ادارے: صرف حکومت کی جانب سے تسلیم شدہ تعلیمی اداروں کی ڈگریاں ہی قابل قبول ہوں گی۔ غیر تسلیم شدہ یا غیر منظور شدہ اداروں کی ڈگریاں درخواست کو غلط قرار دے دیں گی۔
• (10) جعلی دستاویزات پر قانونی کارروائی: اگر بھرتی کے کسی مرحلے یا تقرری کے بعد کسی تعلیمی یا پیشہ ورانہ دستاویزات کو جعلی یا جعلی پایا گیا تو امیدوار کے خلاف قانونی کارروائی کی جائے گی، اور اسے مستقبل کے سرکاری روزگار کے لیے نااہل قرار دیا جائے گا۔ دستاویزات کی ایمانداری اور صداقت سب سے اہم ہے۔
• (11) نامکمل درخواستوں کی مستردی: نامکمل درخواست فارم بغیر اطلاع کے مسترد کر دیے جائیں گے۔ درخواست دہندگان کو یقینی بنانا چاہیے کہ درخواست کے تمام حصے مکمل طور پر اور درست طریقے سے بھرے جائیں اور تمام مطلوبہ دستاویزات ETEA کی ویب سائٹ پر ان کی ہدایات کے مطابق منسلک ہوں۔ نامکمل فارمز کی وجہ سے مستردی کے خلاف کسی بھی اپیل کی تفریح نہیں کی جائے گی۔
• (12) علیحدہ جانچ پڑتال کا شیڈول، کوئی TA/DA نہیں: دستاویزات کی جانچ پڑتال کے لیے ایک علیحدہ شیڈول بعد میں اعلان کیا جائے گا۔ دستاویزات کی جانچ پڑتال یا انٹرویوز (اگر کوئی ہیں، اگرچہ اس مختصر نوٹس میں واضح طور پر ذکر نہیں کیا گیا ہے) میں شرکت کے لیے امیدواروں کو کوئی سفری الاؤنس (TA) یا ڈیلی الاؤنس (DA) فراہم نہیں کیا جائے گا۔
• (13) پانچ سال کے لیے ناقابل منتقلی سروس: منتخب امیدواروں کو ابتدائی طور پر تفویض کردہ اسکول میں کم از کم پانچ سال تک خدمات انجام دینی ہوں گی۔ اس مدت کے اندر کسی بھی تبادلے کی اجازت نہیں ہوگی۔ اس شرط کا مقصد اسکولوں میں استحکام اور تسلسل کو یقینی بنانا ہے۔
• (14) ETEA ویب سائٹ پر درخواست کا طریقہ کار، فارم کے ساتھ اسامیوں کی تفصیلات: درخواست کا تفصیلی طریقہ کار ETEA ویب سائٹ پر دستیاب ہے۔ ضلعی سطح پر اسامیوں کی تفصیلات بھی درخواست فارم کے ساتھ ETEA ویب سائٹ پر دی گئی ہیں۔ درخواست دہندگان کو انتہائی درست اور تازہ ترین معلومات اور ہدایات کے لیے سرکاری ETEA ویب سائٹ کا حوالہ دینا چاہیے۔
• (15) میرٹ پر آنے والے امیدوار کی جانب سے دستاویزات کی تصدیق کے اخراجات برداشت کیے جائیں گے: میرٹ پر منتخب ہونے والے امیدوار اپنی دستاویزات کی جاری کرنے والے اداروں سے تصدیق کے تمام اخراجات برداشت کرنے کے ذمہ دار ہوں گے۔ یہ تصدیق کے اخراجات کا بوجھ منتخب امیدواروں پر منتقل کرنے کا ایک معیاری طریقہ ہے۔
• (16) پرائیویٹ یونیورسٹیوں کی ڈگریوں کی HEC تصدیق: پرائیویٹ یونیورسٹیوں کی ڈگریوں کو لازمی طور پر ہائر ایجوکیشن کمیشن (HEC) کی جانب سے تصدیق شدہ ہونا چاہیے۔ HEC کی تصدیق کے بغیر پرائیویٹ یونیورسٹیوں کی ڈگریاں قبول نہیں کی جائیں گی۔
• (17) کسی بھی ڈگری کے لیے کوئی اضافی فائدہ نہیں: میرٹ کا حساب لگانے کے معیار میں بتائی گئی چیز سے آگے کسی بھی ڈگری کے حامل ہونے کے لیے کوئی اضافی فائدہ یا ویٹیج نہیں دی جائے گی۔ میرٹ کا حساب سختی سے متعین فارمولے کے مطابق ہے۔
• (18) عمر کی حد کا حساب اور رعایت: عمر کی حد کا حساب اشتہار کی آخری تاریخ (17 مارچ 2025) کے مطابق کیا جائے گا۔ ان-سروس سرکاری ملازمین کے لیے عمر میں رعایت خیبر پختونخوا ابتدائی تقرری برائے سول پوسٹس (اپر ایج لیمٹ ریلیکسیشن) رولز، 2008 کے مطابق ہوگی۔ عام امیدواروں کو احتیاط سے بتائی گئی عمر کی حدود اور حکومتی قواعد کے تحت قابل اطلاق کسی بھی عام عمر کی رعایت کی جانچ کرنی چاہیے۔
• (19) TT/AT کے لیے شہادۃ العالمیہ مساوات (PST کے لیے غیر متعلقہ): شہادۃ العالمیہ ڈگری کو صرف ٹرینڈ ٹیچر (TT) اور ایسوسی ایٹ ٹیچر (AT) عہدوں کے لیے ایم اے ڈگری کے مساوی تسلیم کیا جاتا ہے۔ یہ واضح طور پر بتاتا ہے کہ TT اور AT کے علاوہ کسی اور کیڈر کے لیے شہادۃ العالمیہ کے لیے کوئی نمبر نہیں دیا جائے گا۔ چونکہ یہ اشتہار PST کے لیے ہے، شہادۃ العالمیہ کے بارے میں یہ شرط ممکنہ طور پر براہ راست قابل اطلاق نہیں ہے۔
• (20) خیبر پختونخوا سول سرونٹ ایکٹ 2019 (ترمیم شدہ) قابل اطلاق: خیبر پختونخوا سول سرونٹ ایکٹ 2019 (2022 تک ترمیم شدہ کا اردو ورژن میں ذکر ہے، اگرچہ انگریزی میں 2019 کہا گیا ہے) ان تقرریوں پر لاگو ہوگا۔ یہ ایکٹ خیبر پختونخوا میں سول ملازمین کے لیے سروس کی شرائط و ضوابط کو کنٹرول کرتا ہے۔ درخواست دہندگان کو اس ایکٹ کی متعلقہ دفعات سے واقف ہونا چاہیے۔
