Bacha Khan Medical College (BKMC) Mardan, a Medical Teaching Institution (MTI) established under the Khyber Pakhtunkhwa Medical Teaching Institutions Reforms Act, 2015, is seeking sealed bids from eligible and reputable firms for the procurement of a “Subscription-Based Campus Management System (CMS) & Learning Management System (LMS).”
Background:
MTI Mardan is committed to enhancing its effectiveness and efficiency in providing quality healthcare services. To support this mission, the institution aims to implement a modern, subscription-based CMS and LMS. This system will also be utilized by the constituent and allied institutions of MTI Mardan.
Procurement Process:
The procurement will be conducted through National Competitive Bidding, following the “Single Stage Two Envelope” procedure as outlined in the KP-PPRA Rules 2014.
Eligibility Criteria:
Bidders must be registered with the Income/Sales Tax Department and the KP-Revenue Authority (KPRA) and be listed on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR).
Bid Solicitation Documents:
Detailed bid solicitation documents, including the scope of work, evaluation criteria, and other terms and conditions, can be obtained from the office of the undersigned between 09:00 and 15:00 hours on any working day (Monday to Friday) from the date of publication of this advertisement until the last date for bid submission. A non-refundable fee of Rs. 3,000/- is required.

Bid Security:
Bidders are required to submit a bid security (in original) of 2% of the quoted value in the form of a Call Deposit Receipt (CDR), Demand Draft (DD), Pay Order, or Bank Guarantee in the name of “Dean BKMC MTI-Mardan.” An affidavit stating that the bid security is placed in the financial bid is mandatory in the technical bid.
Pre-Bid Meeting:
A pre-bid meeting will be held with interested bidders on February 13, 2025 (Thursday) at 10:00 AM in the conference room of the BKMC administration block.
Bid Submission:
Bids complete in all respects should reach the undersigned by 14:00 hours on February 24, 2025 (Monday). Each envelope should contain separate, clearly marked technical and financial bids. Bidders must provide complete contact information (postal address, email address, and phone number) on each envelope.
Bid Opening:
Only technical bids will be opened at 14:30 hours on February 24, 2025 (Monday) in the college conference room in the presence of the procurement committee and bidders/representatives who choose to attend.
Rejection of Bids:
The Competent Authority reserves the right to reject any or all bids as per the provisions contained in Rule 47 of the KPPRA Rules 2014.

قبل از بولی میٹنگ:
دلچسپی رکھنے والے بولی دہندگان کے ساتھ ایک قبل از بولی میٹنگ 13 فروری 2025 (جمعرات) کو صبح 10:00 بجے BKMC ایڈمنسٹریشن بلاک کے کانفرنس روم میں منعقد کی جائے گی۔
بولی جمع کرانا:
تمام لحاظ سے مکمل بولیاں 24 فروری 2025 (پیر) کو 14:00 بجے تک دستخط کنندہ تک پہنچ جانی چاہئیں۔ ہر لفافے میں الگ الگ، واضح طور پر نشان زد تکنیکی اور مالی بولیاں ہونی چاہئیں۔ بولی دہندگان کو ہر لفافے پر اپنی مکمل رابطہ معلومات (پوسٹل ایڈریس، ای میل ایڈریس، اور فون نمبر) فراہم کرنا ہوں گی۔
بولی کھولنا:
صرف تکنیکی بولیاں 24 فروری 2025 (پیر) کو 14:30 بجے کالج کے کانفرنس روم میں خریداری کمیٹی اور بولی دہندگان/نمائندوں کی موجودگی میں کھولی جائیں گی جو شرکت کرنے کا انتخاب کر سکتے ہیں۔
بولیوں کو رد کرنا:
مجاز اتھارٹی KP-PPRA قوانین 2014 کے قاعدہ 47 میں موجود دفعات کے مطابق کسی بھی یا تمام بولیوں کو رد کرنے کا حق محفوظ رکھتی ہے۔
