- پیکج-8: لیبارٹری اپریٹس کی فہرست – سائیکالوجی (تخمینی رقم: PKR 0.1 ملین)یہ پیکج، ایک چھوٹے بجٹ کے ساتھ، سائیکالوجی کے عملی کام اور مظاہروں سے متعلق بنیادی لیبارٹری اپریٹس پر توجہ مرکوز کرے گا۔ اس میں نفسیاتی تجربات اور مظاہروں کے لیے بنیادی اوزار شامل ہوں گے، جیسے: سائیکالوجی ٹیسٹنگ کا سامان (بنیادی ٹیسٹ)، ری ایکشن ٹائم اپریٹس، بصری اور سمعی محرکات کا سامان، سٹاپ واچز، علمی جانچ کا مواد، نفسیات سے متعلق بنیادی ماڈلز اور چارٹس، اور ممکنہ طور پر بنیادی نفسیاتی تجربات یا ڈیٹا کے تجزیہ کے لیے سافٹ ویئر۔
بولی کا طریقہ کار: سنگل اسٹیج ٹو انویلپ سسٹم
یہ ٹینڈر کے پی پی آر اے رولز 2014 کے ذریعہ طے کردہ “سنگل اسٹیج ٹو انویلپ” بولی کے طریقہ کار کا استعمال کرتے ہوئے منعقد کیا جائے گا۔ یہ عمل تکنیکی اور مالیاتی جانچ پڑتال کو الگ کرکے شفافیت اور انصاف کو یقینی بناتا ہے:
- تکنیکی بولی کا لفافہ: بولی دہندگان کو اپنی تکنیکی بولی پر مشتمل ایک الگ لفافہ تیار کرنا ہوگا۔ اس لفافے میں تمام تکنیکی دستاویزات، اہلیت کے ثبوت، مطلوبہ حلف نامے (بشمول ایک حلف نامہ جس میں تصدیق کی گئی ہو کہ بولی کی سیکیورٹی مالی بولی میں ہے – رقم کی وضاحت کیے بغیر)، اور بولی کی درخواست دستاویزات میں مخصوص کردہ کوئی بھی دوسری دستاویزات شامل ہونی چاہئیں، بغیر کسی قیمت یا مالی معلومات کے۔
- مالی بولی کا لفافہ: بولی دہندگان کو ایک الگ مالی بولی کا لفافہ تیار کرنا ہوگا۔ اس لفافے میں صرف مالی بولی، بشمول ہر آئٹم/پیکج کے لیے کوٹ کی گئی قیمتیں، بولی کی سیکیورٹی (CDR/ڈیمانڈ ڈرافٹ)، اور کوئی بھی دوسری مالی دستاویزات شامل ہونی چاہئیں۔
- بیک وقت جمع کرانا: تکنیکی اور مالی بولی دونوں لفافوں کو الگ الگ سیل کرنا چاہیے اور پھر ایک ہی بیرونی لفافے میں ایک ساتھ رکھنا چاہیے۔ اس بیرونی لفافے پر ٹینڈر نوٹس کی تفصیلات، بولی لگائی جانے والی پیکج نمبر (نمبرز)، اور بولی دہندہ کی مکمل رابطہ معلومات واضح طور پر درج ہونی چاہئیں۔
بولی دہندگان کے لیے اہلیت کا معیار:
اس ٹینڈر میں حصہ لینے کے اہل ہونے کے لیے، بولی دہندگان کو درج ذیل لازمی معیار پر پورا اترنا ہوگا:
- رجسٹریشن: بولی دہندگان ٹینڈر کی جانے والی اشیاء کے رجسٹرڈ مینوفیکچررز، مجاز ڈیلرز، یا درآمد کنندگان ہونے چاہئیں۔
- ٹیکس کی تعمیل: بولی دہندگان کو پاکستان میں انکم ٹیکس اور سیلز ٹیکس حکام کے ساتھ رجسٹرڈ ہونا چاہیے اور وفاقی بورڈ آف ریونیو (FBR) کی ایکٹو ٹیکس پیئر لسٹ (ATL) پر ظاہر ہونے والے فعال ٹیکس دہندگان ہونے چاہئیں۔ فعال ٹیکس دہندہ کی حیثیت کا ثبوت فراہم کرنا ضروری ہے۔
بولی سیکیورٹی کی ضروریات:
بولی سیکیورٹی ہر پیکج کے لیے لازمی ہے جس کے لیے بولی لگائی جا رہی ہے، تاکہ بولی دہندہ کے عزم کو یقینی بنایا جا سکے۔
- رقم: بولی سیکیورٹی ہر اس پیکج کی کوٹ کی گئی قیمت کا 2% ہونی چاہیے جس کے لیے بولی دہندہ بولی لگا رہا ہے۔ اپنی بولی کی قیمت کا 2% حساب کرنا بہت ضروری ہے، نہ کہ ٹینڈر نوٹس میں فراہم کردہ تخمینی پیکج کی رقم کا۔
- شکل: بولی سیکیورٹی اصل کال ڈپازٹ رسید (CDR) یا ڈیمانڈ ڈرافٹ (DD) کی شکل میں ہونی چاہیے۔ نقد، چیک، یا سیکیورٹی کی دیگر شکلیں قابل قبول نہیں ہیں۔
- وصول کنندہ: CDR/DD “گورنمنٹ گرلز ڈگری کالج، پلاسئی، پشاور” کے حق میں جاری کیا جانا چاہیے۔ یقینی بنائیں کہ وصول کنندہ کا نام بالکل وہی ہے جو مخصوص کیا گیا ہے۔
- حلف نامہ: ایک لازمی حلف نامہ تکنیکی بولی کے لفافے (مالی بولی کے لفافے میں نہیں) میں شامل کیا جانا چاہیے جس میں کہا گیا ہو کہ بولی کی سیکیورٹی مالی بولی کے لفافے میں رکھی گئی ہے۔ اہم بات یہ ہے کہ حلف نامے میں بولی کی سیکیورٹی کی رقم کی نشاندہی نہ کریں۔ یہ حلف نامہ تعمیل کا باضابطہ اعلان ہے۔
ٹینڈر جمع کرانے کی تفصیلات:
- جمع کرانے کی آخری تاریخ: تمام لحاظ سے مکمل ٹینڈرز 11 مارچ 2025 (منگل) کو صبح 10:30 بجے سے پہلے پرنسپل، GGDC پلاسئی، پشاور کے دفتر پہنچ جانے چاہئیں۔ آخری تاریخ کے بعد موصول ہونے والی بولیوں پر کسی بھی صورت میں غور نہیں کیا جائے گا۔
- جمع کرانے کا پتہ: ٹینڈرز “آفس آف دی پرنسپل، گورنمنٹ گرلز ڈگری کالج، پلاسئی، پشاور” کو پہنچائے جانے چاہئیں۔ (صحیح پتہ کی تفصیلات اور رابطہ معلومات کے لیے ٹینڈر نوٹس امیج سے رجوع کریں۔)
- لفافوں کی نشاندہی: یقینی بنائیں کہ تکنیکی اور مالی بولی دونوں لفافے اور بیرونی لفافے پر واضح طور پر نشان لگا ہوا ہے:
- ٹینڈر نوٹس کا حوالہ
- پیکج نمبر (نمبرز) جس کے لیے بولی لگائی جا رہی ہے (مثلاً پیکج-1، پیکج-1 اور 2، وغیرہ)
- فرم کا نام، پوسٹل ایڈریس، درست ای میل ایڈریس، اور فون نمبر (نمبرز)۔
تکنیکی بولی کھولنا:
- تکنیکی بولیاں عوامی طور پر 11 مارچ 2025 کو صبح 11:00 بجے گورنمنٹ گرلز ڈگری کالج پلاسئی، پشاور کے میٹنگ روم میں کھولی جائیں گی۔
- اوپننگ پروکیورمنٹ کمیٹی کے ذریعہ بولی دہندگان کے نمائندوں کی موجودگی میں کی جائے گی جو شرکت کرنا چاہتے ہیں۔ تکنیکی بولی کھولنے میں شرکت شفافیت کے لیے اور عمل کا مشاہدہ کرنے کے لیے تجویز کی جاتی ہے۔
کامیاب بولی دہندگان کے لیے کارکردگی کی ضمانت:
- کامیاب بولی دہندگان کو مالی سال 2024-25 کے لیے کل بولی کی رقم کا 10% کارکردگی کی ضمانت جمع کرانا ہوگی۔
- یہ کارکردگی کی ضمانت بولی سیکیورٹی کے اضافی ہے اور اسے گورنمنٹ گرلز ڈگری کالج پلاسئی، پشاور کے پرنسپل کے حق میں ایک شیڈول بینک سے فراہم کرنا ہوگا۔ جمع کرانے کے فارمیٹ اور ٹائم فریم کے بارے میں تفصیلات کامیاب بولی دہندگان کو فراہم کی جائیں گی۔
قبل از بولی میٹنگ:
- دلچسپی رکھنے والے بولی دہندگان کے لیے قبل از بولی میٹنگ 05 مارچ 2025 کو صبح 10:00 بجے GGDC پلاسئی، پشاور کے میٹنگ روم میں منعقد کی جائے گی۔
- ممکنہ بولی دہندگان کو سختی سے اس قبل از بولی میٹنگ میں شرکت کرنے کی ترغیب دی جاتی ہے۔ یہ ایک انمول موقع ہے:
- ٹینڈر دستاویزات یا وضاحتیں کے کسی بھی پہلو پر وضاحت طلب کریں۔
- کالج کی ضروریات کی بہتر سمجھ حاصل کریں۔
- پروکیورمنٹ کمیٹی اور کالج کے نمائندوں کے ساتھ براہ راست رابطہ کریں۔
بولیوں کو مسترد کرنے کا حق:
- گورنمنٹ گرلز ڈگری کالج پلاسئی میں مجاز اتھارٹی خیبر پختونخوا پبلک پروکیورمنٹ ریگولیٹری اتھارٹی (KP-PPRA) رولز 2014 کے رول 47 میں بیان کردہ دفعات کے مطابق کسی بھی یا تمام بولیوں کو مسترد کرنے کا حق محفوظ رکھتی ہے۔ یہ حق پروکیورمنٹ کے اصولوں اور کالج کے بہترین مفادات کی پاسداری کو یقینی بنانے کے لیے استعمال کیا جاتا ہے۔
کے پی پی آر اے رولز 2014 کی تعمیل:
یہ مکمل ٹینڈر کا عمل خیبر پختونخوا پبلک پروکیورمنٹ ریگولیٹری اتھارٹی (KP-PPRA) رولز 2014 کے زیر انتظام ہے۔ بولی دہندگان کو مشورہ دیا جاتا ہے کہ وہ ان قواعد سے خود کو واقف کر لیں تاکہ یہ یقینی بنایا جا سکے کہ ان کی بولیاں مکمل طور پر مطابقت رکھتی ہیں۔ ان ضوابط پر عمل درآمد عوامی خریداری کے عمل میں انصاف، شفافیت اور احتساب کو یقینی بناتا ہے۔
