- Bid Security (Earnest Money) – Mandatory: A 2% bid security (earnest money) of the Engineer Cost Estimate is mandatory. This must be submitted in the form of a Call Deposit (CDR) in the name of “Director General, Peshawar Development Authority Peshawar” from any scheduled bank in Pakistan.
- Additional Security for Below Estimate Bids: KPPRA regulations regarding bids quoted below the Engineer’s Estimate will be strictly followed:
- Up to 10% Below: Contractors quoting up to 10% below the Engineer’s Estimate are required to submit bid security at 2% only of the Engineer Estimate.
- 10% to 20% Below: Contractors quoting more than 10% and up to 20% below the Engineer’s Estimate must submit an additional security of 8% of the Engineer Estimated cost, in addition to the 2% bid security (total 10%). Failure to provide this additional security will render the bid non-responsive, and the 2% bid security will be forfeited.
- More than 20% Below: Contractors quoting more than 20% below the Engineer’s Estimate must submit additional security equal to the differential amount between the submitted bid and the Engineer’s Estimate, along with a detailed rate analysis. Bids submitted more than 20% below without the detailed rate analysis and/or required additional security will be considered non-responsive, and all submitted securities will be forfeited.
- Bid Submission via Registered Courier Only: Bids must be submitted only through Registered Courier Service to the office of the Deputy Director Buildings, PDA’s, House Commercial Complex Block I, 3rd Floor Phase-V Hayatabad Peshawar. Bids submitted by hand, unregistered courier, or received late will not be entertained.
- Required Documents with Bid: Bidders must submit the following requisite documents along with their bids:
- Active National Tax Number (NTN) / Income Tax Certificate
- Active Khyber Pakhtunkhwa Revenue Authority (KPRA) Registration Certificate
- Bid Opening Details: Bids will be opened on March 11, 2025, at 11:30 AM in the office of the Chairman Procurement Committee of Works, PDA. Representatives of contractors are welcome to attend the bid opening. In case of unforeseen circumstances on the scheduled date, bids will be opened on the next working day at the same time and location.
- Litigation Certificate: Bidders must include a certificate on stamp paper, duly attested by an Oath Commissioner, confirming that their firm is not involved in any litigation with any Government Department.
- Bid Evaluation – Decimal Digits: Only bids quoted up to two decimal digits (0.00) will be considered for evaluation.
- False/Bogus Documents: Submission of any false or bogus documents will lead to cancellation/blacklisting of the contractor/firm’s registration.
