PUBLIC AUCTION NOTICE: Lucrative Opportunities Await at Tehsil Municipal Administration, P
The Tehsil Municipal Administration (TMA), P, is pleased to announce a public auction conducted via E-Auction, offering a range of contracts and commercial spaces within its jurisdiction. Referring to the directive from the Local Government, Rural Development Department, Khyber Pakhtunkhwa Peshawar, vide Letter No. 11/202-6/AO-II/LCB dated April 12, 2022, the TMA, P, is set to auction the following contracts and properties for the period from April 1, 2025, to June 30, 2025, and for rental of shops and rooms on a longer-term basis.

Who Can Participate? Registered Firms and Individuals
Firms and individuals interested in participating must be registered with the Local Council Board (LCB), Khyber Pakhtunkhwa, Peshawar, for the years 2022-2023 to 2024-2025, in the relevant category. Registration details and online bidding can be accessed through the LCB website: http://eauction.icbkp.gov.pk. The online bidding window is open from March 17, 2025, until March 19, 2025, midnight (12:00 AM).
Two Distinct Auction Categories
This auction features two main categories, each offering unique opportunities:
- Contract Auction (Theka) for Resource Extraction: This auction is for the right to extract resources such as sand, gravel, shingles, coal, and other similar materials within designated areas under TMA, P’s jurisdiction. Terms and Conditions for Contract Auction (Theka)
- Mandatory Call Deposit: Every bidder is required to submit earnest money (Zar-e-Biyana) in the form of a Call Deposit in the name of Tehsil Municipal Officer, TMA, P, before the stipulated dates. Details of this Call Deposit must be uploaded to the Local Council Board website before participating in the online bidding. Providing false or fabricated Call Deposit information will result in blacklisting the bidder.
- Submission of Documents Post-Auction: After the online bidding time concludes, the successful bidder is obligated to submit the original Call Deposit along with attested copies of their registration and Computerized National Identity Card (CNIC) to the Regulation Branch, TMA, P, within 48 hours.
- Compliance with Auction Rules: All bidders are bound to comply with the rules and regulations for contract auctions as issued by the Provincial Government.
- Taxes and Additional Charges: The successful bidder will be responsible for paying all applicable taxes, including Advance Income Tax and any other taxes levied by the government, in addition to the total bid amount.
- Applicability of Government Regulations: All existing and future terms and conditions stipulated by the Provincial and Central Governments regarding contracts will be applicable to this auction. Furthermore, any individual or entity that is a defaulter to TMA is not eligible to participate in the online bidding.
- Payment Deadlines: The successful bidder is required to deposit the security money (Zar-e-Zamanat) and advance payment (Zar-e-Pesghi) in the TMA, P office within two working days after the online bidding concludes, specifically on March 20 and March 21, 2025, during office hours. Terms and Conditions for Commercial Plaza Shops and Rooms Auction
- Security Deposit: The Call Deposit submitted by the successful bidder will be considered as the Security Advance. A separate Call Deposit/Bank Draft in the name of Tehsil Municipal Officer, TMA, P, along with a photocopy of the Computerized National Identity Card, must be submitted to the TOR office for each shop. Call Deposits of unsuccessful bidders will be returned after the auction is finalized.
- Initial Rental Agreement and Renewal: The initial rental agreement will be from April 1, 2025, to December 31, 2034. A formal lease agreement (Iqrarnama) will be executed from April 1, 2025. Renewal of the lease agreement beyond this period is subject to mutual consent of both parties. However, a 25% increase in rent will be applied every three years.
- Parking and Business Restrictions: The successful bidders and existing tenants of the shops are not authorized to use the car parking area for any business purposes other than parking.

ٹھیکہ نیلامی (ٹھیکہ) کے لیے شرائط و ضوابط
- لازمی کال ڈپازٹ: ہر بولی دہندہ کے لیے ضروری ہوگا کہ وہ مقررہ تاریخوں سے قبل تحصیل میونسپل آفیسر، ٹی ایم اے، پی کے نام پر کال ڈپازٹ کی شکل میں زربیعانہ جمع کرائے۔ آن لائن بولی دینے سے پہلے اس کال ڈپازٹ کی تفصیلات لوکل کونسل بورڈ کی ویب سائٹ پر اپ لوڈ کی جانی چاہئیں۔ جھوٹی یا جعلی کال ڈپازٹ کی معلومات فراہم کرنے کی صورت میں بولی دہندہ کو بلیک لسٹ کر دیا جائے گا۔
- نیلامی کے بعد دستاویزات جمع کرانا: آن لائن بولی کا وقت ختم ہونے کے بعد، کامیاب بولی دہندہ پابند ہوگا کہ اصل کال ڈپازٹ رجسٹریشن اور کمپیوٹرائزڈ قومی شناختی کارڈ (CNIC) کی تصدیق شدہ نقولات کے ساتھ ریگولیشن برانچ، ٹی ایم اے، پی میں 48 گھنٹے کے اندر جمع کرائے۔
- نیلامی کے قواعد کی تعمیل: تمام بولی دہندگان صوبائی حکومت کی جانب سے جاری کردہ ٹھیکہ نیلامی کے قواعد و ضوابط پر عمل درآمد کرنے کے پابند ہوں گے۔
- ٹیکس اور اضافی چارجز: کامیاب بولی دہندہ نیلامی کی کل رقم کے علاوہ حکومت کی جانب سے لاگو ایڈوانس انکم ٹیکس اور دیگر ٹیکسز (اگر لاگو ہوئے) علیحدہ جمع کرانے کا پابند ہوگا۔
- حکومتی ضوابط کا اطلاق: صوبائی اور مرکزی حکومت کی جانب سے ٹھیکوں کے حوالے سے موجودہ اور آئندہ تمام شرائط اس نیلامی پر لاگو ہوں گی۔ مزید برآں، کوئی بھی فرد یا ادارہ جو ٹی ایم اے کا بقایا دار ہے آن لائن بولی میں حصہ لینے کا مجاز نہیں ہے۔
- ادائیگی کی آخری تاریخیں: کامیاب بولی دہندہ آن لائن بولی کے مقرر کردہ وقت ختم ہونے کے بعد 2 دن کے اندر، یعنی 20 اور 21 مارچ 2025 کو دفتری اوقات کار میں ٹی ایم اے، پی دفتر میں زرضمانت اور زر پیشگی جمع کرانے کا پابند ہوگا۔ نیلامی کی مزید تفصیلات اور شرائط ویب سائٹ پر یا ٹی ایم اے، پی دفتر سے حاصل کی جا سکتی ہیں۔
کمرشل پلازہ دکانات و کمرہ جات کی نیلامی کے لیے شرائط و ضوابط
- سیکورٹی ڈپازٹ: کامیاب بولی دہندہ کی جانب سے جمع کرایا جانے والا کال ڈپازٹ سیکورٹی ایڈوانس تصور کیا جائے گا۔ تحصیل میونسپل آفیسر، ٹی ایم اے، پی کے نام پر ایک علیحدہ کال ڈپازٹ/بینک ڈرافٹ کمپیوٹرائزڈ قومی شناختی کارڈ کی فوٹو کاپی کے ساتھ ہر دکان کے لیے TOR دفتر میں جمع کرانا ہوگا۔ ناکام بولی دہندگان کے کال ڈپازٹ نیلامی حتمی ہونے کے بعد واپس کر دیے جائیں گے۔
- ابتدائی کرایہ داری کا معاہدہ اور تجدید: ابتدائی کرایہ داری کا معاہدہ یکم اپریل 2025 سے 31 دسمبر 2034 تک ہوگا۔ یکم اپریل 2025 سے ایک باقاعدہ لیز معاہدہ (اقرار نامہ) تیار کیا جائے گا۔ اس مدت سے آگے لیز معاہدے کی تجدید دونوں فریقین کی باہمی رضامندی سے مشروط ہے۔ تاہم، ہر تین سال بعد کرائے میں 25% اضافہ لاگو ہوگا۔
- پارکنگ اور کاروباری پابندیاں: کامیاب بولی دہندگان اور دکانات کے موجودہ کرایہ داروں کو کار پارکنگ ایریا پارکنگ کے علاوہ کسی بھی قسم کے کاروباری مقاصد کے لیے استعمال کرنے کی اجازت نہیں ہوگی۔
