• تعلیمی بنیاد: ہائر ایجوکیشن کمیشن (HEC) سے تسلیم شدہ یونیورسٹی سے LL.B. کی ڈگری لازمی ہے۔ یہ بنیادی قانونی تعلیم سرکاری شعبے میں قانون کی پریکٹس کرنے اور قانونی مشورہ فراہم کرنے کے لیے ضروری ہے۔ LL.B. کی ڈگری اس کردار کے لیے ضروری بنیادی قانونی علم فراہم کرتی ہے۔ LL.M. کی ڈگری، خاص طور پر توانائی قانون، ماحولیاتی قانون، ریگولیٹری قانون یا متعلقہ شعبے میں تخصص کے ساتھ، کو بہت زیادہ ترجیح دی جاتی ہے۔ LL.M. اعلیٰ قانونی مہارت اور شعبہ توانائی کی پیچیدگیوں سے براہ راست متعلقہ خصوصی علم کا مظاہرہ کرتا ہے، جس سے اس قابلیت کے حامل امیدوار نمایاں طور پر زیادہ مسابقتی بن جاتے ہیں۔

• غیر معمولی ڈرافٹنگ اور مواصلاتی مہارتیں: غیر معمولی قانونی ڈرافٹنگ اور مواصلاتی (تحریری اور زبانی دونوں) مہارتیں ضروری ہیں۔ اس میں واضح، جامع اور قانونی طور پر درست قانونی دستاویزات، پالیسیاں اور آراء ڈرافٹ کرنے کی صلاحیت کے ساتھ ساتھ پیچیدہ قانونی تصورات کو قانونی اور غیر قانونی دونوں سامعین تک مؤثر طریقے سے پہنچانے کی صلاحیت شامل ہے۔ وزارت کے اندر مؤثر قانونی وکالت اور مشاورتی کردار کے لیے قائل کن اور واضح طور پر بات چیت کرنے کی صلاحیت بہت اہم ہے۔

4. مطلوبہ دستاویزات اپ لوڈ کریں: آن لائن پورٹل پر دی گئی ہدایات کے مطابق مرحلہ 1 میں تیار کردہ تمام دستاویزات اپ لوڈ کریں۔ یقینی بنائیں کہ تمام دستاویزات واضح، پڑھنے کے قابل اور مخصوص فارمیٹ میں ہیں (اگر کوئی ہے)۔
5. ڈیڈ لائن سے پہلے اپنی درخواست جمع کروائیں: آن لائن درخواست جمع کرانے کی آخری تاریخ [یہاں آخری تاریخ درج کریں] ہے۔ یقینی بنائیں کہ آپ آخری لمحات کی کسی بھی تکنیکی مشکلات یا غلطیوں سے بچنے کے لیے آخری تاریخ سے بہت پہلے اپنی درخواست جمع کروا دیں۔ آخری تاریخ کے بعد جمع کرائی گئی درخواستوں پر غور نہیں کیا جائے گا۔

اہم شرائط و ضوابط – درخواست دینے سے پہلے براہ کرم احتیاط سے پڑھیں:

اپنی درخواست جمع کرانے سے پہلے، براہ کرم اس ملازمت کے اشتہار میں بیان کردہ درج ذیل اہم شرائط و ضوابط کا بغور جائزہ لیں:

• معاہدہ کی بنیاد پر تقرری: اسسٹنٹ ڈائریکٹر (قانونی) کے عہدے کے لیے ابتدائی تقرری ایک مخصوص مدت کے لیے معاہدے کی بنیاد پر ہوگی، جو کارکردگی اور تنظیمی ضروریات کی بنیاد پر قابل توسیع ہوسکتی ہے۔ معاہدے کی مدت کی تفصیلات کامیاب امیدواروں کو پیشکش کے خط میں فراہم کی جائیں گی۔
• مینجمنٹ کا قبول/مسترد کرنے کا حق: وزارت توانائی (پیٹرولیم ڈویژن) کی مینجمنٹ کسی بھی وجہ کا حوالہ دیے بغیر کسی بھی درخواست کو قبول یا مسترد کرنے کا حق محفوظ رکھتی ہے۔ اس سلسلے میں مینجمنٹ کا فیصلہ حتمی ہوگا اور اس کے خلاف اپیل نہیں کی جا سکتی۔
• ٹیسٹ/انٹرویو کے لیے شارٹ لسٹنگ: صرف وہ امیدوار جو اہلیت کے معیار کے خلاف اپنی درخواستوں کے ابتدائی جائزے کی بنیاد پر شارٹ لسٹ کیے جائیں گے، انہیں ٹیسٹ اور/یا انٹرویو کے لیے بلایا جائے گا۔ کم از کم اہلیت کی ضروریات پر پورا اترنا خود بخود ٹیسٹنگ یا انٹرویو کے لیے کال کی ضمانت نہیں دیتا ہے۔ شارٹ لسٹنگ کا معیار سخت اور میرٹ پر مبنی ہوگا۔
• غلط معلومات پر نااہلی: اپنی درخواست میں کوئی جھوٹی، گمراہ کن یا غلط معلومات فراہم کرنے کے نتیجے میں کسی بھی مرحلے پر بھرتی کے عمل سے فوری طور پر نااہلی ہو جائے گی۔ وزارت توانائی (پیٹرولیم ڈویژن) اپنے بھرتی کے عمل میں دیانتداری اور شفافیت کے اعلیٰ ترین معیارات برقرار رکھتی ہے۔
• سرکاری/نیم سرکاری ملازمین: سرکاری یا نیم سرکاری تنظیموں میں فی الحال ملازم امیدواروں کو درخواست جمع کراتے وقت اپنے موجودہ آجر سے اعتراض نہ ہونے کا سرٹیفکیٹ (NOC) فراہم کرنا ہوگا۔ درست NOC کے بغیر ایسے امیدواروں کی درخواستوں پر غور نہیں کیا جا سکتا ہے۔
• عمر کی حد: امیدواروں کو زیادہ سے زیادہ عمر کی حد 35 سال پر عمل کرنا ہوگا، جس میں پہلے سے ہی 5 سال کی عمر میں چھوٹ شامل ہے۔ اس حد سے آگے مزید عمر میں چھوٹ نہیں دی جائے گی۔ امیدواروں کو درخواست دینے سے پہلے عمر کے معیار پر پورا اترنا یقینی بنانا چاہیے۔
• طبی فٹنس اور کردار سرٹیفکیٹ: منتخب امیدواروں کو شمولیت کی رسمی کارروائیوں کے حصے کے طور پر طبی معائنہ کروانے اور نامزد حکام سے طبی فٹنس اور کردار سرٹیفکیٹ فراہم کرنے کی ضرورت ہوگی۔ یہ سرٹیفکیٹ حتمی تقرری کے لیے لازمی ہیں۔
• ٹیسٹ/انٹرویو کے لیے کوئی TA/DA نہیں: ٹیسٹ یا انٹرویو میں شرکت کے لیے امیدواروں کو کوئی سفری الاؤنس (TA) یا یومیہ الاؤنس (DA) فراہم نہیں کیا جائے گا۔ امیدوار اپنے سفری اور رہائش کے انتظامات اور اخراجات کے خود ذمہ دار ہوں گے۔
• HEC سے تصدیق شدہ ڈگریاں لازمی: انٹرویو کے وقت پاکستان کے ہائر ایجوکیشن کمیشن (HEC) سے تصدیق شدہ اصل ڈگریاں پیش کرنا لازمی ہے۔ HEC سے تصدیق شدہ ڈگریاں فراہم کرنے میں ناکامی کی صورت میں آپ کی درخواست نامکمل سمجھی جائے گی اور نااہلی کا باعث بن سکتی ہے۔ انٹرویو سے بہت پہلے اپنی ڈگریوں کی تصدیق یقینی بنائیں۔
• مساوی مواقع کا آجر: وزارت توانائی (پیٹرولیم ڈویژن) ایک مساوی مواقع کا آجر ہے اور تمام اہل افراد، بشمول خواتین، اقلیتوں، خواجہ سرا افراد اور معذور افراد کی درخواستوں کی حوصلہ افزائی کرتا ہے۔ ہم اپنی افرادی قوت میں تنوع اور شمولیت کے لیے پرعزم ہیں۔
• الیکٹرانک آلات کی ممانعت: ٹیسٹ اور انٹرویو کے دوران الیکٹرانک گیجٹس، موبائل فونز، سمارٹ واچز یا کسی دوسرے الیکٹرانک کمیونیکیشن ڈیوائس کا استعمال سختی سے ممنوع ہے۔ امیدواروں کو مشورہ دیا جاتا ہے کہ وہ کسی بھی قسم کی تکلیف سے بچنے کے لیے ان اشیاء کو گھر پر چھوڑ کر جائیں۔ اس اصول کی خلاف ورزی نااہلی کا باعث بن سکتی ہے۔
• صرف آن لائن درخواست جمع کرانا: وزارت توانائی (پیٹرولیم ڈویژن) کے آفیشل آن لائن ایپلیکیشن پورٹل کے ذریعے صرف درخواستیں قبول کی جائیں گی۔ ہارڈ کاپی یا دستی درخواستوں پر غور نہیں کیا جائے گا۔
• درخواست کی آخری تاریخ کا نفاذ: درخواست کی آخری تاریخ سخت ہے اور اس پر عمل درآمد کیا جائے گا۔ مخصوص آخری تاریخ کے بعد موصول ہونے والی درخواستوں پر کسی بھی صورت میں غور نہیں کیا جائے گا۔ امیدواروں کو سختی سے مشورہ دیا جاتا ہے کہ وہ آخری تاریخ سے بہت پہلے اپنی درخواستیں جمع کروا دیں۔
