The Competition Commission of Pakistan (CCP) is seeking a highly experienced and qualified individual to serve as their Project Director. This is a unique opportunity to lead the planning, execution, and completion of the CCP’s official Building Construction Project in Islamabad.

The CCP is an independent regulatory authority mandated to enforce the Competition Act, 2010. Its mission is to foster a culture of competition in Pakistan, thereby enhancing economic efficiency and benefiting consumers. The CCP plays a crucial role in preventing anti-competitive practices and ensuring a level playing field for businesses.
Role Overview
The Project Director will be responsible for overseeing all aspects of the CCP’s building construction project in Islamabad. This role demands a seasoned professional with extensive experience in project management, financial oversight, and construction-related projects.
Key Responsibilities
- Project Appraisal and Financial Management: Oversee project appraisal, investment programming, and financial management.
- Project Monitoring: Monitor project milestones, expenditures, and budgets to ensure successful project delivery, promptly resolving bottlenecks or constraints.
- Progress Reporting: Prepare independent progress reports about the project covering quantity, quality, and timelines.
- Procurement Management: Manage procurement processes, including hiring of contractors and acquisition of materials.
- Contract Compliance: Ensure compliance with contract provisions, contractual disputes resolution, and project documentation.
- Payment Verification: Verification of the contractual payments of the project.
- Consultant and Contractor Liaison: Correspondence with project consultants and contractors in provision with relevant contracts.
- Contractual and Financial Compliance: Technical, Contractual and Financial compliances of the contracts of the project.
- Project Completion Reporting: At the completion of each task, prepare a consolidated project completion report as per Commission’s requirements.
Qualifications and Requirements
- Education: Master’s degree in Finance, Project Management, or a related field from a reputable HEC recognized local or foreign university.
- Experience: Minimum of 10 years of experience in project management, financial oversight, and project monitoring and evaluation.
- Public Sector Experience: Candidates with experience in construction-related projects in the public sector organization will be given preference.
- Construction Knowledge: Candidate must have a strong understanding of construction standards, safety protocols, and project management principles.
Age Limit: 48-55 Years (including 5 years general age relaxation).
Contract Period: Initially for two years and extendable as per requirement and subject to satisfactory performance.

- پروجیکٹ اپریزل اور مالی انتظام: پروجیکٹ اپریزل، سرمایہ کاری پروگرامنگ اور مالی انتظام کی نگرانی کریں۔
- پروجیکٹ مانیٹرنگ: رکاوٹوں یا رکاوٹوں کو فوری طور پر حل کرتے ہوئے کامیاب پروجیکٹ کی فراہمی کو یقینی بنانے کے لیے پروجیکٹ کے سنگ میل، اخراجات اور بجٹ کی نگرانی کریں۔
- پیش رفت کی رپورٹنگ: مقدار، معیار اور ٹائم لائنز کا احاطہ کرتے ہوئے پروجیکٹ کے بارے میں آزاد پیش رفت کی رپورٹیں تیار کریں۔
- خریداری کا انتظام: ٹھیکیداروں کی خدمات حاصل کرنے اور مواد کے حصول سمیت خریداری کے عمل کا انتظام کریں۔
- معاہدے کی تعمیل: معاہدے کی دفعات، معاہدے کے تنازعات کے حل اور پروجیکٹ کی دستاویزات کے ساتھ تعمیل کو یقینی بنائیں۔
- ادائیگی کی تصدیق: پروجیکٹ کی معاہدہ جاتی ادائیگیوں کی تصدیق۔
- مشیر اور ٹھیکیدار رابطہ: متعلقہ معاہدوں کے مطابق پروجیکٹ کے مشیروں اور ٹھیکیداروں کے ساتھ خط و کتابت۔
- معاہدہ جاتی اور مالی تعمیل: پروجیکٹ کے معاہدوں کی تکنیکی، معاہدہ جاتی اور مالی تعمیل۔
- پروجیکٹ کی تکمیل کی رپورٹنگ: ہر کام کی تکمیل پر، کمیشن کی ضروریات کے مطابق ایک مربوط پروجیکٹ کی تکمیل کی رپورٹ تیار کریں۔
قابلیت اور تقاضے
- تعلیم: کسی معتبر ایچ ای سی سے تسلیم شدہ مقامی یا غیر ملکی یونیورسٹی سے فنانس، پروجیکٹ مینجمنٹ یا متعلقہ شعبے میں ماسٹرز ڈگری۔
- تجربہ: پروجیکٹ مینجمنٹ، مالی نگرانی اور پروجیکٹ مانیٹرنگ اور تشخیص میں کم از کم 10 سال کا تجربہ۔
- سرکاری شعبے کا تجربہ: سرکاری شعبے کی تنظیم میں تعمیراتی منصوبوں میں تجربہ رکھنے والے امیدواروں کو ترجیح دی جائے گی۔
- تعمیراتی علم: امیدوار کو تعمیراتی معیارات، حفاظتی پروٹوکول اور پروجیکٹ مینجمنٹ اصولوں کی مضبوط سمجھ ہونی چاہیے۔
عمر کی حد: 48-55 سال (5 سال عمومی عمر میں رعایت سمیت)۔
معاہدہ کی مدت: ابتدائی طور پر دو سال کے لیے اور ضرورت کے مطابق قابل توسیع اور تسلی بخش کارکردگی سے مشروط۔
عمومی ہدایات
- انٹرویو: صرف شارٹ لسٹ کیے گئے امیدواروں کو انٹرویو کے لیے بلایا جائے گا۔ ٹیسٹ/انٹرویو میں پیش ہونے والے امیدواروں کو کوئی TA/DA نہیں دیا جائے گا۔
- ناجائز اثر و رسوخ: انتخاب کے عمل کے دوران ناجائز اثر و رسوخ استعمال کرنے کی کوشش کرنے والے امیدواروں کو فوری طور پر نااہل قرار دیا جائے گا۔
- قبول/مسترد کرنے کا حق: کمیشن کو قواعد کے تحت اجازت کے مطابق درخواستوں کو قبول/مسترد کرنے یا عمل کو ملتوی کرنے کا حق حاصل ہے۔
- سرکاری ملازمین: سرکاری/نیم سرکاری/خود مختار اداروں/کارپوریشنوں میں کام کرنے والے افراد کو مناسب چینل کے ذریعے درخواست دینی ہوگی۔
- مسابقتی تنخواہ: امیدوار کے تجربے اور قابلیت کے مطابق ایک مسابقتی مارکیٹ پر مبنی تنخواہ پیش کی جائے گی۔
