The Government of Pakistan, Ministry of Religious Affairs and Interfaith Harmony, has announced a significant vacancy for the position of Chairman of the Evacuee Trust Property Board (ETPB). This is a leadership role within a statutory body established under the Administrative Control of the Ministry of Religious Affairs & Interfaith Harmony.

About the Evacuee Trust Property Board (ETPB):

The ETPB functions under the Evacuee Trust Properties (Management & Disposal) Act, 1975. Its primary responsibility is to manage and dispose of evacuee trust properties throughout Pakistan. These properties are attached to charitable, religious, or educational trusts or institutions left behind by those who migrated from India after the partition. The Board holds all evacuee trust properties vested in the Federal Government, acting as the custodian of these significant assets.

The Chairman is appointed by the Federal Government and works under the administrative & executive head of the Government. In line with the reform agenda of the Government to transform the public sector entities, the Ministry has initiated a multi-pronged strategy to bring efficiency into the dynamic Asset Management entity. To meet the evolving needs of its mandate, entrusted in ETPB’s Act and efficiently respond to the emerging challenges of property management in modern contemporary times, the Ministry intends to appoint a professional CHAIRMAN, EVACUEE TRUST PROPERTY BOARD on a contract basis. This recruitment aims to fulfill the following job description and eligibility criteria.

Job Description:

The Chairman will be responsible for a wide range of leadership and management functions, including:

  1. Head of the Board for Technical, Administrative, Financial, Legal, and Running Functions: The Chairman will oversee and direct all operational aspects of the ETPB, ensuring efficiency and compliance with the ETPB Act, 1975, and other relevant regulations. This encompasses technical matters related to property management, administrative procedures, financial oversight, legal affairs, and the day-to-day running of the organization.
  2. Supervise the Federal Government in Planning and Execution: The Chairman will play a crucial role in assisting the Federal Government in formulating strategic plans and ensuring their effective implementation concerning the management and disposal of evacuee trust properties. This involves aligning the Board’s activities with the government’s broader objectives and policies.
  3. Assist the Federal Government in Matters Related to ETPB Lands: The Chairman will provide expert advice and support to the Federal Government on all matters pertaining to ETPB lands, properties, Mandirs, and Gurdwara properties under its management. This includes providing information, analysis, and recommendations to facilitate informed decision-making.
  4. Dealing with National Agencies, Departments, Regulatory, and Judicial Authorities: The Chairman will be the primary point of contact for the ETPB in its interactions with various national agencies, government departments, regulatory bodies, and judicial authorities. This requires strong communication, negotiation, and liaison skills to represent the Board’s interests effectively.
  5. Preparation of Strategic Business Plan and Rationalization of Organizational Structure: The Chairman will lead the development of a comprehensive strategic business plan for the ETPB, outlining its goals, objectives, and strategies for efficient property management and disposal. This also includes reviewing and rationalizing the organizational structure to optimize performance and resource utilization.
  6. To Institute and Defend Suits and Legal Proceedings: The Chairman will be responsible for initiating and defending legal actions on behalf of the ETPB to protect its properties and interests, ensuring that the Board’s legal rights are safeguarded. This requires a strong understanding of legal principles and procedures.
  7. To Exercise Such Powers and Perform Such Other Functions as Prescribed Under the ETPB Acts: The Chairman will also be responsible for exercising all powers and performing any other functions as specifically outlined and mandated by the Evacuee Trust Properties (Management & Disposal) Act, 1975, and any subsequent amendments or regulations.

Qualification & Experience:

Candidates applying for the position of Chairman must meet the following stringent qualification and experience criteria:

a. Holds a Master’s Degree or equivalent (16 years of education) in a discipline relating to Business Administration, Public Administration, Finance, Economics, Engineering, or Social Sciences from Universities/Institutions recognized by the Higher Education Commission (HEC). This requirement ensures a strong academic foundation in relevant fields crucial for effective leadership and management of a large organization like the ETPB.

b. The candidate must have a minimum of twenty (20) years of professional experience in large scale Public Sector or Corporate Sector Organizations out of which three (03) years’ experience preferably in senior management positions such as MD/CEO/Chairman. This extensive experience requirement demonstrates the need for proven leadership capabilities, strategic thinking, and a track record of success in managing complex organizations, preferably within the public or corporate sectors. The preference for experience in senior management roles like MD, CEO, or Chairman further emphasizes the level of leadership expected.

c. Preference will be given to candidates with extensive professional experience in fields most relevant to the functions and job description of the position. This indicates that candidates with specific expertise in areas such as property management, legal affairs related to property, financial management of large estates, and interaction with religious and community organizations will be given priority.

Eligibility Criteria:

To be eligible for consideration, candidates must also meet the following criteria:

i. Must be a citizen of Pakistan, has not been declared defaulter by a court of law, has not been declared insolvent by a court of law, has not been convicted for an offense involving moral turpitude by a court of law. This ensures that the individual holding this important public office has a clean legal and financial standing and possesses a high degree of integrity.

ii. Must possess impeccable reputation, financial integrity, judicious devotion and moral propriety. This criterion emphasizes the need for a leader with strong ethical values, financial responsibility, sound judgment, and high moral character, given the sensitive nature of the Board’s responsibilities and the properties it manages.

iii. Initial contract of the Chairman shall be for a period of three years extendable by two years on recommendation of Performance Evaluation Committee. This specifies the tenure of the appointment and highlights that any extension is contingent upon a positive performance evaluation, ensuring accountability and performance-based continuation.

iv. The Chairman shall be entitled to such pay, allowances and privileges as are admissible to equivalent scale in BPS-21 or equivalent or equivalent to minimum of MP-I scale subject to approval of the Prime Minister. This provides information about the compensation package associated with the position, linking it to senior government pay scales.

v. The candidate should not be less than 42 years and more than 62 years of age on the closing date of the advertisement. This sets the age limits for eligible candidates, ensuring a balance of experience and continued capacity to lead.

A. B. Candidates currently in government service should apply through proper channel. However, they may send an advance copy of their application. In case of selection, he/she will have to resign or retire from Government service. This outlines the specific application process for individuals currently employed by the government.

D. Only the top ten (10) of the short-listed candidates (in the opinion of the Ministry) will be called for interview by the Selection Board. E. No TA/DA will be admissible. This informs applicants that no travel or daily allowances will be provided for attending the interview.
