The Finance Department, Government of Balochistan, is seeking qualified individuals to fill the position of Chief Finance Officer on a contractual basis. This is a significant opportunity to contribute to the financial management and strategic planning of various sectors within the province.
Position Details
- Position: Chief Finance Officer
- Number of Posts: Four (one for each of the following sectors):
- Education and Health Sector
- Agriculture (including Fisheries and Livestock), Mines and Minerals, Excise & Taxation, and Food Sectors
- Social Sector (including Poverty Alleviation and Welfare Sectors)
- Corporate Governance Sector (Corporate Bodies/Autonomous Bodies of the Government of Balochistan and grant-seeking entities from the Government of Balochistan)
- Pay Package: Competitive package commensurate with the qualification and experience.
- Nature and Period of Employment: Contractual for 12 months, extendable for another 12 months subject to satisfactory performance.
Qualification and Experience Requirements
- Professional Qualification: Professional qualification from a recognized body of professional accountants, including ICAP, ACCA, ICAEW, CPA, with at least 10 years of post-qualification experience in the relevant field.
- Academic Qualification: Master’s degree in Finance, Accounting, Economics, or a related field with such experience in budget tech management, financial strategy making, regulatory matters, preferably in the public sector, or such equivalent advanced qualification in the related sectors.
- Experience: Proven experience in budgeting, financial analysis, public finance management, public policy, and program management.
- Knowledge: In-depth knowledge of all budgeting approaches, specifically zero-based budgeting principles and practices.
- Skills: Strong analytical, communication, and problem-solving skills.
- Ability: Ability to work with cross-functional teams and manage multiple stakeholders.
- Software Proficiency: Experience with budgeting software and financial modeling tools.
