نوٹس بولی دہندگان کے لیے تعمیل اور ای-بولی کے عمل میں کامیاب شرکت کو یقینی بنانے کے لیے ضروری ہدایات کا ایک مجموعہ فراہم کرتا ہے:

1. ہدایات کا حصول: بولی دہندگان کو تفصیلی ہدایات سی اینڈ ڈبلیو ڈویژن نمبر-I سوات کے دفتر سے کسی بھی کام کے دن دفتری اوقات کے دوران حاصل کی جا سکتی ہیں۔ متبادل طور پر، اور زیادہ آسانی سے، یہ ہدایات سی اینڈ ڈبلیو ڈپارٹمنٹ کی آفیشل ویب سائٹ سے ڈاؤن لوڈ کی جا سکتی ہیں: www.cwd.gkp.pk۔ بولی دہندگان کو سختی سے مشورہ دیا جاتا ہے کہ وہ اپنی بولیاں تیار اور جمع کرانے سے پہلے ان ہدایات کو ڈاؤن لوڈ اور اچھی طرح سے جائزہ لیں۔
2. KPPRA نوٹیفکیشن تعمیل: بولی دہندگان کو اس بات کو یقینی بنانا چاہیے کہ ان کی ای-بولیاں KPPRA نوٹیفکیشن نمبر S.R.O(14)/Vol: 1-24/2021-22 مورخہ 10 مئی 2022 کے مطابق سختی سے تیار اور جمع کرائی جائیں۔ یہ نوٹیفکیشن KPPRA قواعد کے تحت ای-بولی کے لیے مخصوص رہنما خطوط اور طریقہ کار کی ضروریات فراہم کرتا ہے۔ اس نوٹیفکیشن کی تعمیل لازمی ہے۔
3. لازمی تکنیکی تجویز: سی اینڈ ڈبلیو ڈپارٹمنٹ کی طرف سے تجویز کردہ فارمیٹ میں ایک مکمل تکنیکی تجویز لازمی ہے۔ یہ تکنیکی تجویز مالی بولی جمع کرانے سے پہلے ای-بولی کے حصے کے طور پر اپ لوڈ کی جانی چاہیے۔ تعمیل تکنیکی تجویز جمع کرانے میں ناکامی کے نتیجے میں بولی مسترد ہو جائے گی۔
4. اصل مالیاتی آلات جمع کرانا: کال ڈپازٹ (بولی سیکیورٹی کے لیے) کی اصل کاپیاں اور بولی انٹری فیس کی ادائیگی کے ثبوت (تخمینی لاگت کا 0.03%) کو جسمانی طور پر جمع کرانا ہوگا۔ یہ اصل آلات تکنیکی تجویز کے لفافے میں بند ہونے چاہئیں اور بولی جمع کرانے کی آخری تاریخ اور وقت سے پہلے سی اینڈ ڈبلیو ڈویژن نمبر-I سوات کے دفتر تک پہنچنے چاہئیں۔ یہ جسمانی جمع کرانا الیکٹرانک بولی کی توثیق کے لیے ایک اہم قدم ہے۔
5. قانونی طور پر اسکین شدہ بولی سیکیورٹی: جسمانی جمع کرانے کے علاوہ، بولی سیکیورٹی (کال ڈپازٹ رسید یا بینک گارنٹی) کی قانونی طور پر اسکین شدہ کاپی بھی ای-بولی نظام پر بولی کے ساتھ الیکٹرانک طور پر جمع کرانی ہوگی۔ یہ الیکٹرانک کاپی فوری آن لائن تصدیق اور ریکارڈ کے طور پر کام کرتی ہے۔
6. کے پی ریونیو اتھارٹی رجسٹریشن: تمام بولی دہندگان کے لیے خیبر پختونخواہ ریونیو اتھارٹی (KPRA) کے ساتھ خیبر پختونخواہ فنانس ایکٹ، 2013 ایکٹ نمبر XXI آف 2013 کے تحت رجسٹر ہونا ضروری ہے۔ KPRA رجسٹریشن خیبر پختونخواہ میں کام کرنے والے ٹھیکیداروں کے لیے ایک لازمی شرط ہے، ٹیکس تعمیل اور ریونیو احتساب کو یقینی بناتی ہے۔
7. تکنیکی منظوری کے بعد مالی بولی کھولنا: صرف ان بولی دہندگان کی مالی بولیاں کھولی جائیں گی جن کی تکنیکی تجاویز کو اہل اتھارٹی (سی اینڈ ڈبلیو ڈپارٹمنٹ کی تکنیکی تشخیص کمیٹی) کی طرف سے تکنیکی طور پر ذمہ دار کے طور پر منظور کیا گیا ہے۔ جن بولی دہندگان کی تکنیکی تجاویز مسترد کی جاتی ہیں ان کی مالی بولیاں نہیں کھولی جائیں گی اور وہ بولی کے عمل میں مزید آگے نہیں بڑھ سکیں گے۔

9. بولی کھولنے کی جگہ: تکنیکی اور مالیاتی دونوں بولیوں کو کھولنے کی جگہ دفتر ایگزیکٹو انجینئر سی اینڈ ڈبلیو ڈویژن نمبر-I سوات ہے۔ بولی دہندگان یا ان کے مجاز نمائندوں کا تکنیکی بولی کھولنے کے سیشن میں مخصوص تاریخ اور وقت پر استقبال کیا جاتا ہے۔
