• Scheme 3: VC Chaghar Matti & Surrounding Areas – Village Council Infrastructure Upgrade: This comprehensive scheme targets Village Council Chaghar Matti and surrounding localities (DAAG, Garhi Sherdad, Mathra, Pajaggi, Safaid Sung, Panam Dheri, Mamo Khatkay, Sheri Kalay). The scope of work encompasses the construction of street pavements for improved road surfaces, drains and culverts for efficient drainage and water management, sidewalls for road stability and safety, and vital water access points through pressure pumps and hand pumps. Terms and Conditions: Essential Guidelines for Bidders

All bidders participating in this tender must strictly adhere to the following terms and conditions, which are designed to ensure a fair, transparent, and compliant bidding process:

1. Obtaining Tender Forms, SBDs, and BOQs: Eligible bidders can obtain the tender form, Standard Bidding Documents (SBDs), and Bill of Quantities (BOQs) by submitting a written application on their official bidder letterhead. This application must be submitted by an authorized person from the bidder’s company during regular office hours at the office of the undersigned (Tehsil Officer I&S, TMA Mathra Peshawar). This written application is a mandatory step to officially register interest and receive the tender documents.
2. Bid Entry Fee (Non-Refundable): A non-refundable bid entry fee, calculated at 0.03% of the tender/estimated cost, must be submitted separately for each scheme. This fee should be paid in the form of a CDR (Call Deposit Receipt). The CDR must be submitted separately from the tender documents and is non-refundable under any circumstances. This fee is a standard practice to filter out unserious bidders and cover administrative costs associated with the tender process.
3. Contract Award Basis – Above/Below Engineer Estimate on MRS-2024: The award of contract for these works will be based on the Above/Below Engineer Estimate system using the Market Rate System 2024 (MRS-2024). This means that instead of quoting item-wise rates, bidders will be required to quote a percentage above or below the engineer’s estimated cost as per MRS-2024. This system is implemented for efficiency and transparency in rate comparison and contract award.
4. Earnest Money and Additional Securities as per KPPRA Notification: Earnest money (Bid Security) and any additional securities required will be prepared and managed strictly in accordance with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Notification No. S.RO. (14)/Vol 1-24/2021-22 dated 10th May, 2022. This notification outlines the regulations regarding bid security and additional performance securities in public procurement, and all bidders must comply with these regulations. The earnest money mentioned in the scheme details (2% of Estimated Cost) is a mandatory requirement.
5. Bid Security in the Shape of Call Deposit Receipt (CDR): The Bid Security (Earnest Money) must be submitted in the form of a Call Deposit Receipt (CDR) only. The CDR must be issued in favor of the Procuring Entity, which is TMA Mathra Peshawar. No other forms of bid security, such as bank guarantees or cheques, will be accepted. The CDR must be original and from a scheduled bank in Pakistan.
6. Non-Acceptance of Bids via Fax or Hand Delivery: Bids and original Call Deposit Receipts (CDRs) received through fax or by hand will not be acceptable. This is to ensure the integrity and security of the bidding process. Electronic submissions via fax are not considered secure, and hand delivery can compromise the documented trail.
7. Submission via Registered Mail/Courier Service: Sealed bids that are sent through registered mail or courier service must reach the designated office up to the specified date and time as mentioned in the NIT. It is the bidder’s responsibility to ensure that their bids are dispatched in a timely manner using reliable postal/courier services. TMA Mathra will not be responsible for delays caused by postal or courier services.
8. Compulsory Documents with Tender Form: The following documents are compulsory and must be submitted along with the tender form in the sealed envelope. Failure to provide any of these documents may result in bid rejection:
   • i. Fresh Registration of Local Council Board (LCB): A valid and fresh registration certificate with the Local Council Board (LCB) of Khyber Pakhtunkhwa for the current financial year is mandatory.
   • ii. Fresh Registration of Khyber Pakhtunkhwa Revenue Authority (KPRA): A valid and fresh registration certificate with the Khyber Pakhtunkhwa Revenue Authority (KPRA) is also mandatory for the current financial year, demonstrating compliance with provincial tax regulations.
   • iii. BOQ Duly Signed and Stamped: The Bill of Quantities (BOQ) document must be completely filled, signed, and stamped by the authorized representative of the bidding firm/contractor on each page as a token of acceptance of the rates and quantities.
   • iv. Attested CNIC Copy of MD/Owner: A clear and attested photocopy of the Computerized National Identity Card (CNIC) of the Managing Director (MD) or Owner of the firm/company. The CNIC copy must be attested by a government officer of Grade 17 or above to verify its authenticity.
   • v. Active NTN/Income Tax Certificate: A valid and active National Tax Number (NTN) certificate and Income Tax certificate are required to demonstrate tax compliance and registration with the Federal Board of Revenue (FBR).
9. Cancellation of Tender for Non-Commencement of Work: After the issuance of the work order, if the successful contractor/firm does not commence the work within one week from the date of work order issuance, the tender will be cancelled. In such cases, the bid security (earnest money) will also be forfeited to TMA Mathra. This clause ensures timely project commencement and prevents unnecessary delays.
10. Work Commencement Subject to Funds Availability: Issuance of work orders and the actual commencement of work on the above-mentioned schemes are subject to the availability of funds from the relevant government authorities. While the tender process is initiated, the actual execution of projects is contingent upon the release of allocated funds.
11. Tax Deductions as per Government Laws: All applicable taxes and duties as per the prevailing Government laws and regulations will be deducted at source from contractor payments. Bidders should factor in these tax implications when preparing their financial bids.
12. Procedure for Equal Offers – Free Toss: In the event of receiving equal financial offers from two or more bidders, the award of contract shall be decided through a free toss (draw of lots). This procedure will be conducted in a transparent manner, and the decision made through the free toss will be final and binding on all participating bidders.
13. Rejection for Cutting/Overwriting on BOQ: Any cutting or overwriting found on the submitted Bill of Quantities (BOQ) document will render the tender liable to rejection. Such bids will be declared non-responsive due to inconsistencies and potential tampering with the financial bid document. Bidders are advised to fill the BOQ carefully and avoid any alterations.
14. Procuring Entity’s Right to Reject Bids – KPPRA Rule 47: The Procuring Entity (TMA Mathra Peshawar) reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid or proposal, as per the provisions of KPPRA Rules-47. If the Procuring Entity decides to reject all bids, a valid and justifiable reason for such rejection will be provided, as per KPPRA regulations.
15. Applicability of Future Government Rules/Regulations: All rules and regulations, instructions, or guidelines related to procurement that may be issued by the Provincial Government of Khyber Pakhtunkhwa in the future will be applicable to this tender process and subsequent contract execution. Bidders are expected to remain updated on any such future directives.
16. KPRA Registration – Mandatory as per KPPRA Rule 37(A): As per clause 37 (A) of KPPRA Rules, it is mandatory for all bidders to be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA). This is a strict compliance requirement for participating in government tenders in Khyber Pakhtunkhwa.
17. Insurance Bond Not Acceptable: As per the advisory guidelines issued by KPPRA, insurance bonds will not be accepted as a form of bid security or performance guarantee for this tender. Bidders must adhere to the specified formats (CDR) for bid security.
18. Open Draw after CDR Verification: An open draw (if required for equal bids) will be conducted only after the verification of the Call Deposit Receipts (CDRs) from the respective banks. This verification process is essential to ensure the authenticity and validity of the bid securities submitted by bidders before proceeding with the draw.
19. • اسکیم 3: وی سی چغر مٹی اور گردونواح – ولیج کونسل انفراسٹرکچر اپ گریڈ: یہ جامع اسکیم ولیج کونسل چغر مٹی اور گردونواح (ڈاگ، گڑھی شیرداد، متھرا، پجاگی، سفید سنگ، پانام ڈھیری، مامو خٹکے، شیری کالے) کو نشانہ بناتی ہے۔ کام کے دائرہ کار میں سڑک کی بہتر سطحوں کے لیے اسٹریٹ پائمنٹ کی تعمیر، موثر نکاسی اور پانی کے انتظام کے لیے نالے اور کلورٹس، سڑک کے استحکام اور حفاظت کے لیے سائیڈ والز، اور پریشر پمپس اور ہینڈ پمپس کے ذریعے پانی تک رسائی کے اہم مقامات شامل ہیں۔ یہ مداخلتیں ان علاقوں میں بنیادی انفراسٹرکچر کو اپ گریڈ کرنے، رابطے، صفائی ستھرائی اور پانی جیسے ضروری وسائل تک رسائی کو بہتر بنانے کے لیے بہت ضروری ہیں۔
• اسکیم 4: آصاحب بابا مزار – ثقافتی ورثے کا تحفظ: یہ اسکیم یو سی چغر مٹی میں واقع معزز آصاحب بابا مزار پر تزئین و آرائش، مرمت اور دیکھ بھال کے کام کے لیے وقف ہے۔ یہ منصوبہ ٹی ایم اے متھرا کے مقامی ثقافتی اور مذہبی ورثے کے مقامات کو محفوظ کرنے کے عزم کو اجاگر کرتا ہے۔ تزئین و آرائش کا کام مزار کی ساختی سالمیت اور جمالیاتی کشش کو یقینی بنائے گا، جس سے یہ عقیدت مندوں اور زائرین کے لیے زیادہ خوش آئند اور محفوظ جگہ بن جائے گی۔
• اسکیم 5: وی سی کنیزہ متھرا میں مساجد – کمیونٹی مذہبی مراکز: یہ اسکیم ولیج کونسل کنیزہ متھرا میں مساجد پر تزئین و آرائش، مرمت اور دیکھ بھال کے کام پر توجہ مرکوز کرتی ہے۔ مساجد مذہبی اجتماعات اور سماجی ہم آہنگی کے لیے اہم کمیونٹی مراکز کے طور پر کام کرتی ہیں۔ یہ منصوبہ اس بات کو یقینی بنائے گا کہ عبادت کی یہ اہم جگہیں اچھی طرح سے دیکھ بھال کی جائیں، محفوظ ہوں اور مذہبی رسومات کے لیے سازگار ہوں، جس سے مقامی کمیونٹی کو فائدہ پہنچے گا۔

شرائط و ضوابط: بولی دہندگان کے لیے ضروری رہنما اصول

اس نیلامی میں حصہ لینے والے تمام بولی دہندگان کو درج ذیل شرائط و ضوابط کی سختی سے پابندی کرنی ہوگی، جن کا مقصد ایک منصفانہ، شفاف اور تعمیل شدہ بولی کے عمل کو یقینی بنانا ہے:

1. ٹینڈر فارمز، ایس بی ڈیز اور بی او کیوز حاصل کرنا: اہل بولی دہندگان اپنے سرکاری بولی دہندگان کے لیٹر ہیڈ پر تحریری درخواست جمع کروا کر ٹینڈر فارم، سٹینڈرڈ بڈنگ ڈاکیومنٹس (ایس بی ڈیز)، اور بل آف کوانٹٹیز (بی او کیوز) حاصل کر سکتے ہیں۔ یہ درخواست بولی دہندگان کی کمپنی کے مجاز شخص کی جانب سے دستخط کنندہ (تحصیل آفیسر I&S، TMA متھرا پشاور) کے دفتر میں دفتری اوقات کے دوران جمع کرائی جانی چاہیے۔ یہ تحریری درخواست باضابطہ طور پر دلچسپی رجسٹر کرنے اور ٹینڈر دستاویزات حاصل کرنے کا ایک لازمی قدم ہے۔
2. بولی انٹری فیس (ناقابل واپسی): ناقابل واپسی بولی انٹری فیس، جس کا حساب تخمینی لاگت/ٹینڈر کا 0.03% ہے، ہر اسکیم کے لیے الگ سے جمع کرائی جانی چاہیے۔ یہ فیس سی ڈی آر (کال ڈپازٹ رسید) کی شکل میں ادا کی جانی چاہیے۔ سی ڈی آر کو ٹینڈر دستاویزات سے الگ سے جمع کرانا ہوگا اور یہ کسی بھی صورت میں ناقابل واپسی ہے۔ یہ فیس غیر سنجیدہ بولی دہندگان کو فلٹر کرنے اور ٹینڈر کے عمل سے وابستہ انتظامی اخراجات کو پورا کرنے کے لیے ایک معیاری طریقہ ہے۔
3. معاہدہ ایوارڈ کی بنیاد – ایم آر ایس-2024 پر انجینئر تخمینہ سے اوپر/نیچے: ان کاموں کے لیے معاہدے کا ایوارڈ مارکیٹ ریٹ سسٹم 2024 (ایم آر ایس-2024) کا استعمال کرتے ہوئے انجینئر تخمینے سے اوپر/نیچے سسٹم پر مبنی ہوگا۔ اس کا مطلب ہے کہ آئٹم وار ریٹس کا حوالہ دینے کے بجائے، بولی دہندگان کو ایم آر ایس-2024 کے مطابق انجینئر کی تخمینی لاگت سے اوپر یا نیچے ایک فیصد کا حوالہ دینا ہوگا۔ یہ نظام شرح کے موازنے اور معاہدے کے ایوارڈ میں کارکردگی اور شفافیت کے لیے نافذ کیا گیا ہے۔
4. کے پی پی آر اے نوٹیفکیشن کے مطابق بیعانہ رقم اور اضافی سیکیورٹیز: بیعانہ رقم (بولی کی ضمانت) اور کوئی بھی اضافی سیکیورٹیز درکار ہوں گی، ان کو خیبر پختونخوا پبلک پروکیورمنٹ ریگولیٹری اتھارٹی (کے پی پی آر اے) نوٹیفکیشن نمبر ایس۔ آر او۔ (14)/ والیم 1-24/2021-22 تاریخ 10 مئی، 2022 کے مطابق سختی سے تیار اور منظم کیا جائے گا۔ یہ نوٹیفکیشن عوامی خریداری میں بولی کی ضمانت اور اضافی کارکردگی سیکیورٹیز سے متعلق ضوابط کا خاکہ پیش کرتا ہے، اور تمام بولی دہندگان کو ان ضوابط کی تعمیل کرنی ہوگی۔ اسکیم کی تفصیلات میں ذکر کردہ بیعانہ رقم (تخمینی لاگت کا 2%) ایک لازمی شرط ہے۔
5. کال ڈپازٹ رسید (سی ڈی آر) کی شکل میں بولی کی ضمانت: بولی کی ضمانت (بیعانہ رقم) صرف کال ڈپازٹ رسید (سی ڈی آر) کی شکل میں جمع کرائی جانی چاہیے۔ سی ڈی آر خریداری کرنے والے ادارے، یعنی ٹی ایم اے متھرا پشاور کے حق میں جاری کیا جانا چاہیے۔ بولی کی ضمانت کی کوئی دوسری شکلیں، جیسے بینک گارنٹیز یا چیک، قبول نہیں کی جائیں گی۔ سی ڈی آر اصلی اور پاکستان کے کسی شیڈول بینک سے ہونا چاہیے۔
6. فیکس یا دستی ترسیل کے ذریعے موصول ہونے والی بولیوں کی عدم قبولیت: فیکس یا دستی ترسیل کے ذریعے موصول ہونے والی بولیاں اور اصل کال ڈپازٹ رسیدیں (سی ڈی آر) قابل قبول نہیں ہوں گی۔ یہ بولی کے عمل کی سالمیت اور سلامتی کو یقینی بنانے کے لیے ہے۔ فیکس کے ذریعے الیکٹرانک جمع کرائی کو محفوظ نہیں سمجھا جاتا ہے، اور دستی ترسیل دستاویزات کے ٹریل سے سمجھوتہ کر سکتی ہے۔
7. رجسٹرڈ ڈاک/کورئیر سروس کے ذریعے جمع کرانا: مہر بند بولیاں جو رجسٹرڈ ڈاک یا کورئیر سروس کے ذریعے بھیجی جاتی ہیں، انہیں این آئی ٹی میں ذکر کردہ مقررہ تاریخ اور وقت تک مقررہ دفتر تک پہنچنا ضروری ہے۔ بولی دہندہ کی ذمہ داری ہے کہ وہ اپنی بولیوں کو بروقت طریقے سے قابل اعتماد پوسٹل/کورئیر سروسز کا استعمال کرتے ہوئے روانہ کرنا یقینی بنائیں۔ ٹی ایم اے متھرا پوسٹل یا کورئیر سروسز کی وجہ سے ہونے والی تاخیر کا ذمہ دار نہیں ہوگا۔
8. ٹینڈر فارم کے ساتھ لازمی دستاویزات: درج ذیل دستاویزات لازمی ہیں اور انہیں مہر بند لفافے میں ٹینڈر فارم کے ساتھ جمع کرایا جانا چاہیے۔ ان میں سے کوئی بھی دستاویز فراہم کرنے میں ناکامی بولی کی مستردی کا باعث بن سکتی ہے:
   • i۔ لوکل کونسل بورڈ (ایل سی بی) کی تازہ رجسٹریشن: موجودہ مالی سال کے لیے لوکل کونسل بورڈ (ایل سی بی) خیبر پختونخوا کے ساتھ ایک درست اور تازہ رجسٹریشن سرٹیفکیٹ لازمی ہے۔
   • ii۔ خیبر پختونخوا ریونیو اتھارٹی (کے پی آر اے) کی تازہ رجسٹریشن: موجودہ مالی سال کے لیے خیبر پختونخوا ریونیو اتھارٹی (کے پی آر اے) کے ساتھ ایک درست اور تازہ رجسٹریشن سرٹیفکیٹ بھی لازمی ہے، جو صوبائی ٹیکس قوانین کی تعمیل کو ظاہر کرتا ہے۔
   • iii۔ بی او کیو باقاعدہ دستخط شدہ اور مہر شدہ: بل آف کوانٹٹیز (بی او کیو) دستاویز کو مکمل طور پر بھرا، دستخط شدہ اور ہر صفحہ پر بولی دینے والی فرم/ٹھیکیدار کے مجاز نمائندے کی جانب سے نرخوں اور مقداروں کی قبولیت کے ٹوکن کے طور پر مہر لگائی جانی چاہیے۔
   • iv۔ ایم ڈی/مالک کی تصدیق شدہ شناختی کارڈ کاپی: فرم/کمپنی کے منیجنگ ڈائریکٹر (ایم ڈی) یا مالک کے کمپیوٹرائزڈ نیشنل آئیڈینٹی کارڈ (سی این آئی سی) کی واضح اور تصدیق شدہ فوٹو کاپی۔ CNIC کاپی کو حکومت کے گریڈ 17 یا اس سے اوپر کے افسر سے تصدیق شدہ ہونا چاہیے تاکہ اس کی صداقت کی تصدیق کی جا سکے۔
   • v۔ فعال این ٹی این/انکم ٹیکس سرٹیفکیٹ: ٹیکس کی تعمیل اور فیڈرل بورڈ آف ریونیو (ایف بی آر) کے ساتھ رجسٹریشن کا مظاہرہ کرنے کے لیے ایک درست اور فعال نیشنل ٹیکس نمبر (این ٹی این) سرٹیفکیٹ اور انکم ٹیکس سرٹیفکیٹ درکار ہیں۔
9. کام شروع نہ کرنے پر ٹینڈر کی منسوخی: ورک آرڈر جاری کرنے کے بعد، اگر کامیاب ٹھیکیدار/فرم ورک آرڈر جاری کرنے کی تاریخ سے ایک ہفتے کے اندر کام شروع نہیں کرتی ہے، تو ٹینڈر منسوخ کر دیا جائے گا۔ ایسی صورت میں، بولی کی ضمانت (بیعانہ رقم) بھی ٹی ایم اے متھرا کو ضبط کر لی جائے گی۔ یہ شق بروقت پروجیکٹ کے آغاز کو یقینی بناتی ہے اور غیر ضروری تاخیر کو روکتی ہے۔
10. ورک کا آغاز فنڈز کی دستیابی سے مشروط: ورک آرڈرز کا اجراء اور مذکورہ بالا اسکیموں پر کام کا اصل آغاز متعلقہ سرکاری حکام کی جانب سے فنڈز کی دستیابی سے مشروط ہے۔ اگرچہ نیلامی کا عمل شروع کیا گیا ہے، لیکن منصوبوں کا اصل نفاذ مختص کردہ فنڈز کے اجراء پر منحصر ہے۔
11. سرکاری قوانین کے مطابق ٹیکس کٹوتی: مروجہ سرکاری قوانین اور ضوابط کے مطابق قابل اطلاق تمام ٹیکسز اور ڈیوٹیز ٹھیکیدار کی ادائیگیوں سے منبع پر کاٹے جائیں گے۔ بولی دہندگان کو اپنی مالی بولیاں تیار کرتے وقت ان ٹیکس مضمرات کو مدنظر رکھنا چاہیے۔
12. مساوی پیشکشوں کے لیے طریقہ کار – فری ٹاس: دو یا دو سے زیادہ بولی دہندگان سے مساوی مالی پیشکشیں موصول ہونے کی صورت میں، معاہدے کا ایوارڈ فری ٹاس (قرعہ اندازی) کے ذریعے طے کیا جائے گا۔ یہ طریقہ کار شفاف طریقے سے منعقد کیا جائے گا، اور فری ٹاس کے ذریعے کیا جانے والا فیصلہ تمام حصہ لینے والے بولی دہندگان پر حتمی اور پابند ہوگا۔
13. بی او کیو پر کٹنگ/اوور رائٹنگ پر مستردی: جمع کرائی گئی بل آف کوانٹٹیز (بی او کیو) دستاویز پر پائی جانے والی کوئی بھی کٹنگ یا اوور رائٹنگ ٹینڈر کو مسترد کرنے کے لائق بنا دے گی۔ ایسی بولیوں کو مالی بولی دستاویز میں عدم مطابقت اور ممکنہ چھیڑ چھاڑ کی وجہ سے غیر ذمہ دار قرار دیا جائے گا۔ بولی دہندگان کو مشورہ دیا جاتا ہے کہ وہ بی او کیو کو احتیاط سے بھریں اور کسی بھی قسم کی تبدیلی سے گریز کریں۔
14. خریداری کرنے والے ادارے کا بولیاں مسترد کرنے کا حق – کے پی پی آر اے رول 47: خریداری کرنے والا ادارہ (ٹی ایم اے متھرا پشاور) کے پی پی آر اے رولز-47 کی دفعات کے مطابق، کسی بھی بولی یا تجویز کی منظوری سے پہلے کسی بھی وقت تمام بولیوں یا تجاویز کو مسترد کرنے کا حق محفوظ رکھتا ہے۔ اگر خریداری کرنے والا ادارہ تمام بولیوں کو مسترد کرنے کا فیصلہ کرتا ہے، تو کے پی پی آر اے کے ضوابط کے مطابق، ایسی مستردی کی ایک جائز اور قابل جواز وجہ فراہم کی جائے گی۔
15. مستقبل کے سرکاری قوانین/ضوابط کا اطلاق: خریداری سے متعلق تمام قوانین اور ضوابط، ہدایات، یا رہنما اصول جو مستقبل میں حکومت خیبر پختونخوا کی جانب سے جاری کیے جا سکتے ہیں، اس نیلامی کے عمل اور بعد کے معاہدے کے نفاذ پر قابل اطلاق ہوں گے۔ بولی دہندگان سے توقع کی جاتی ہے کہ وہ کسی بھی قسم کی مستقبل کی ہدایات کے بارے میں باخبر رہیں۔
16. کے پی آر اے رجسٹریشن – کے پی پی آر اے رول 37(A) کے مطابق لازمی: کے پی پی آر اے رولز کی شق 37 (A) کے مطابق، تمام بولی دہندگان کے لیے خیبر پختونخوا ریونیو اتھارٹی (کے پی آر اے) کے ساتھ رجسٹرڈ ہونا لازمی ہے۔ خیبر پختونخوا میں سرکاری نیلامیوں میں حصہ لینے کے لیے یہ ایک سخت تعمیل کی شرط ہے۔
17. انشورنس بانڈ قابل قبول نہیں: کے پی پی آر اے کی جانب سے جاری کردہ مشاورتی رہنما اصولوں کے مطابق، انشورنس بانڈز کو اس نیلامی کے لیے بولی کی ضمانت یا کارکردگی کی ضمانت کی شکل کے طور پر قبول نہیں کیا جائے گا۔ بولی دہندگان کو بولی کی ضمانت کے لیے متعینہ فارمیٹس (سی ڈی آر) پر عمل کرنا ہوگا۔
18. سی ڈی آر کی تصدیق کے بعد کھلی قرعہ اندازی: کھلی قرعہ اندازی (اگر مساوی بولیوں کے لیے درکار ہو) صرف متعلقہ بینکوں سے کال ڈپازٹ رسیدوں (سی ڈی آر) کی تصدیق کے بعد کی جائے گی۔ یہ تصدیقی عمل قرعہ اندازی کے ساتھ آگے بڑھنے سے پہلے بولی دہندگان کی جانب سے جمع کرائی گئی بولی سیکیورٹیز کی صداقت اور جواز کو یقینی بنانے کے لیے ضروری ہے۔
19. کے پی پی آر اے ویب سائٹ پر شائع کردہ این آئی ٹی شرائط و ضوابط میں کسی بھی اضافے کا نفاذ: اس نوٹس انوائٹنگ ٹینڈر (این آئی ٹی) میں بیان کردہ شرائط و ضوابط میں کی جانے والی کوئی بھی اضافے، ترامیم یا وضاحتیں، چاہے اخبارات میں مشتہر کی جائیں یا کے پی پی آر اے کی ویب سائٹ پر شائع کی جائیں، کے پی پی آر اے رولز کے مطابق نافذ کی جائیں گی۔ بولی دہندگان کو مشورہ دیا جاتا ہے کہ وہ اس نیلامی نوٹس میں کسی بھی اپ ڈیٹ یا ایڈنڈا کے لیے باقاعدگی سے کے پی پی آر اے کی ویب سائٹ چیک کریں۔
