About the Punjab Intermediate Cities Improvement Investment Program (PICIP) and the Project Readiness Financing (PRF) Initiative:

The Government of Punjab, in its commitment to fostering sustainable and inclusive urban growth, has launched the Punjab Intermediate Cities Improvement Investment Program (PICIP). This ambitious program aims to enhance the quality of urban infrastructure and services in key intermediate cities across Punjab, contributing significantly to improved livability, economic vitality, and environmental sustainability. Recognizing the crucial importance of meticulous project preparation, the Asian Development Bank (ADB) has approved a Project Readiness Financing (PRF) loan, Loan No. 6029-PAK, to underpin PICIP. This PRF is specifically designed to accelerate project implementation readiness, ensuring that PICIP achieves its intended outcomes in a timely and cost-effective manner.

The PRF initiative is multifaceted and encompasses a range of critical activities, including but not limited to:

• Spatial Planning: Developing comprehensive and forward-looking spatial plans to guide urban development and ensure sustainable land use.
• Feasibility Studies: Conducting in-depth feasibility studies for priority urban infrastructure projects, particularly in water supply and sanitation, to ascertain technical, economic, and financial viability.
• Engineering Design and Construction Management (EDCM): Executing detailed engineering designs for identified projects, preparing robust bidding documents, and overseeing construction management to ensure quality and adherence to standards. This crucial component of the PRF will focus on cities such as Sargodha, Rahim Yar Khan, Muzaffargarh, Bahawalpur, D.G. Khan, Multan, and Rawalpindi.
• Operational Design and Business Model (COBM): Developing sound operational designs and sustainable business models for urban services in the aforementioned cities, ensuring long-term efficiency and financial sustainability.
• Urban Transport (Detailed Design): Undertaking detailed design work for urban transport improvements, contributing to enhanced connectivity and mobility within the cities.

To effectively execute these diverse and interconnected activities under the PRF, the Program Management Unit (PMU) of PICIP is seeking the expertise of highly qualified Individual Consultants. These consultants will play a pivotal role in ensuring the smooth and efficient progression of the PRF and laying a solid foundation for the successful implementation of PICIP’s broader urban development agenda.

The Role: Technical Advisor – A Catalyst for Urban Transformation

The PMU is currently seeking an experienced and dynamic Individual Consultant to serve as a Technical Advisor for the PRF-PUDP Project. This is a unique opportunity for a seasoned professional to contribute meaningfully to a transformative urban development initiative in Punjab.

As the Technical Advisor, you will be instrumental in providing high-level technical guidance and support to the PMU in the effective implementation of the PRF activities. You will work closely with the Program Director and other PMU team members, as well as with various consulting teams and stakeholders, to ensure the technical soundness and strategic alignment of all PRF components.

Key Responsibilities of the Technical Advisor:

• Strategic Technical Guidance: Provide expert technical advice and strategic direction to the PMU on all aspects of the PRF, ensuring alignment with best practices and international standards in urban development and infrastructure project preparation.
• Review and Quality Assurance: Conduct rigorous technical reviews of spatial plans, feasibility studies, engineering designs, operational models, and other key deliverables produced under the PRF, ensuring technical accuracy, completeness, and compliance with project objectives and ADB guidelines.
• Coordination and Integration: Facilitate effective coordination and integration among the various consulting service packages (EDCM, COBM, Urban Transport) and individual consultants involved in the PRF, ensuring a cohesive and synergistic approach to project preparation.
• Capacity Building: Provide technical mentorship and capacity building support to PMU staff and relevant government counterparts, enhancing their technical expertise and project management capabilities in urban development.
• Stakeholder Engagement: Support the PMU in engaging with key stakeholders, including government agencies, local authorities, communities, and development partners, to ensure broad-based ownership and support for the PRF and PICIP.
• Risk² Management: Assist in identifying and mitigating technical risks associated with the PRF activities, proactively addressing potential challenges and ensuring smooth project implementation.
• Reporting and Documentation: Contribute to the preparation of high-quality technical reports, progress updates, and other documentation required for effective project monitoring and reporting to ADB and other stakeholders.
• Liaison with ADB: Serve as a key technical liaison point with the Asian Development Bank (ADB), facilitating effective communication and ensuring compliance with ADB’s operational and procedural requirements.
• Knowledge Sharing and Dissemination: Facilitate the sharing of knowledge and best practices derived from the PRF activities, contributing to enhanced urban development capacity within Punjab and beyond.

Qualifications and Experience Required:

To be considered for this highly impactful role, candidates should possess the following qualifications and experience:

• Advanced Degree: A Master’s Degree or Ph.D. in Engineering (Civil, Environmental, Urban Planning, or related field), Urban Development, Economics, Public Policy, or a closely related discipline from a reputable institution.
• Extensive Experience: Minimum of 15 years of progressively responsible professional experience in urban development, infrastructure project preparation, and/or project management, preferably within developing country contexts.
• Technical Expertise: Demonstrated deep technical knowledge and experience in at least two of the following areas: urban spatial planning, water supply and sanitation infrastructure, urban transport, municipal finance, or operational design for urban services.
• ADB Project Experience: Prior experience working on projects financed by the Asian Development Bank (ADB) or other multilateral development agencies, with a strong understanding of ADB’s operational policies, procedures, and guidelines.
• Project Management Skills: Proven project management skills, including the ability to effectively plan, organize, coordinate, and monitor complex technical assignments, working under tight deadlines and delivering high-quality results.
• Communication and Interpersonal Skills: Excellent communication, presentation, and interpersonal skills, with the ability to effectively communicate technical information to diverse audiences, build consensus, and work collaboratively in a multicultural environment.
• Language Proficiency: Fluency in English is essential. Proficiency in Urdu and knowledge of the local context of Punjab would be a significant advantage.
• Computer Skills: Strong computer literacy, including proficiency in Microsoft Office Suite and relevant software applications for project management and technical analysis.

Reporting and Duration:

The Technical Advisor will report directly to the Program Director, PMU-PICIP. The consultancy is expected to be for a specific duration, to be determined based on project needs and timelines.
