HEC Pakistan Announces Interim Placement of Fresh PhDs (IPFP) Phase II – Batch VI: A Stepping Stone to Academic Careers!

The Higher Education Commission (HEC) of Pakistan is excited to announce the launch of Phase II, Batch VI of the Interim Placement of Fresh PhDs (IPFP) program. This initiative is designed to provide recent PhD graduates with an invaluable opportunity to gain academic experience and mentorship within Higher Education Institutions (HEIs) and Federal/Provincial Government postgraduate degree colleges for a period of one year before they formally enter the academic job market.

About the IPFP Program

The IPFP program is a significant step by HEC to bridge the gap between fresh PhD graduates and the academic job market. It offers a structured platform for these graduates to enhance their teaching and research skills, gain practical experience, and build professional networks. This program is open to PhD holders from all disciplines, making it a comprehensive opportunity for a wide range of academic professionals.

Eligibility Criteria:

• Nationality: Pakistani/AJK nationals.
• Age Limit: Must be under 40 years on the closing date of application.
• PhD Degree: Must hold a PhD degree from an HEC-recognized university (Pakistani or foreign), completed within the last two years preceding the advertisement.
• Research Publications: Must have published at least two research publications in HEC-recognized or indexed journals.
• Employment Status: Only unemployed applicants are eligible. However, those holding temporary or contract positions (or other sub-optimal jobs) in universities or elsewhere may apply, and if selected, will have to resign and submit a clearance certificate from their previous employer.¹

Program Rundown:

1. List Circulation: HEC will share the list of successful candidates from the pre-assessment test with recognized institutions for their “Consent to intake suitable candidates as per institution requirements.”
2. National Faculty Development Program (NFDP): After an institute consents to intake a candidate and the candidate agrees to join, they will attend up to four weeks of training under NFDP with international and national trainers (free of cost). No stipend will be paid during training.
3. Placement at Host Institutions: HEC will facilitate placement of IPFP Fellows at HEIs for one year.
4. Monetary Benefits: HEC will pay a fixed remuneration during placement, currently set at Rs. 150,000/- per month for 12 months from the date of joining.

Application Procedure:

1. Online Application: Interested applicants must apply online through the HEC E-Portal: http://portal.hec.gov.pk/ipfp for IPFP Phase II, Batch VI, by April 15, 2025, until 1600 hours.
2. Document Upload: Scanned copies of HEC-attested PhD degree and/or an equivalence certificate issued by the HEC Equivalence Section must be uploaded.²
3. Application Fee: A non-refundable application processing fee of Rs. 3000/- is to be deposited in favor of Director Finance, HEC, in Account Number 1742-79001334-01, Habib Bank Limited. The deposit slip (cash counter receipt, online, or ATM transfer receipt) must be uploaded.
4. Hard Copy Submission: Applicants must send a hard copy (printed application form) along with required documents, photograph, and original fee deposit slip to the address provided.
5. Pre-Assessment Test: Eligible applicants will appear in a mandatory pre-assessment test on Sunday, May 11, 2025.
6. NFDP Training: Top applicants with a minimum 50% score in the pre-assessment test will attend mandatory training under NFDP, followed by an evaluation test for placement eligibility.
7. Document Submission: Selected candidates must provide all required documents before training. Successful completion of NFDP is mandatory for placement as an IPFP Fellow.

• روزگار کی حیثیت: صرف بے روزگار درخواست دہندگان اہل ہیں۔ تاہم، وہ لوگ جو عارضی یا معاہدہ کی پوزیشنوں (یا دیگر ذیلی بہترین ملازمتوں) پر یونیورسٹیوں یا دیگر جگہوں پر کام کر رہے ہیں، وہ درخواست دے سکتے ہیں، اور اگر منتخب ہو جاتے ہیں، تو انہیں استعفیٰ دینا ہوگا اور اپنے پچھلے آجر سے کلیئرنس سرٹیفکیٹ جمع کرانا ہوگا۔

پروگرام کا طریقہ کار:

2. قومی فیکلٹی ڈویلپمنٹ پروگرام (NFDP): کسی ادارے کے امیدوار کو لینے پر رضامندی دینے اور امیدوار کے شامل ہونے پر راضی ہونے کے بعد، وہ بین الاقوامی اور قومی ٹرینرز کے ساتھ NFDP کے تحت چار ہفتوں تک کی تربیت میں شرکت کریں گے (مفت)۔ تربیت کے دوران کوئی وظیفہ ادا نہیں کیا جائے گا۔
3. میزبان اداروں میں تقرری: ایچ ای سی ایک سال کی مدت کے لیے IPFP فیلو کی HEIs میں تقرری میں سہولت فراہم کرے گا۔
4. مالی فوائد: ایچ ای سی تقرری کے دوران ایک مقررہ معاوضہ ادا کرے گا، جو فی الحال شمولیت کی تاریخ سے 12 ماہ کی مدت کے لیے 150,000 روپے ماہانہ مقرر ہے۔
