The Member (Energy) will be expected to undertake a wide range of responsibilities, contributing significantly to the energy sector’s development and policy landscape in Pakistan. These responsibilities include:
- Preparation of short, medium, and long-term plans/policies facilitating sustainable technology in the energy sector and prepare the country’s energy demand and supply projections for the energy sector. This involves strategic foresight and the ability to analyze complex energy systems to formulate effective plans.
- Implementation plan to implement and review energy sector plans/policies. This emphasizes the role’s involvement in not just formulating but also overseeing the execution and evaluation of energy policies.
- Guide the government and Planning Commission to address key policy challenges in the energy sector on evidence and research-based data for the sustainability of the energy sector. This underscores the advisory and analytical nature of the role, requiring the ability to provide informed recommendations based on solid research.
- Promote and introduce innovation and technological interventions to modernize the energy sector by prioritizing indigenous resources for ensuring energy security, lowering losses, and supply of sustainable and affordable energy. This highlights the importance of fostering technological advancement and self-reliance within the energy sector.
- Technical appraisal, review, monitor, and evaluate energy sector projects, programs, and related rules and advise implementing agencies in prioritize sectoral interventions and align with national policies, regional and standards while considering the alternative options, financial implications, public-private trade, foreign investment, supply and demand for energy. This involves rigorous project evaluation and ensuring alignment with broader national objectives.
- Coordinate with development partners and assist them in the relevant energy sector (country strategy). This points to the need for effective collaboration with international development organizations.
- Participate in CDWP and ECNEC meetings and facilitate forums in approval process of energy sector development projects and policies as per government sector guidelines. This involves active participation in key decision-making bodies related to development projects.
- Any other assignment assigned by the Prime Minister, Minister for Planning, DCPC, and Secretary PD&SI. This indicates the role’s flexibility and potential involvement in other high-level tasks as required.
Maximum Age Limit:
The maximum age limit for applicants is 62 years on the last date of application.
Tenure:

ممبر (توانائی) سے توقع کی جاتی ہے کہ وہ وسیع پیمانے پر ذمہ داریاں نبھائیں گے، جو پاکستان میں توانائی کے شعبے کی ترقی اور پالیسی کے منظر نامے میں نمایاں کردار ادا کریں گے۔ ان ذمہ داریوں میں شامل ہیں:
- توانائی کے شعبے میں پائیدار ٹیکنالوجی کی سہولت کے لیے قلیل، درمیانی اور طویل مدتی منصوبوں/پالیسیوں کی تیاری اور توانائی کے شعبے کے لیے ملک کی توانائی کی طلب اور رسد کی پیش گوئی تیار کرنا۔ اس میں اسٹریٹجک دور اندیشی اور موثر منصوبے وضع کرنے کے لیے پیچیدہ توانائی کے نظاموں کا تجزیہ کرنے کی صلاحیت شامل ہے۔
- توانائی کے شعبے کے منصوبوں/پالیسیوں پر عمل درآمد اور ان کا جائزہ لینے کے لیے عمل درآمد کا منصوبہ۔ اس میں نہ صرف توانائی کی پالیسیوں کی تشکیل بلکہ ان پر عمل درآمد اور ان کےEvaluation کی نگرانی میں کردار کی اہمیت پر زور دیا گیا ہے۔
- توانائی کے شعبے میں پائیداری کے لیے شواہد اور تحقیق پر مبنی اعداد و شمار کی بنیاد پر حکومت اور منصوبہ بندی کمیشن کو توانائی کے شعبے میں اہم پالیسی چیلنجوں سے نمٹنے کے لیے رہنمائی کرنا۔ یہ کردار کی مشاورتی اور تجزیاتی نوعیت کو اجاگر کرتا ہے، جس میں ٹھوس تحقیق کی بنیاد پر باخبر سفارشات فراہم کرنے کی صلاحیت درکار ہے۔
- توانائی کی سلامتی کو یقینی بنانے، نقصانات کو کم کرنے اور پائیدار اور سستی توانائی کی فراہمی کے لیے مقامی وسائل کو ترجیح دے کر توانائی کے شعبے کو جدید بنانے کے لیے جدت اور تکنیکی مداخلتوں کو فروغ دینا اور متعارف کرانا۔ یہ توانائی کے شعبے کے اندر تکنیکی ترقی اور خود انحصاری کو فروغ دینے کی اہمیت کو اجاگر کرتا ہے۔
- توانائی کے شعبے کے منصوبوں، پروگراموں اور متعلقہ قواعد کا تکنیکی جائزہ، نگرانی اور Evaluation کرنا اور سیکٹرل مداخلتوں کو ترجیح دینے اور متبادل آپشنز، مالی مضمرات، پبلک پرائیویٹ تجارت، غیر ملکی سرمایہ کاری، توانائی کی طلب اور رسد پر غور کرتے ہوئے قومی پالیسیوں، علاقائی اور معیارات کے ساتھ ہم آہنگ کرنے میں عمل درآمد کرنے والے اداروں کو مشورہ دینا۔ اس میں سخت پروجیکٹ Evaluation اور وسیع تر قومی مقاصد کے ساتھ ہم آہنگی کو یقینی بنانا شامل ہے۔
- ترقیاتی شراکت داروں کے ساتھ رابطہ کاری کرنا اور متعلقہ توانائی کے شعبے (ملک کی حکمت عملی) میں ان کی مدد کرنا۔ یہ بین الاقوامی ترقیاتی تنظیموں کے ساتھ موثر تعاون کی ضرورت کی نشاندہی کرتا ہے۔
- سی ڈی ڈبلیو پی اور ای سی این ای سی کے اجلاسات میں شرکت کرنا اور حکومتی شعبے کے رہنما خطوط کے مطابق توانائی کے شعبے کے ترقیاتی منصوبوں اور پالیسیوں کی منظوری کے عمل میں فورمز کی سہولت فراہم کرنا۔ اس میں ترقیاتی منصوبوں سے متعلق اہم فیصلہ سازی کے اداروں میں فعال شرکت شامل ہے۔
- وزیر اعظم، وزیر منصوبہ بندی، ڈی سی پی سی اور سیکرٹری پی ڈی اینڈ ایس آئی کی طرف سے تفویض کردہ کوئی بھی دیگر کام۔ یہ کردار کی لچک اور ضرورت کے مطابق دیگر اعلیٰ سطحی کاموں میں ممکنہ شمولیت کی نشاندہی کرتا ہے۔
زیادہ سے زیادہ عمر کی حد:
درخواست کی آخری تاریخ پر درخواست دہندگان کی زیادہ سے زیادہ عمر کی حد 62 سال ہے۔
مدت:
ابتدائی تقرری دو (02) سال کی مدت کے لیے ہوگی، جسے تسلی بخش کارکردگی کی بنیاد پر سالانہ (سال بہ سال) زیادہ سے زیادہ چار (04) سال تک بڑھایا جا سکتا ہے۔ یہ کارکردگی پر مبنی معاہدے اور توسیع کے امکان کی نشاندہی کرتا ہے۔
