پرائمری اینڈ سیکنڈری ہیلتھ کیئر ڈیپارٹمنٹ کے زیر انتظام ڈائریکٹوریٹ آف ڈرگز کنٹرول پنجاب میں دواسازی کے معیار اور حفاظت کا محافظ ہے۔ اس ڈائریکٹوریٹ کو صوبے بھر میں ادویات کی تیاری، درآمد، تقسیم اور فروخت کو منظم کرنے کا اہم مینڈیٹ سونپا گیا ہے۔ اس کا بنیادی مقصد اس بات کو یقینی بنا کر صحت عامہ کا تحفظ کرنا ہے کہ عوام کے لیے دستیاب تمام دواسازی مصنوعات سخت معیار، حفاظت اور افادیت کے معیار پر پورا اتریں، اور غیر معیاری یا جعلی ادویات کے پھیلاؤ کا مقابلہ کرنا ہے۔ ڈائریکٹوریٹ آف ڈرگز کنٹرول میں آسامیاں بنیادی طور پر ریگولیٹری اور نفاذ پر مبنی ہیں، جن کے لیے دواسازی کی سائنس، فارماکولوجی، ریگولیٹری افیئرز یا متعلقہ مضامین میں پس منظر رکھنے والے افراد کی ضرورت ہے۔

وضاحتی ملازمت کی ذمہ داریاں (تفصیلی ذمہ داریوں کی سرکاری اشتہار میں تصدیق ہونی باقی ہے):
سرکاری PPSC اشتہار ہر عہدے کے لیے ملازمت کی جامع تفصیل فراہم کرے گا۔ تاہم، متوقع کرداروں کی عمومی تفہیم پیش کرنے کے لیے، وضاحتی ذمہ داریاں ذیل میں درج ہیں:
1. اسسٹنٹ پروفیسر (مختلف اسپیشلائزیشنز، بشمول POPs):
- مریضوں کی نگہداشت اور کلینیکل پریکٹس: سرکاری ہسپتالوں، میڈیکل کالجوں اور ملحقہ صحت کی دیکھ بھال کی سہولیات میں اپنے اسپیشلائزڈ ایریا کے اندر مریضوں کو ماہرانہ طبی نگہداشت فراہم کرنا۔ اس میں درست تشخیص، شواہد پر مبنی علاج کی منصوبہ بندی، طبی اور جراحی کے طریقہ کار پر عمل درآمد، اور مریضوں کا جامع انتظام شامل ہے۔
- طبی تعلیم اور تربیت: انڈر گریجویٹ میڈیکل طلباء، پوسٹ گریجویٹ ریزیڈنٹس، نرسنگ طلباء، اور پیرامیڈیکل اہلکاروں کے لیے اعلیٰ معیار کے لیکچرز فراہم کرنا، پرکشش ٹیوٹوریلز منعقد کرنا، کلینیکل تدریسی سیشنز کی قیادت کرنا اور عملی مظاہرے کرنا۔ نصاب کی تیاری، تشخیصی ڈیزائن اور تعلیمی جدت طرازی میں اپنا حصہ ڈالنا۔
- تحقیق اور علمی سرگرمیاں: اپنی خصوصیت کے اندر تحقیقی منصوبوں میں فعال طور پر مشغول ہونا، طبی علم کے ذخیرے میں پیئر ریویو جرائد میں اشاعتوں کے ذریعے اپنا حصہ ڈالنا، قومی اور بین الاقوامی کانفرنسوں میں تحقیقی نتائج پیش کرنا، اور تحقیقی کوششوں کے لیے گرانٹ فنڈنگ حاصل کرنا۔
- انتظامی اور ادارہ جاتی خدمت: محکمہ جاتی اور ادارہ جاتی انتظامی کاموں میں حصہ لینا، کمیٹیوں میں خدمات انجام دینا، تعلیمی منصوبہ بندی اور پالیسی سازی میں اپنا حصہ ڈالنا، اور طبی ادارے کے مجموعی طور پر موثر آپریشن میں تعاون کرنا۔
- رہنمائی اور نگرانی: جونیئر طبی عملے، ریزیڈنٹس، اور میڈیکل طلباء کو رہنمائی، رہنمائی اور نگرانی فراہم کرنا، ان کی پیشہ ورانہ ترقی، کلینیکل مہارتوں اور اخلاقی پریکٹس کو فروغ دینا۔
- پیشہ ورانہ ترقی اور مسلسل سیکھنا: اپنی تیزی سے ترقی پذیر طبی خصوصیت میں مہارت کو برقرار رکھنا، مسلسل پیشہ ورانہ ترقی کی سرگرمیوں میں مشغول رہنا، کانفرنسوں، ورکشاپس میں شرکت کرنا اور طبی پیشرفت میں سب سے آگے رہنے کے لیے جدید تربیت حاصل کرنا۔
- اخلاقی اور پیشہ ورانہ طرز عمل: اپنی طبی پریکٹس، تدریس، تحقیق اور مریضوں، ساتھیوں اور وسیع تر کمیونٹی کے ساتھ تعاملات کے تمام پہلوؤں میں اعلیٰ ترین اخلاقی اور پیشہ ورانہ معیارات پر عمل کرنا۔
2. ایسوسی ایٹ پروفیسر پیڈیاٹرک نیفرولوجی:
- پیڈیاٹرک نیفرولوجی میں ماہر کلینیکل سروسز: گردے کی بیماریوں میں مبتلا شیر خوار بچوں، بچوں اور نوعمروں کے لیے اعلیٰ ترین سطح کی اسپیشلائزڈ تشخیصی، علاج معالجے اور طویل مدتی انتظامی خدمات فراہم کرنا۔ اس میں جدید نیفرولوجیکل مداخلتوں، ڈائیلاسز، ٹرانسپلانٹیشن اور دیگر اسپیشلائزڈ علاج کی ضرورت والے پیچیدہ اور نازک معاملات کا انتظام کرنا شامل ہے۔
- پیڈیاٹرک نیفرولوجی میں قیادت اور پروگرام کی ترقی: ترتیری نگہداشت کے ہسپتال یا طبی ادارے کے اندر پیڈیاٹرک نیفرولوجی یونٹ یا ڈیپارٹمنٹ کی ترقی اور انتظام میں قائدانہ کردار ادا کرنا۔ کلینیکل نگہداشت کے اعلیٰ ترین معیارات قائم اور برقرار رکھنا، پیڈیاٹرک نیفرولوجی کے مریضوں کے لیے اسپیشلائزڈ پروگرام تیار کرنا، اور خصوصیت کے اندر کوالٹی میں بہتری کے اقدامات کی قیادت کرنا۔
- اعلیٰ طبی تعلیم اور تحقیقی قیادت: پیڈیاٹرک نیفرولوجی میں اسپیشلائزیشن کرنے والے پوسٹ گریجویٹ فیلو اور ریزیڈنٹس کے لیے اعلیٰ طبی تعلیم اور تربیتی پروگراموں کی قیادت اور شرکت کرنا۔ جدید تحقیقی منصوبوں کی قیادت کرنا، تحقیقی فنڈنگ حاصل کرنا، اعلیٰ درجہ کے طبی جرائد میں بااثر تحقیق شائع کرنا، اور ڈیپارٹمنٹ کے اندر تحقیق اور جدت طرازی کی ثقافت کو فروغ دینا۔
- بین الضابطہ تعاون اور مریض پر مبنی نگہداشت: پیچیدہ طبی ضروریات کے حامل بچوں کے لیے جامع، مربوط اور مریض پر مبنی نگہداشت کو یقینی بنانے کے لیے دیگر طبی ماہرین، بشمول پیڈیاٹرک، سرجن، ریڈیولوجسٹ، انٹنسیوسٹ اور دیگر متعلقہ مضامین کے ساتھ مضبوط باہمی تعاون پر مبنی تعلقات کو فروغ دینا۔
- پیڈیاٹرک نیفرولوجی کے لیے پالیسی کی ترقی اور وکالت: ادارہ جاتی، محکمہ جاتی اور صوبائی پالیسیوں اور رہنما خطوط کی تیاری میں اپنا حصہ ڈالنا جو پیڈیاٹرک نیفرولوجی سے متعلق ہوں۔ تمام سطحوں پر گردے کی بیماریوں میں مبتلا بچوں کے لیے بہتر وسائل، بہتر خدمات اور بڑھتی ہوئی آگاہی کی وکالت کرنا۔
- پیڈیاٹرک نیفرولوجی میں رہنمائی اور فیکلٹی کی ترقی: پیڈیاٹرک نیفرولوجی ڈویژن کے اندر جونیئر فیکلٹی ممبران، فیلوز اور ریزیڈنٹس کی رہنمائی کرنا۔ فیکلٹی ڈویلپمنٹ پروگراموں میں اپنا حصہ ڈالنا، تعلیمی فضیلت کو فروغ دینا، اور شعبے میں مستقبل کے لیڈروں کی نشوونما کرنا۔
3. ڈرگ کنٹرول آفیسر (ڈائریکٹوریٹ آف ڈرگز کنٹرول، پنجاب – اندازہ شدہ آسامی):
- ریگولیٹری معائنہ اور نفاذ: دواسازی کی مینوفیکچرنگ سہولیات، فارمیسیوں، تھوک ڈسٹری بیوٹرز اور دواسازی کی سپلائی چین میں شامل دیگر اداروں کا معمول اور اچانک معائنہ کرنا تاکہ ڈرگ قوانین، دواسازی کے ضوابط اور معیار کے معیارات کی سختی سے تعمیل کو یقینی بنایا جا سکے۔ خلاف ورزیوں کی نشاندہی اور دستاویز کرنا، اور قانونی دفعات کے مطابق نفاذ کی کارروائی کرنا شروع کرنا۔
- ڈرگ سیمپلنگ اور کوالٹی اشورینس: جانچ کے لیے سپلائی چین میں مختلف مقامات سے حکمت عملی کے تحت ادویات کے نمونے جمع کرنا اور تجزیہ کرنا۔ اس بات کو یقینی بنانا کہ مارکیٹ میں گردش کرنے والی تمام دواسازی مصنوعات معیار، حفاظت اور افادیت کے مقررہ معیار پر پورا اترتی ہیں، اس طرح غیر معیاری ادویات سے صحت عامہ کی حفاظت کی جاتی ہے۔

- دواسازی کی لائسنسنگ اور رجسٹریشن: دواسازی کی مینوفیکچرنگ کی سہولیات، فارمیسیوں اور دواسازی کی مصنوعات کو لائسنس دینے اور رجسٹر کرنے کے محتاط عمل میں حصہ لینا۔ اس بات کو یقینی بنانا کہ تمام لائسنس یافتہ ادارے اور رجسٹرڈ مصنوعات آپریٹ کرنے یا عوام کو مارکیٹ کرنے کی اجازت دینے سے پہلے سخت ریگولیٹری تقاضوں کو پورا کرتی ہیں۔
- ڈرگ کنٹرول سے متعلق قانونی اور عدالتی کارروائی: ڈرگ قوانین اور ضوابط کی خلاف ورزی کرنے والے افراد اور کمپنیوں کے خلاف قانونی کارروائی کے لیے جامع مقدمات تیار کرنا۔ ڈائریکٹوریٹ آف ڈرگز کنٹرول کی عدالت کی کارروائی میں نمائندگی کرنا، ماہرانہ گواہی فراہم کرنا اور ڈرگ کنٹرول کے اقدامات کو نافذ کرنے کے لیے فعال طور پر قانونی علاج حاصل کرنا۔
- محفوظ ادویات کے استعمال کے بارے میں عوامی آگاہی اور تعلیم: ادویات کے محفوظ اور عقلی استعمال، جعلی ادویات سے وابستہ خطرات، لائسنس یافتہ فارمیسیوں سے ادویات خریدنے کی اہمیت، اور صحت عامہ کے تحفظ میں ڈائریکٹوریٹ آف ڈرگز کنٹرول کے مجموعی کردار کے بارے میں عوام کو تعلیم دینے کے لیے موثر عوامی آگاہی مہمیں ڈیزائن اور ان پر عمل درآمد کرنا۔
- ڈرگ کنٹرول کی سرگرمیوں پر ڈیٹا مینجمنٹ اور رپورٹنگ: تمام معائنوں، نفاذ کی کارروائیوں، لائسنسنگ کی سرگرمیوں، اور ادویات کے معیار کی جانچ کے نتائج کا درست اور تازہ ترین ریکارڈ برقرار رکھنا۔ پنجاب میں ڈرگ کنٹرول کی سرگرمیوں سے متعلق جامع رپورٹس، شماریاتی خلاصے، اور تجزیاتی جائزے تیار کرنا، پالیسی اور آپریشنل بہتری کے لیے ڈیٹا پر مبنی بصیرت فراہم کرنا۔
- سٹیک ہولڈرز کے ساتھ تعاون اور رابطہ کاری: مختلف سٹیک ہولڈرز، بشمول دیگر سرکاری ایجنسیاں (صحت، قانون نافذ کرنے والے ادارے، کسٹمز)، دواسازی کی صنعت کی انجمنیں، صحت کی دیکھ بھال کے پیشہ ور افراد کی تنظیمیں، اور بین الاقوامی ریگولیٹری باڈیز کے ساتھ موثر کام کرنے والے تعلقات قائم کرنا اور برقرار رکھنا تاکہ ڈرگ کنٹرول کے لیے مربوط اور جامع انداز کو یقینی بنایا جا سکے۔
- پالیسی پر عمل درآمد اور ریگولیٹری جائزہ: نئی ڈرگ کنٹرول پالیسیوں کے نفاذ میں فعال طور پر حصہ لینا، موجودہ ضوابط کے جائزے اور اپ ڈیٹ کرنے میں اپنا حصہ ڈالنا، اور دواسازی کی ریگولیشن اور نفاذ میں ابھرتے ہوئے چیلنجز سے نمٹنے اور عالمی بہترین طریقوں کو شامل کرنے کے لیے ریگولیٹری حکمت عملیوں کو اپنانا۔
عمومی اہلیت کا معیار اور تجربہ (یقینی ضروریات کے لیے سرکاری PPSC اشتہار سے رجوع کریں):
تفصیلی سرکاری PPSC اشتہار نمبر 05/2025 میں ہر عہدے کے لیے درکار قطعی قابلیت اور تجربہ کی وضاحت کی جائے گی۔ تاہم، عام طور پر، پنجاب حکومت اور PPSC کے اندر اس نوعیت کے عہدوں کے لیے، عام طور پر درج ذیل معیار کی توقع کی جاتی ہے:
- اسسٹنٹ پروفیسر اور ایسوسی ایٹ پروفیسر کے عہدوں کے لیے:
- ضروری تعلیمی قابلیت: MBBS یا مساوی طبی قابلیت جو پاکستان میڈیکل اینڈ ڈینٹل کونسل (PMDC) یا پاکستان میڈیکل کمیشن (PMC) کے ساتھ باقاعدہ تسلیم شدہ اور رجسٹرڈ ہو۔ متعلقہ طبی خصوصیت میں پوسٹ گریجویٹ اسپیشلائزیشن قابلیت (FCPS, FRCS, MRCP, MD, MS, یا مساوی) لازمی ہے۔
- متعلقہ پیشہ ورانہ تجربہ: اسسٹنٹ پروفیسر کے کردار کے لیے، بالعموم متعلقہ طبی خصوصیت میں فیلوشپ کے بعد کم از کم 3 سال کے تجربے کی ضرورت ہوتی ہے۔ ایسوسی ایٹ پروفیسر کے عہدوں کے لیے، تسلیم شدہ میڈیکل جرائد اور تدریسی تجربے میں اشاعتوں کے قابل عمل ریکارڈ کے ساتھ فیلوشپ کے بعد 5-7 سال کا تجربہ عموماً متوقع ہے۔ مخصوص تجربہ کی مدت اور تقاضے سرکاری PPSC اشتہار میں ہر اسپیشلائزیشن کے لیے واضح طور پر تفصیل سے بتائے جائیں گے۔
- تحقیقی اشاعتیں (خاص طور پر ایسوسی ایٹ پروفیسر کے لیے): ایسوسی ایٹ پروفیسر کے عہدوں کے لیے، معروف، انڈیکسڈ میڈیکل جرائد میں تحقیقی اشاعتوں کی ایک اہم تعداد ایک اہم شرط ہے، جو علمی سرگرمیوں اور طبی علم میں شراکت کے عزم کو ظاہر کرتی ہے۔
- ڈرگ کنٹرول آفیسر کے عہدے کے لیے (اندازہ شدہ):
- کم از کم تعلیمی قابلیت: کسی تسلیم شدہ اور معروف یونیورسٹی یا ادارے سے بیچلر آف فارمیسی (B.Pharm) یا Pharm-D (ڈاکٹر آف فارمیسی) کی ڈگری۔ فارمیسی، فارماکولوجی، فارماسیوٹیکل کیمسٹری، فارماسیوٹیکل ریگولیٹری افیئرز، یا متعلقہ شعبے میں ماسٹر ڈگری کو فائدہ مند سمجھا جا سکتا ہے، خاص طور پر سینئر لیول کے عہدوں کے لیے۔
- متعلقہ پیشہ ورانہ تجربہ: اگرچہ دواسازی کے ریگولیٹری افیئرز، ڈرگ کوالٹی کنٹرول، دواسازی کی صنعت کے آپریشنز یا قریبی متعلقہ شعبے میں سابقہ تجربہ انتہائی مطلوبہ ہو سکتا ہے، لیکن یہ انٹری لیول ڈرگ کنٹرول آفیسر کے عہدوں کے لیے سختی سے لازمی نہیں ہو سکتا ہے۔ مخصوص تجربہ کی ضروریات، اگر کوئی ہیں، سرکاری PPSC اشتہار میں واضح طور پر بیان کی جائیں گی۔
PPSC بھرتی کے عمومی شرائط و ضوابط (سرکاری PPSC ضوابط سے مشروط):
- بھرتی کا اختیار: بھرتی کا پورا عمل پنجاب پبلک سروس کمیشن (PPSC) کے زیر انتظام اور منعقد کیا جائے گا، جس سے شفافیت اور میرٹ پر مبنی انتخاب کو یقینی بنایا جائے گا۔
- درخواست کا طریقہ کار: تمام درخواستیں PPSC کی سرکاری ویب سائٹ: www.ppsc.gop.pk کے ذریعے خصوصی طور پر آن لائن جمع کرائی جانی ہیں۔ کسی اور طریقے سے جمع کرائی گئی درخواستوں پر غور نہیں کیا جائے گا۔
- اشتہار کا حوالہ: یہ بھرتی مہم PPSC اشتہار نمبر 05/2025 کے تحت چلائی جا رہی ہے۔ امیدواروں کو چاہیے کہ وہ اپنی تمام خط و کتابت اور درخواست کے اندراجات میں اس اشتہار نمبر کا واضح طور پر حوالہ دیں۔
