The People’s Information Technology Program (PITP), an initiative of the Government of Sindh, implemented in collaboration with Mehran University of Engineering and Technology (MUET), Jamshoro, invites Expressions of Interest (EOI) from qualified institutions and training centers to provide logistics support for conducting free IT certification courses across Sindh. The PITP aims to empower youth with essential IT skills, bridging the digital divide and fostering economic growth.


Program Overview: The People’s Information Technology Program (PITP).

The People’s Information Technology Program is a fully funded initiative by the Government of Sindh designed to provide free IT training and certifications in emerging technologies. The program is being implemented in partnership with leading institutions such as MUET Jamshoro, NED University Karachi, and Sukkur IBA University. The PITP seeks to equip underprivileged youth with in-demand digital skills to enhance their employability and contribute to the growing IT industry.

Key Features of The People’s Information Technology Program (PITP):

  • Free IT Certifications: Courses include Digital Marketing, Web Development, Graphic Design, Python Programming, Data Science, E-commerce, Database Administration, Mobile App Development, and more.
  • Duration: Each course runs for two months with classes held five days a week.
  • Training Centers: Fully equipped centers are operational in Jamshoro, Hyderabad, Mirpurkhas, Dadu, Umerkot, Thatta, and Badin.
  • Eligibility: Youth aged 22 years or younger who have completed HSC (Intermediate) or equivalent education and are not currently enrolled in any full-time university degree program.

Scope of Work The People’s Information Technology Program (PITP).

Selected institutions or training centers will be responsible for providing logistical support to ensure the smooth implementation of PITP courses. The scope of work includes:

  1. Provision of Training Facilities:
  • Fully equipped classrooms with computers, projectors, high-speed internet connectivity, and backup power supply.
  • Comfortable seating arrangements for students and instructors.
  1. Course Coordination:
  • Assist in organizing training schedules and managing registrations.
  • Maintain attendance records and ensure proper communication with participants.
  1. Technical Support:
  • On-site technical assistance during training sessions.
  • Ensure functionality of IT equipment and software installations.
  1. Material Distribution:
  • Supply course materials such as manuals, notebooks, pens, and other stationery.
  • Provide digital resources required for specific courses.
  1. Monitoring and Reporting:
  • Monitor training progress and submit regular updates to PITP coordinators.
  • Collect participant feedback to assess course effectiveness.
  1. Compliance with Standards:
  • Ensure adherence to government regulations and PITP guidelines during course delivery.

Eligibility Criteria: The People’s Information Technology Program (PITP).

Institutions or centers applying for this EOI must meet the following criteria:

  1. Registration:
  • Must be a registered organization with valid documentation under relevant authorities in Pakistan.
  1. Experience:
  • A minimum of three years’ experience in providing educational or IT training services.
  1. Infrastructure:
  • Availability of fully equipped training facilities in one or more cities listed under PITP.
  1. Technical Expertise:
  • Proven expertise in managing IT-related training programs.
  1. Financial Stability:
  • Evidence of financial capability to undertake large-scale projects.
  1. References:
  • At least two references from previous clients or projects related to education or IT training services.

Interested institutions or centers are required to follow these steps to submit their Expression of Interest:

  1. EOI Documents:
  • Obtain the EOI documents from Mehran University’s official website at pitp.muet.edu.pk or from MUET Jamshoro’s office during working hours.
  1. Proposal Submission:
  • Prepare a detailed proposal including:
    • Organizational profile.
    • Description of available facilities.
    • Proposed logistical support plan.
    • Cost estimates for services offered.
    • Compliance with eligibility criteria.
  1. Submission Deadline: The People’s Information Technology Program (PITP).
  • Submit your proposal in a sealed envelope clearly marked as “Expression of Interest for PITP Logistics Support” by February 12, 2025.

    Proposals will be opened on February 16, 2025, at 11 AM at MUET Jamshoro’s office in the presence of applicants or their authorized representatives.

Evaluation Process: The People’s Information Technology Program (PITP).

All proposals will be evaluated based on the following criteria:

  • Compliance with eligibility requirements.
  • Quality and feasibility of the proposed logistical support plan.
  • Experience and past performance in similar projects.
  • Cost-effectiveness of services offered.
  • Availability of infrastructure and technical resources.

The PITP management reserves the right to reject any or all proposals without assigning any reason.
