The Office of the Project Director, Local Government Project, Government of Sindh, invites sealed bids from eligible firms and contractors for various development projects aimed at enhancing local governance and infrastructure in Sindh. Scope of Work
The successful bidders will be required to undertake the following tasks:

Eligibility Criteria

- Experience: A minimum of three years’ experience in executing similar projects is required.
- Financial Capability: Bidders must demonstrate financial stability through bank statements or financial reports.
- Technical Expertise: Bidders should have qualified personnel with relevant qualifications and experience in project management.
- Tax Compliance: A valid tax clearance certificate from the Federal Board of Revenue (FBR) must be provided.
Tender Submission Process
- Tender Documents: Interested bidders can obtain the tender documents from the Office of the Project Director or download them from the official website of the Local Government Department, Sindh. A non-refundable fee of PKR 5,000 is required for the tender documents.
- Submission Deadline: All bids must be submitted electronically through the designated e-tendering portal by February 15, 2025, at 11:00 AM PKT. Late submissions will not be considered.
- Opening of Bids: Bids will be opened on the same day at 12:00 PM PKT in the presence of bidders or their authorized representatives.
- Bid Security: Each bid must include a bid security amounting to 2% of the total bid value in the form of a Pay Order or Bank Draft made out to the Local Government Department.
Evaluation Criteria
Bids will be evaluated based on:

پروject ڈائریکٹر کے دفتر، مقامی حکومت کے منصوبے، سندھ حکومت نے مقامی حکمرانی اور بنیادی ڈھانچے کو بڑھانے کے لیے مختلف ترقیاتی منصوبوں کے لیے اہل کمپنیوں اور ٹھیکیداروں سے سیلڈ بولیاں طلب کی ہیں۔ یہ دعوت ایک ایک مرحلے میں دو لفافے کی بولی کے طریقہ کار کے تحت جاری کی گئی ہے تاکہ شفافیت اور مسابقت کو یقینی بنایا جا سکے۔
کام کا دائرہ
کامیاب بولی دہندگان کو درج ذیل کام انجام دینے کی ضرورت ہوگی:
- انفراسٹرکچر کی ترقی: اس میں سڑکوں، پلوں، اور عوامی عمارتوں کی تعمیر اور بحالی شامل ہے تاکہ مقامی کمیونٹیز میں رسائی اور خدمات کو بہتر بنایا جا سکے۔
- پانی کی فراہمی کے منصوبے: دیہی اور شہری علاقوں میں صاف پینے کے پانی تک رسائی کو یقینی بنانے کے لیے پانی کی فراہمی کے منصوبوں کا نفاذ۔
- صفائی ستھرائی کی خدمات: نکاسی آب کے نظام اور کچرے کے انتظام کی سہولیات کی ترقی اور دیکھ بھال۔
- کمیونٹی ترقیاتی پروگرام: ہدف شدہ علاقوں میں تعلیم، صحت کی خدمات، اور مجموعی زندگی کے معیار کو بہتر بنانے کے لیے اقدامات۔
- مشاورتی خدمات: منصوبے کے ڈیزائن، نفاذ کی حکمت عملیوں، اور نگرانی و تشخیص کے عمل پر ماہر مشاورت فراہم کرنا۔
اہلیت کے معیار
اس ٹینڈر کے لیے اہل ہونے کے لیے بولی دہندگان کو درج ذیل معیار پر پورا اترنا ہوگا:
- رجسٹریشن: پاکستان میں متعلقہ حکام کے ساتھ ایک رجسٹرڈ ادارہ ہونا چاہیے۔
- تجربہ: اسی نوعیت کے منصوبوں پر کام کرنے کا کم از کم تین سال کا تجربہ درکار ہے۔
- مالی صلاحیت: بینک بیانات یا مالی رپورٹس کے ذریعے مالی استحکام کا مظاہرہ کرنا ہوگا۔
- تکنیکی مہارت: بولی دہندگان کو اہل افراد فراہم کرنے چاہئیں جن کی متعلقہ قابلیت اور تجربہ ہو۔
- ٹیکس کی تعمیل: وفاقی بورڈ آف ریونیو (ایف بی آر) سے درست ٹیکس کلیئرنس سرٹیفکیٹ فراہم کرنا ہوگا۔
ٹینڈر جمع کرانے کا طریقہ کار
- ٹینڈر دستاویزات: دلچسپی رکھنے والے بولی دہندگان پروجیکٹ ڈائریکٹر کے دفتر سے ٹینڈر دستاویزات حاصل کر سکتے ہیں یا انہیں سندھ حکومت کی مقامی حکومت کے محکمے کی سرکاری ویب سائٹ سے ڈاؤن لوڈ کر سکتے ہیں۔ ٹینڈر دستاویزات کے لیے غیر واپسی فیس PKR 5,000 درکار ہے۔
- جمع کرانے کی آخری تاریخ: تمام بولیاں الیکٹرانک طور پر مخصوص ای ٹینڈرزنگ پورٹل کے ذریعے جمع کرانی ہوں گی جو کہ 15 فروری، 2025 کو صبح 11:00 بجے PKT تک ہونی چاہئیں۔ دیر سے جمع کرائی گئی بولیاں قبول نہیں کی جائیں گی۔
- بولیوں کا کھولنا: بولیاں اسی دن دوپہر 12:00 بجے PKT پر کھولی جائیں گی، جس میں بولی دہندگان یا ان کے مجاز نمائندے موجود ہوں گے۔
- بولی سیکیورٹی: ہر بولی میں کل بولی کی قیمت کا 2% سیکیورٹی شامل ہونی چاہیے جو مقامی حکومت کے محکمے کے حق میں پی او یا بینک ڈرافٹ کی صورت میں ہو۔
تشخیصی معیار
بولیوں کا اندازہ درج ذیل بنیادوں پر لگایا جائے گا:
- ٹینڈر دستاویزات میں بیان کردہ تکنیکی وضاحتوں کے ساتھ مطابقت۔
- مالی صلاحیت اور قیمتوں کی مسابقت۔
- اسی طرح کے منصوبوں میں پچھلا تجربہ اور کارکردگی کا ریکارڈ۔
پروject ڈائریکٹر کا دفتر کسی بھی یا تمام بولیوں کو بغیر کسی وجہ بتائے مسترد کرنے کا حق محفوظ رکھتا ہے۔
