Invitation for E-Bids (Electronic Bidding):
The Tehsil Municipal Administration (TMA), Peshawar, invites sealed electronic bids from eligible and qualified contractors for the execution of various development projects. These include the construction of pavements, sanitation work, repair of transformers, and solarization initiatives. The projects aim to enhance urban infrastructure, improve public health, and promote sustainable energy solutions in Peshawar.

This tender is open to all eligible contractors, firms, and organizations with proven experience in similar projects. Successful bidders will be responsible for delivering high-quality work that adheres to technical specifications, timelines, and budgetary constraints.
Scope of Work
The scope of work includes, but is not limited to, the following tasks:
- Construction of Pavements:
- Construction of durable and aesthetically pleasing pavements in designated areas.
- Use of high-quality materials to ensure longevity and resistance to wear and tear.
- Compliance with urban planning and design guidelines.
- Sanitation Work:
- Installation and maintenance of drainage systems to prevent waterlogging.
- Cleaning and desilting of existing drains and sewers.
- Implementation of waste management solutions to improve cleanliness in public spaces.
- Repair of Transformers:
- Inspection and repair of damaged or non-functional transformers.
- Upgrading outdated electrical infrastructure to enhance reliability.
- Ensuring compliance with safety standards and regulations.
- Solarization Initiatives:
- Installation of solar panels on public buildings and streetlights.
- Development of renewable energy solutions to reduce dependency on conventional power sources.
- Integration of solar systems with existing electrical grids.
- Additional Requirements:
- Comprehensive warranty and after-service agreements.
- Training of municipal staff on the operation and maintenance of newly installed systems.
- Adherence to environmental and safety standards throughout the project lifecycle.
Eligibility Criteria for Bidders
To participate in this e-bidding process, bidders must meet the following eligibility criteria:
- Legal Status:
- Registered as a legal entity under the laws of Pakistan.
- Valid trade license and tax compliance certificates.
- Experience:
- Minimum 5 years of experience in executing similar infrastructure projects.
- Proven track record of successful completion of public or private sector contracts.
- Financial Capacity:
- Adequate financial resources to fulfill the contract requirements.
- Audited financial statements for the last three years.
- Technical Qualifications:
- Qualified technical staff capable of handling complex construction and electrical work.
- Access to modern equipment and tools required for the projects.
- Compliance:
- Adherence to anti-corruption policies and ethical business practices.
- Compliance with local labor laws and environmental regulations.
Submission of Bids
Interested bidders are required to submit their bids electronically through the official e-bidding portal of the TMA Peshawar. The following details must be included:

- Submission Deadline: February 20, 2025
Important Instructions:
- Bids must be accompanied by a valid bid security deposit of PKR 1,000,000 (or equivalent in percentage of the total bid value).
- Late submissions will not be accepted under any circumstances.
- Bids will be opened electronically on February 21, 2025, at 10:00 AM in the presence of bidders or their authorized representatives.
Evaluation Criteria
Bids will be evaluated based on the following criteria:
- Technical Evaluation (60%):
- Quality and specifications of the proposed work.
- Experience and qualifications of the bidder.
- Availability of after-service agreements and warranty terms.
- Financial Evaluation (40%):
- Competitive pricing and cost-effectiveness.
- Payment terms and conditions.
The bidder offering the best combination of technical and financial proposals will be awarded the contract.
Terms and Conditions
- The TMA Peshawar reserves the right to accept or reject any or all bids without assigning any reason.
- The successful bidder will be required to sign a contract agreement within 15 days of receiving the award notification.
- All disputes arising from this tender will be resolved under the jurisdiction of the courts of Peshawar.

کام کا دائرہ
کام کا دائرہ درج ذیل کاموں پر مشتمل ہے، لیکن ان تک محدود نہیں ہے:
- پیومنٹس کی تعمیر:
- مخصوص علاقوں میں دائمی اور خوبصورت پیومنٹس کی تعمیر۔
- لمبی عمر اور استحکام کے لیے اعلیٰ معیار کے مواد کا استعمال۔
- شہری منصوبہ بندی اور ڈیزائن کے اصولوں کی پابندی۔
- صفائی کا کام:
- پانی کی تجمع کو روکنے کے لیے نکاسی نظام کی نصبی اور دیکھ بھال۔
- موجودہ نالوں اور نالیوں کی صفائی اور رسوب کو دور کرنا۔
- عوامی جگہوں کی صفائی کو بہتر بنانے کے لیے ضائع مواد کی مدیریت کے حل۔
- ٹرانسفارمرز کی مرمت:
- کمزور یا غیر کارآمد ٹرانسفارمرز کا جائزہ اور مرمت۔
- بجلی کی زیربناوٹ کو تازہ کرنا تاکہ اعتماد پذیری بڑھے۔
- سلامتی کے معیاروں اور قوانین کی پابندی۔
- سولرائزیشن کے منصوبے:
- عوامی عمارتوں اور سڑکوں کے لائٹس پر سولر پینلز کی نصبی۔
- قابل تجدید توانائی کے حل تیار کرنا تاکہ روایتی توانائی کے ذرائع پر انحصار کم ہو۔
- موجودہ بجلی کے گرڈ کے ساتھ سولر سسٹم کی تلفیق۔
- اضافی ضروریات:
- مکمل وارنٹی اور افٹر سروس معاہدے۔
- نئی نصب کردہ سسٹم کے آپریشن اور دیکھ بھال پر میونسپل عملے کی تربیت۔
- منصوبے کے دوران ماحولیاتی اور سلامتی کے معیاروں کی پابندی۔
مناقصہ دہندگان کے لیے اہلیت کی شرائط
اس ای-مناقصہ کے عمل میں شرکت کے لیے مناقصہ دہندگان کو درج ذیل شرائط پوری کرنا ہوں گی:
- قانونی حیثیت:
- پاکستان کے قوانین کے تحت قانونی ادارے کے طور پر رجسٹرڈ ہونا۔
- درست تجارتی لائسنس اور ٹیکس کمپلائنٹ سرٹیفکیٹس۔
- تجربہ:
- مشابہ زیربناوٹ کے منصوبوں کے نافذ کرنے کا کم از کم 5 سال کا تجربہ۔
- عوامی یا نجی شعبے میں کامیاب معاہدے کا ثابت کردہ ریکارڈ۔
- مالی صلاحیت:
- معاہدے کی ضروریات کو پورا کرنے کے لیے کافی مالی وسائل۔
- آخری تین سال کے ادائیگی شدہ مالی بیانات۔
- فنی اہلیت:
- پیچیدہ تعمیراتی اور بجلی کے کام کو سنبھالنے کے لیے ماہر فنی عملے کی موجودگی۔
- منصوبوں کے لیے جدید آلات اور ٹولز کی دستیابی۔
- تعمیل:
- فساد مخالف پالیسیوں اور اخلاقی کاروباری رویے کی تعمیل۔
- مقامی مزدوری کے قوانین اور ماحولیاتی اصولوں کی تعمیل۔
مناقصہ جات کی درخواست
دلچسپ مناقصہ دہندگان سے درخواست کی جاتی ہے کہ ان کے مناقصے TMA پشاور کے سرکاری ای-مناقصہ پورٹل کے ذریعے الیکٹرانک طور پر داخل کریں۔ درج ذیل تفصیلات شامل کی جائیں:
- مناقصہ کا عنوان: پیومنٹس کی تعمیر، صفائی کا کام، ٹرانسفارمرز کی مرمت، اور سولرائزیشن کے منصوبے
- مناقصہ دہندہ کا نام اور رابطہ معلومات
- آخری تاریخ: 20 فروری 2025
مهم ہدایات:
- مناقصے کے ساتھ درست مناقصہ سکیورٹی ڈپازٹ پنجاب ریاستی روپے 1,000,000 (یا کل مناقصہ کی قیمت کا مساوی فیصد) شامل ہونا ضروری ہے۔
- دیر سے بھیجے گئے مناقصے کسی بھی حال میں قبول نہیں کیے جائیں گے۔
- مناقصے 21 فروری 2025 کو صبح 10:00 بجے الیکٹرانک طور پر کھولے جائیں گے، جس میں مناقصہ دہندگان یا ان کے مجاز نمائندوں کی موجودگی میں ہوگا۔
ارزیابی کے معیار
مناقصے درج ذیل معیاروں کے مطابق ارزیابی کیے جائیں گے:
- فنی ارزیابی (60%):
- پیش کیے گئے کام کی کیفیت اور مواصفات۔
- مناقصہ دہندہ کا تجربہ اور اہلیت۔
- افٹر سروس معاہدے اور وارنٹی شرائط کی دستیابی۔
- مالی ارزیابی (40%):
- مقابلہ کرنے والی قیمت اور لاگت کی مؤثریت۔
- ادائیگی کی شرائط اور حالات۔
فنی اور مالی پروپوزل کے بہترین ترکیب کی پیش کش کرنے والا مناقصہ دہندہ معاہدہ حاصل کرے گا۔
شرائط و ضوابط
- TMA پشاور کا حق محفوظ ہے کہ وہ کسی بھی یا تمام مناقصوں کو بغیر کسی وجہ بتائے قبول یا رد کر دے۔
- کامیاب مناقصہ دہندہ کو ایوارڈ کی اطلاع دریافت کرنے کے بعد 15 دنوں کے اندر معاہدہ دستخط کرنا ہوگا۔
- اس مناقصہ سے پیدا ہونے والے تمام جھگڑے پشاور کے عدالتی اختیار کے تحت حل کیے جائیں گے۔
