The Federal Board of Revenue (FBR), Government of Pakistan, has officially invited applications from qualified and experienced legal advocates for appointment on the Panel of Advocates (Service Law) under reference PID(I)1509/26. To strengthen and professionalize the handling of departmental service litigation before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, and other judicial fora, FBR is constituting a dedicated panel for its Headquarters in Islamabad and its field formations.
Interested and eligible advocates meeting the prescribed criteria must submit their applications within 15 days of the advertisement publication.
Description of Work / Responsibilities
Panel advocates engaged by FBR shall perform the following duties:
- Provide legal opinions, endorsements, and recommendations on service law, employment matters, disciplinary proceedings, promotion/seniority disputes, pension matters, and administrative law issues.
- Appear before the Federal Service Tribunal (FST), High Courts, Supreme Court, Federal Constitutional Court, and other fora on directions of the department.
- Prepare para-wise comments, replies, appeals, petitions, applications, and other pleadings.
- Conduct and monitor litigation on behalf of FBR and keep the department informed of significant developments.
- Convey court directions, orders, and judgments promptly to ensure timely compliance and submit written case progress reports.
- Assist the department in formulating litigation strategy and legal risk assessment.
Required Qualification and Eligibility

| Educational Qualification | Bachelor’s or Master’s Degree in Law (HEC equivalence certificate required for foreign degrees). |
| Bar Enrolment | Enrolled with the Bar Council as an Advocate High Court / Supreme Court. |
| Experience | At least three (3) years of practice/experience as an Advocate High Court/Supreme Court in service law, constitutional law, or administrative law litigation. Preference given to experience before FST, High Courts, and Supreme Court in service matters. |
| Additional Criteria | Advocates already on FBR Panel for tax matters must also submit fresh applications for the Service Law Panel. Possess high integrity, professional competence, and excellent communication skills in English and Urdu. |
Terms and Conditions
- Station Restriction: Candidates shall apply for one station only corresponding to their residence, domicile, or station of practice. Multiple station applications will not be considered.
- Interviews: Call letters will be issued to short-listed candidates based on FBR’s policy. No TA/DA is admissible.
- Fee Structure: Remuneration shall be paid on a case-to-case basis in accordance with FBR’s approved professional fee structure.
- Rights of Competent Authority: The Competent Authority reserves the right to increase/decrease panel advocates or cancel the hiring process at any stage.

اہل اور تجربہ کار وکلاء اشتہار شایع ہونے کے 15 دن کے اندر اپنی درخواستیں چیف لیگل ایچ آر ایف بی آر اسلام آباد کے پاس جمع کروا سکتے ہیں۔
اہلیت اور شرائط
- امیدوار کے پاس لاء میں بیچلر یا ماسٹر کی ڈگری ہونی چاہیے۔
- بار کونسل کا بطور ایڈوکیٹ ہائیکورٹ / سپریم کورٹ رجسٹرڈ ہونا لازمی ہے۔
- سروس لاء، آئینی قانون یا انتظامی قانون میں کم از کم 3 سال کا تجربہ۔
- جو وکلاء پہلے سے ایف بی آر کے ٹیکس پینل پر ہیں، انہیں بھی سروس لاء پینل کے لیے نئی درخواست جمع کروانا ہوگی۔
