The Government of Sindh, through its esteemed Forest & Wildlife Department, is thrilled to announce a groundbreaking opportunity for private sector entities to participate in a transformative initiative: Projects for Carbon Removal through Afforestation, Reforestation, and Revegetation (ARR) under a Public-Private Partnership (PPP) framework. This ambitious program is designed to harness the power of nature-based solutions to combat climate change, enhance Sindh’s ecological landscape, and create sustainable economic opportunities for communities across the region.
This invitation for bids marks a significant step forward in Sindh’s commitment to environmental stewardship and sustainable development. By leveraging the expertise and resources of the private sector, we aim to implement large-scale afforestation projects across approximately 34,995 hectares of eligible riverine forest land within the districts of Matiari and Jamshoro. This vast expanse of land, rich in ecological potential, presents a unique opportunity to create impactful carbon sinks, restore vital ecosystems, and contribute meaningfully to global climate goals.
Why Carbon Removal through Forestation? Addressing Global Challenges, Local Impact
In an era defined by the urgency of climate action, carbon removal through forestation has emerged as a critical strategy. Forests are nature’s carbon capture and storage systems, absorbing atmospheric carbon dioxide and converting it into biomass. By expanding Sindh’s forest cover, this project directly tackles the challenge of rising greenhouse gas concentrations, contributing to both global climate change mitigation and local environmental resilience.
Beyond carbon sequestration, these afforestation projects offer a multitude of co-benefits:
- Biodiversity Enhancement: Restoring forest ecosystems revitalizes habitats for a diverse array of plant and animal species, boosting biodiversity and ecological health in Sindh.

Public-Private Partnership: A Collaborative Approach for Sustainable Success
To ensure the long-term success and sustainability of these large-scale afforestation projects, the Government of Sindh has chosen to implement them under a Public-Private Partnership (PPP) model. This collaborative framework brings together the strengths of both the public and private sectors:
- Government’s Role: The Government of Sindh, through the Forest & Wildlife Department, provides the enabling environment, land access, regulatory approvals, and overall strategic direction for the projects.
- Private Sector’s Role: Private entities will bring in their expertise in project design, finance, construction, operation, and maintenance. They will be responsible for the entire project lifecycle, from initial planting to long-term forest management and carbon credit generation.
- Risk Sharing and Efficiency: PPPs facilitate risk sharing between the public and private sectors, optimizing resource allocation and leveraging private sector efficiency and innovation to achieve project objectives effectively and economically.
- Long-Term Sustainability: The PPP model ensures long-term commitment and investment in these projects, critical for the sustained growth and management of forests over the concession period and beyond.
Project Scope: From Seedling to Carbon Credit – A Holistic Approach
The scope of work for these landmark projects is comprehensive and encompasses the entire lifecycle of carbon removal through forestation, including but not limited to:
- Design and Planning: Detailed project design, including species selection appropriate for the riverine ecosystems, plantation layout, and infrastructure planning.
- Financing and Investment: Private entities will be responsible for securing all necessary project financing, ensuring timely and adequate funding for all project phases.
- Building and Establishment: Nursery development, seedling propagation, site preparation, large-scale planting of trees across the designated areas.
- Operation and Maintenance: Long-term management of plantations, including irrigation, protection from pests and diseases, fire prevention, and silvicultural interventions to optimize forest health and carbon sequestration.
- Project Description Document (PDD) Development: Preparation of a robust Project Description Document (PDD) adhering to internationally recognized carbon standards to quantify and verify carbon sequestration.
- Validation and Registration with a Carbon Standard Body: Rigorous validation and registration of the project with a reputable carbon standard body to ensure the credibility and marketability of generated carbon credits.
- Monitoring and Verification: Continuous monitoring of forest growth and carbon sequestration, with periodic independent verification to maintain carbon credit integrity.
- Carbon Credit Sales: Marketing and selling of generated carbon credits in recognized carbon markets, generating revenue streams for project sustainability and investor returns.
- Silvicultural Activities: Implementing best-practice silvicultural activities to enhance carbon sequestration potential, improve forest health, and maximize long-term environmental benefits.
- Transfer of Project to GoS: Upon completion of the concession period, the fully established and functional forest assets will be transferred back to the Government of Sindh, ensuring long-term public ownership and benefit.
RFP Packages and Eligible Areas: Tailored Opportunities Across Sindh
To optimize project implementation and attract specialized expertise, the overall project area is divided into three distinct Request for Proposal (RFP) packages, each corresponding to a specific land parcel:
- RFP Package 1: 13,259.6 hectares of riverine forest land – Offering a substantial scale for impactful afforestation.
- RFP Package 2: 11,772.2 hectares of riverine forest land – A significant area for large-scale carbon sequestration.
- RFP Package 3: 9,563.2 hectares of riverine forest land – Providing a focused opportunity for dedicated forest restoration.
Interested Parties have the flexibility to participate in bidding for a single RFP package or multiple RFP packages, based on their capacity and strategic interests. Separate Request for Proposal (RFP) documents are available for each package, providing detailed information specific to each land parcel.
Bidding Procedure: International Open Competitive Bidding – Ensuring Transparency and Fairness
The selection of private sector partners for these vital projects will be conducted through a transparent and internationally recognized bidding process:
- International Open Competitive Bidding: This tender is open to participation from national and international entities with demonstrated expertise and capacity in afforestation, project finance, and carbon markets.
- Single-Stage Two-Envelope Procedure: To ensure a rigorous and objective evaluation process, a Single-Stage Two-Envelope procedure will be employed. This means bidders will submit their Technical Proposals and Financial Proposals in separate sealed envelopes. The Technical Proposals will be evaluated first, and only those bidders who meet the pre-defined technical qualification criteria will have their Financial Proposals opened and considered for final evaluation. This ensures that technical competence is prioritized before price considerations.
- Applicable Evaluation Documents: The detailed evaluation criteria and procedures are clearly outlined in the Applicable Evaluation Documents, ensuring transparency and providing a level playing field for all bidders.
Bid Submission: Electronic Submission via SPPRA EPADS – Embracing Modern Efficiency
In line with modern procurement practices, bid submission for this tender will be conducted electronically through the Sindh Public Procurement Regulatory Authority (SPPRA) e-Paik Acquisition & Disposal System (EPADS):
- SPPRA EPADS Platform: All Technical Proposals and Financial Proposals, along with other supporting documents as specified in the RFP, must be submitted electronically via the SPPRA EPADS platform: https://portalsindh.eprocure.gov.pk.
- Bid Submission Deadline: The Bid Submission Deadline is 12:00 hours PST on 30th April, 2025. Bidders are strongly advised to register on the SPPRA EPADS platform and familiarize themselves with the electronic submission process well in advance of the deadline to avoid any last-minute technical issues.
- Physical Bids Not Accepted: Physical bids will not be accepted. All submissions must be made electronically through the SPPRA EPADS platform to ensure efficiency and streamline the bidding process.
Technical Proposal Opening: Public and Transparent Process
The Technical Proposals submitted electronically will be opened in a public and transparent manner, further enhancing the integrity of the bidding process:
- Date and Time: The Technical Proposals for all RFP packages will be opened on the Bid Submission Deadline, 30th April, 2025, at 13:00 hours PST.
- Location: The Technical Proposal Opening will be held at the Committee Room of the Planning & Development Board, 2nd Floor, Tughlaq House, Sindh Secretariat, Shahrah-e-Kamal Atta-Turk Road, Karachi.
- Bidders’ Representatives Welcome: Representatives of bidding entities who opt to attend are welcome to witness the Technical Proposal Opening process firsthand, promoting transparency and accountability.
- Financial Proposal Opening (Subsequent): Financial Proposals will be opened at a later date, only for those bidders whose Technical Proposals are deemed responsive and meet the technical qualification criteria outlined in the Applicable Evaluation Documents. These technically qualified bidders will be formally invited to attend the Financial Proposal opening at a date to be announced subsequently.
Bid Security: A Necessary Guarantee of Commitment
To ensure the seriousness and commitment of bidders, a substantial Bid Security is required for each RFP package:
- Bid Security Amount: A Bid Security equivalent to PKR 100,000,000 (Pakistani Rupees One Hundred Million only) is mandatory for each RFP package.
- Form of Bid Security: The Bid Security must be in the form of an irrevocable, unconditional, and on-demand bank guarantee. This bank guarantee must be issued in the standard format attached with the respective RFP documents and strictly in accordance with the requirements set out in the Instructions to Bidders.
- Original Copy Submission: While the Bid Security is initially submitted as a scanned copy with the electronic Technical Proposal, the original copy of the Bid Security must be submitted physically via mail or by hand, reaching the address provided below by the Bid Submission Deadline.
- Standard Formats Mandatory: Bids must be prepared using the standard formats provided in the respective RFP documents for both Technical and Financial Proposals. Bids not adhering to these prescribed formats may not be considered for evaluation, emphasizing the importance of following instructions meticulously.
Concession Period: A Long-Term Partnership for Sustainable Impact
Each project under this tender will be granted a Concession Period of forty-four (44) years. This extended concession period reflects the long-term nature of afforestation projects and the commitment required for sustained forest management and carbon sequestration. The detailed terms and conditions regarding the Concession Period are outlined in the respective RFP packages.
Acquiring the Request for Proposal (RFP) Documents: Your Gateway to Participation
Interested Parties are strongly encouraged to acquire the respective RFP documents well before the Bid Submission Deadline to allow ample time for review, preparation, and bid submission. The RFP documents can be acquired through two convenient methods:
- Physical Acquisition: Interested Parties can obtain the RFP documents physically by submitting a written application at the address provided below. This written application must clearly specify the bidder’s full name, address, and contact details.
- Electronic Download: For greater convenience, the RFP documents can also be downloaded electronically from the websites of SPPRA EPADS (https://portalsindh.eprocure.gov.pk) and/or the PPP Unit, Government of Sindh (https://www.pppunitsindh.gov.pk/). Entities choosing to download electronically are requested to intimate the Government of Sindh in writing, either through a formal letter or via email to info.p3proc@gmail.com, providing their full name, address, and contact details. This intimation is important for communication and updates related to the tender process.
Government of Sindh’s Reserved Rights: Ensuring Flexibility and Public Interest
The Government of Sindh, through the Forest & Wildlife Department, explicitly reserves all rights to:
- Suspend, Cancel, Discontinue, Modify, Extend, or Reinitiate the Bidding Process: The Government retains the flexibility to adjust the bidding process as needed, ensuring it remains in the public interest and aligned with project objectives.
- Accept or Reject Any Bid or Disqualify Any or All Bidders: The Government reserves the right to accept or reject any bid, or disqualify any or all bidders, based on evaluation outcomes and in accordance with the Applicable Evaluation Documents.
- Modify All or Any Dates Stated in the RFP: Dates related to the tender process, including pre-bid meetings, bid submission deadlines, and tender opening dates, may be modified as deemed necessary.
- Amend the RFP, Projects Scope, or Make Clarifications: The Government may amend the RFP documents, project scope, or issue clarifications at any time during the bidding process to ensure clarity and address any emerging issues.
These rights are reserved in respect of a single or multiple RFP packages and may be exercised at any time without any obligation to inform any Interested Party or Bidder of the specific grounds, justification, or reason for such action and without any liability, in accordance with the Applicable Evaluation Documents. This clause ensures that the Government retains the necessary authority to manage the bidding process effectively and in the best interest of the project and the public.

To facilitate a thorough understanding of the project and the tender requirements, two Pre-Bid Meetings are scheduled:

شجرکاری کے ذریعے کاربن کا اخراج کیوں؟ عالمی چیلنجز، مقامی اثرات سے نمٹنا
آب و ہوا کے عمل کی فوری ضرورت کے دور میں، شجرکاری کے ذریعے کاربن کا اخراج ایک اہم حکمت عملی کے طور پر ابھرا ہے۔ جنگلات فطرت کے کاربن کیپچر اور اسٹوریج سسٹم ہیں، جو ماحولیاتی کاربن ڈائی آکسائیڈ کو جذب کرتے ہیں اور اسے بائیوماس میں تبدیل کرتے ہیں۔ سندھ کے جنگلاتی رقبے کو بڑھا کر، یہ منصوبہ گرین ہاؤس گیسوں کے بڑھتے ہوئے ارتکاز کے چیلنج سے براہ راست نمٹتا ہے، جو عالمی موسمیاتی تبدیلی کے تخفیف اور مقامی ماحولیاتی لچک دونوں میں حصہ ڈالتا ہے۔
کاربن کی گرفتاری سے ہٹ کر، یہ شجرکاری منصوبے متعدد مشترکہ فوائد پیش کرتے ہیں:
- حیاتیاتی تنوع میں اضافہ: جنگلاتی ماحولیاتی نظاموں کی بحالی سندھ میں حیاتیاتی تنوع اور ماحولیاتی صحت کو فروغ دیتے ہوئے پودوں اور جانوروں کی متنوع صفوں کے مسکن کو بحال کرتی ہے۔
- پانی کے انتظام میں بہتری: جنگلات پانی کے چکر کو منظم کرنے، پانی کے نفوذ کو بڑھانے، مٹی کے کٹاؤ کو کم کرنے اور پانی کے معیار کو بہتر بنانے میں ایک اہم کردار ادا کرتے ہیں – جو سندھ کے زرعی قلب کے لیے بہت ضروری ہے۔
- مقامی کمیونٹیز کے لیے اقتصادی مواقع: یہ منصوبے دیہی علاقوں میں روزگار کے مواقع پیدا کریں گے، خاص طور پر نرسری کی ترقی، باغات کے انتظام، جنگلات کی دیکھ بھال اور متعلقہ ویلیو چینز میں، جس سے پائیدار ذریعہ معاش کو فروغ ملے گا۔
- صحرا بندی اور زمینی انحطاط کا مقابلہ: شجرکاری صحرا بندی اور زمینی انحطاط کا مقابلہ کرنے، قیمتی زمین کو واپس لینے اور آنے والی نسلوں کے لیے اس کی پیداواری صلاحیت کو بڑھانے میں مدد کرتی ہے۔

پبلک پرائیویٹ پارٹنرشپ: پائیدار کامیابی کے لیے ایک باہمی تعاون کا طریقہ
ان بڑے پیمانے پر شجرکاری منصوبوں کی طویل مدتی کامیابی اور پائیداری کو یقینی بنانے کے لیے، حکومت سندھ نے انہیں پبلک پرائیویٹ پارٹنرشپ (پی پی پی) ماڈل کے تحت نافذ کرنے کا انتخاب کیا ہے۔ یہ باہمی تعاون کا فریم ورک عوامی اور نجی دونوں شعبوں کی طاقتوں کو اکٹھا کرتا ہے:
- حکومت کا کردار: حکومت سندھ، محکمہ جنگلات و جنگلی حیات کے ذریعے، منصوبوں کے لیے سازگار ماحول، زمین تک رسائی، ریگولیٹری منظوری اور مجموعی اسٹریٹجک سمت فراہم کرتی ہے۔
- نجی شعبے کا کردار: نجی ادارے پروجیکٹ ڈیزائن، فنانس، تعمیر، آپریشن اور دیکھ بھال میں اپنی مہارت لائیں گے۔ وہ ابتدائی پودے لگانے سے لے کر طویل مدتی جنگلات کے انتظام اور کاربن کریڈٹ جنریشن تک، پورے پروجیکٹ لائف سائیکل کے ذمہ دار ہوں گے۔
- خطرے کا اشتراک اور کارکردگی: پی پی پیز عوامی اور نجی شعبوں کے درمیان خطرے کے اشتراک کو آسان بناتے ہیں، وسائل کی تقسیم کو بہتر بناتے ہیں اور پروجیکٹ کے مقاصد کو مؤثر طریقے سے اور اقتصادی طور پر حاصل کرنے کے لیے نجی شعبے کی کارکردگی اور جدت طرازی سے فائدہ اٹھاتے ہیں۔
- طویل مدتی پائیداری: پی پی پی ماڈل ان منصوبوں میں طویل مدتی عزم اور سرمایہ کاری کو یقینی بناتا ہے، جو رعایتی مدت اور اس سے آگے جنگلات کی پائیدار ترقی اور انتظام کے لیے بہت اہم ہے۔
پروجیکٹ کا دائرہ کار: پودے سے کاربن کریڈٹ تک – ایک جامع نقطہ نظر
ان تاریخی منصوبوں کے کام کا دائرہ کار جامع ہے اور شجرکاری کے ذریعے کاربن کے اخراج کے پورے لائف سائیکل پر محیط ہے، بشمول لیکن ان تک محدود نہیں:
- ڈیزائن اور منصوبہ بندی: تفصیلی پروجیکٹ ڈیزائن، جس میں دریا کنارے ماحولیاتی نظاموں کے لیے موزوں انواع کا انتخاب، پودے لگانے کا لے آؤٹ اور انفراسٹرکچر کی منصوبہ بندی شامل ہے۔
- فنانسنگ اور سرمایہ کاری: نجی ادارے تمام ضروری پروجیکٹ فنانسنگ کو حاصل کرنے کے ذمہ دار ہوں گے، تمام پروجیکٹ مراحل کے لیے بروقت اور مناسب فنڈنگ کو یقینی بناتے ہوئے۔
- تعمیر اور قیام: نرسری کی ترقی، پودوں کی افزائش، سائٹ کی تیاری، نامزد علاقوں میں بڑے پیمانے پر درخت لگانا۔
- آپریشن اور دیکھ بھال: باغات کا طویل مدتی انتظام، جس میں آبپاشی، کیڑوں اور بیماریوں سے تحفظ، آگ سے بچاؤ، اور جنگل کی صحت اور کاربن کی گرفتاری کو بہتر بنانے کے لیے سلوی کلچرل مداخلت شامل ہے۔
- پروجیکٹ ڈسکرپشن دستاویز (پی ڈی ڈی) کی تیاری: کاربن کی گرفتاری کی مقدار اور تصدیق کرنے کے لیے بین الاقوامی سطح پر تسلیم شدہ کاربن معیارات پر عمل کرتے ہوئے ایک مضبوط پروجیکٹ ڈسکرپشن دستاویز (پی ڈی ڈی) کی تیاری۔

- نگرانی اور تصدیق: جنگلات کی نشوونما اور کاربن کی گرفتاری کی مسلسل نگرانی، وقتاً فوقتاً آزادانہ تصدیق کے ساتھ کاربن کریڈٹ کی سالمیت کو برقرار رکھنا۔
- کاربن کریڈٹ سیلز: تسلیم شدہ کاربن مارکیٹوں میں پیدا ہونے والے کاربن کریڈٹس کی مارکیٹنگ اور فروخت، پروجیکٹ کی پائیداری اور سرمایہ کاروں کے منافع کے لیے آمدنی کے سلسلے پیدا کرنا۔

- آر ایف پی پیکج 1: دریا کنارے جنگلاتی زمین کے 13,259.6 ہیکٹر – اثر انگیز شجرکاری کے لیے ایک خاطر خواہ پیمانہ پیش کرتا ہے۔
- آر ایف پی پیکج 2: دریا کنارے جنگلاتی زمین کے 11,772.2 ہیکٹر – بڑے پیمانے پر کاربن کی گرفتاری کے لیے ایک اہم علاقہ۔
- آر ایف پی پیکج 3: دریا کنارے جنگلاتی زمین کے 9,563.2 ہیکٹر – وقف جنگل کی بحالی کے لیے ایک توجہ مرکوز موقع فراہم کرتا ہے۔

بولی کا طریقہ کار: بین الاقوامی اوپن کمپیٹیٹیو بڈنگ – شفافیت اور انصاف کو یقینی بنانا
ان اہم منصوبوں کے لیے نجی شعبے کے شراکت داروں کا انتخاب ایک شفاف اور بین الاقوامی سطح پر تسلیم شدہ بولی کے عمل کے ذریعے کیا جائے گا:
- بین الاقوامی اوپن کمپیٹیٹیو بڈنگ: یہ ٹینڈر شجرکاری، پروجیکٹ فنانس اور کاربن مارکیٹوں میں ثابت شدہ مہارت اور صلاحیت کے حامل قومی اور بین الاقوامی اداروں کی شرکت کے لیے کھلا ہے۔
- سنگل اسٹیج ٹو انویلپ طریقہ کار: ایک سخت اور معروضی تشخیص کے عمل کو یقینی بنانے کے لیے، سنگل اسٹیج ٹو انویلپ طریقہ کار استعمال کیا جائے گا۔ اس کا مطلب ہے کہ بولی دہندگان اپنی تکنیکی تجاویز اور مالی تجاویز الگ الگ مہر بند لفافوں میں جمع کرائیں گے۔ تکنیکی تجاویز کا پہلے جائزہ لیا جائے گا، اور صرف ان بولی دہندگان کی مالی تجاویز کھولی جائیں گی اور حتمی تشخیص کے لیے ان پر غور کیا جائے گا جو پہلے سے طے شدہ تکنیکی اہلیت کے معیار پر پورا اترتے ہیں۔ یہ یقینی بناتا ہے کہ قیمت پر غور کرنے سے پہلے تکنیکی قابلیت کو ترجیح دی جائے۔

بولی جمع کرانا: ایس پی پی آر اے ای پی اے ڈی ایس کے ذریعے الیکٹرانک جمع کرانا – جدید کارکردگی کو اپنانا
جدید خریداری کے طریقوں کے مطابق، اس ٹینڈر کے لیے بولی جمع کرانا سندھ پبلک پروکیورمنٹ ریگولیٹری اتھارٹی (ایس پی پی آر اے) ای-پیک اکوزیشن اینڈ ڈسپوزل سسٹم (ای پی اے ڈی ایس) کے ذریعے الیکٹرانک طور پر کیا جائے گا:
- ایس پی پی آر اے ای پی اے ڈی ایس پلیٹ فارم: تمام تکنیکی تجاویز اور مالی تجاویز، آر ایف پی میں مخصوص کردہ دیگر معاون دستاویزات کے ساتھ، ایس پی پی آر اے ای پی اے ڈی ایس پلیٹ فارم کے ذریعے الیکٹرانک طور پر جمع کرائی جانی چاہیئں: https://portalsindh.eprocure.gov.pk۔
- بولی جمع کرانے کی آخری تاریخ: بولی جمع کرانے کی آخری تاریخ 30 اپریل، 2025 کو 12:00 بجے پی ایس ٹی ہے۔ بولی دہندگان کو سختی سے مشورہ دیا جاتا ہے کہ وہ ایس پی پی آر اے ای پی اے ڈی ایس پلیٹ فارم پر رجسٹر ہوں اور آخری تاریخ سے بہت پہلے الیکٹرانک جمع کرانے کے عمل سے خود کو واقف کر لیں تاکہ آخری لمحات کے کسی بھی تکنیکی مسئلے سے بچا جا سکے۔
- جسمانی بولیاں قبول نہیں کی جائیں گی: جسمانی بولیاں قبول نہیں کی جائیں گی۔ کارکردگی کو یقینی بنانے اور بولی کے عمل کو ہموار کرنے کے لیے تمام جمع کرانا ایس پی پی آر اے ای پی اے ڈی ایس پلیٹ فارم کے ذریعے الیکٹرانک طور پر کیے جانے چاہیئں۔
تکنیکی تجویز کھولنا: عوامی اور شفاف عمل
الیکٹرانک طور پر جمع کرائی گئی تکنیکی تجاویز کو عوامی اور شفاف انداز میں کھولا جائے گا، جس سے بولی کے عمل کی سالمیت میں مزید اضافہ ہوگا:
- تاریخ اور وقت: تمام آر ایف پی پیکجز کے لیے تکنیکی تجاویز بولی جمع کرانے کی آخری تاریخ، 30 اپریل، 2025 کو 13:00 بجے پی ایس ٹی پر کھولی جائیں گی۔
- مقام: تکنیکی تجویز کھولنے کا عمل پلاننگ اینڈ ڈیولپمنٹ بورڈ کے کمیٹی روم، دوسری منزل، تغلق ہاؤس، سندھ سیکرٹریٹ، شاہراہ کمال اتاترک روڈ، کراچی میں منعقد ہوگا۔
- بولی دہندگان کے نمائندوں کو خوش آمدید: بولی دینے والے اداروں کے نمائندوں کو جو شرکت کرنا چاہتے ہیں، تکنیکی تجویز کھولنے کے عمل کا خود مشاہدہ کرنے کے لیے خوش آمدید کہا جاتا ہے، جس سے شفافیت اور احتساب کو فروغ ملتا ہے۔
- مالی تجویز کھولنا (بعد ازاں): مالی تجاویز بعد کی تاریخ میں کھولی جائیں گی، صرف ان بولی دہندگان کے لیے جن کی تکنیکی تجاویز کو قابل ذمہ دار سمجھا جاتا ہے اور وہ قابل اطلاق تشخیصی دستاویزات میں بیان کردہ تکنیکی اہلیت کے معیار پر پورا اترتے ہیں۔ ان تکنیکی طور پر اہل بولی دہندگان کو مالی تجویز کھولنے کے عمل میں شرکت کے لیے باضابطہ طور پر مدعو کیا جائے گا، جس کی تاریخ بعد میں اعلان کی جائے گی۔
بولی کی ضمانت: عزم کی ایک ضروری ضمانت
بولی دہندگان کی سنجیدگی اور عزم کو یقینی بنانے کے لیے، ہر آر ایف پی پیکج کے لیے ایک خاطر خواہ بولی کی ضمانت درکار ہے:
- بولی کی ضمانت کی رقم: ہر آر ایف پی پیکج کے لیے 100,000,000 پی کے آر (پاکستانی روپے ایک کروڑ صرف) کے مساوی بولی کی ضمانت لازمی ہے۔
- بولی کی ضمانت کی شکل: بولی کی ضمانت لازمی طور پر ایک اٹل، غیر مشروط اور آن ڈیمانڈ بینک گارنٹی کی شکل میں ہونی چاہیے۔ یہ بینک گارنٹی متعلقہ آر ایف پی دستاویزات کے ساتھ منسلک معیاری فارمیٹ میں اور بولی دہندگان کو ہدایات میں بیان کردہ ضروریات کے مطابق سختی سے جاری کی جانی چاہیے۔
- اصل کاپی جمع کرانا: اگرچہ بولی کی ضمانت ابتدائی طور پر الیکٹرانک تکنیکی تجویز کے ساتھ اسکین شدہ کاپی کے طور پر جمع کرائی جاتی ہے، لیکن بولی کی ضمانت کی اصل کاپی جسمانی طور پر جمع کرائی جانی چاہیے بذریعہ ڈاک یا ہاتھ کے ذریعے، جو بولی جمع کرانے کی آخری تاریخ تک نیچے دیے گئے پتے پر پہنچ جانی چاہیے۔
- معیاری فارمیٹس لازمی: بولیاں تکنیکی اور مالی تجاویز دونوں کے لیے متعلقہ آر ایف پی دستاویزات میں فراہم کردہ معیاری فارمیٹس کا استعمال کرتے ہوئے تیار کی جانی چاہیئں۔ ان مقررہ فارمیٹس پر عمل نہ کرنے والی بولیوں پر تشخیص کے لیے غور نہیں کیا جا سکتا ہے، ہدایات پر باریک بینی سے عمل کرنے کی اہمیت پر زور دیا گیا ہے۔
رعایتی مدت: پائیدار اثر کے لیے ایک طویل مدتی شراکت داری
اس ٹینڈر کے تحت ہر پروجیکٹ کو چوالیس (44) سال کی رعایتی مدت دی جائے گی۔ یہ توسیعی رعایتی مدت شجرکاری منصوبوں کی طویل مدتی نوعیت اور پائیدار جنگلات کے انتظام اور کاربن کی گرفتاری کے لیے درکار عزم کی عکاسی کرتی ہے۔ رعایتی مدت سے متعلق تفصیلی شرائط و ضوابط متعلقہ آر ایف پی پیکجز میں بیان کیے گئے ہیں۔
درخواست برائے تجویز (آر ایف پی) دستاویزات حاصل کرنا: آپ کی شرکت کا گیٹ وے
دلچسپی رکھنے والے فریقین کو سختی سے ترغیب دی جاتی ہے کہ وہ آر ایف پی دستاویزات کو بولی جمع کرانے کی آخری تاریخ سے بہت پہلے حاصل کر لیں تاکہ جائزہ لینے، تیاری کرنے اور بولی جمع کرانے کے لیے کافی وقت مل سکے۔ آر ایف پی دستاویزات کو دو آسان طریقوں سے حاصل کیا جا سکتا ہے:
- جسمانی حصول: دلچسپی رکھنے والے فریقین ذیل میں دیے گئے پتے پر تحریری درخواست جمع کروا کر آر ایف پی دستاویزات جسمانی طور پر حاصل کر سکتے ہیں۔ اس تحریری درخواست میں بولی دہندہ کا مکمل نام، پتہ اور رابطے کی تفصیلات واضح طور پر بیان کی جانی چاہیئں۔

حکومت سندھ کے محفوظ حقوق: لچک اور عوامی مفاد کو یقینی بنانا
حکومت سندھ، محکمہ جنگلات و جنگلی حیات کے ذریعے، واضح طور پر تمام حقوق محفوظ رکھتی ہے:
- بولی کے عمل کو معطل، منسوخ، بند، ترمیم، توسیع یا دوبارہ شروع کرنا: حکومت بولی کے عمل کو حسب ضرورت ایڈجسٹ کرنے کی لچک برقرار رکھتی ہے، اس بات کو یقینی بناتے ہوئے کہ یہ عوامی مفاد میں رہے اور پروجیکٹ کے مقاصد کے مطابق ہو۔
- کسی بھی بولی کو قبول یا مسترد کرنا یا کسی بھی یا تمام بولی دہندگان کو نااہل قرار دینا: حکومت قابل اطلاق تشخیصی دستاویزات کے مطابق، تشخیصی نتائج کی بنیاد پر کسی بھی بولی کو قبول یا مسترد کرنے، یا کسی بھی یا تمام بولی دہندگان کو نااہل قرار دینے کا حق محفوظ رکھتی ہے۔
- آر ایف پی میں بیان کردہ تمام یا کسی بھی تاریخ میں ترمیم کرنا: پری-بڈ میٹنگز، بولی جمع کرانے کی آخری تاریخیں اور ٹینڈر کھولنے کی تاریخوں سمیت ٹینڈر کے عمل سے متعلق تاریخوں میں حسب ضرورت ترمیم کی جا سکتی ہے۔
- آر ایف پی، پروجیکٹ کے دائرہ کار میں ترمیم کرنا، یا وضاحتیں جاری کرنا: حکومت آر ایف پی دستاویزات، پروجیکٹ کے دائرہ کار میں ترمیم کر سکتی ہے یا بولی کے عمل کے دوران کسی بھی وقت وضاحتیں جاری کر سکتی ہے تاکہ وضاحت کو یقینی بنایا جا سکے اور کسی بھی ابھرتے ہوئے مسائل کو حل کیا جا سکے۔
یہ حقوق ایک ہی یا متعدد آر ایف پی پیکجز کے سلسلے میں محفوظ ہیں اور کسی بھی وقت استعمال کیے جا سکتے ہیں بغیر کسی دلچسپی رکھنے والے فریق یا بولی دہندہ کو مخصوص بنیادوں، جواز یا کارروائی کی وجہ سے آگاہ کرنے کی کوئی ذمہ داری اور قابل اطلاق تشخیصی دستاویزات کے مطابق، کسی بھی ذمہ داری کے بغیر۔ یہ شق اس بات کو یقینی بناتی ہے کہ حکومت بولی کے عمل کو مؤثر طریقے سے اور پروجیکٹ اور عوام کے بہترین مفاد میں منظم کرنے کے لیے ضروری اختیار برقرار رکھتی ہے۔
