بولی جمع کرانے کے تقاضے: مہربند بولیاں اور بولی کی ضمانت

- مہربند بولیاں (مالی + تکنیکی): بولی دہندگان کو ایک ہی مہربند لفافے میں دو اجزاء جمع کرانے کی ضرورت ہے:
- تکنیکی بولی: اس میں پیش کردہ آلات کی تمام تکنیکی تفصیلات شامل ہونی چاہیئں، بشمول تفصیلات، بروشرز، سرٹیفیکیشنز، اور دستاویزات جو ٹینڈر کی ضروریات کی تعمیل کو ظاہر کرتی ہوں۔
- مالی بولی: اس میں بی ایس ڈی کے مطابق مقررہ فارمیٹ میں، تمام قابل اطلاق ٹیکسز اور چارجز سمیت، آلات کے لیے قیمت کی कोटیشن شامل ہونی چاہیے۔
- سنگل انویلپ طریقہ کار: تکنیکی اور مالی دونوں بولیاں ایک ہی مہر بند لفافے میں رکھی جانی چاہیئں۔ یہ ٹینڈر نوٹس میں ذکر کردہ “سنگل اسٹیج سنگل انویلپ طریقہ کار” ہے۔

بولی کی ضمانت کسی اور شکل میں (مثلاً پے آرڈر، چیک) قبول نہیں کی جائے گی۔ مطلوبہ بولی کی ضمانت کے بغیر جمع کرائی گئی بولیوں کو غیر ذمہ دار سمجھا جائے گا اور مسترد کر دیا جائے گا۔
بولی کھولنے کا عمل: شفافیت اور عوامی رسائی
بولی کھولنے کا عمل مکمل شفافیت اور عوامی منظر عام پر کیا جائے گا:
