Tender Submission Procedure

- Proposed implementation plan and timeline.
- Details of technical support and maintenance services.

- Financial Proposal Envelope:

Instructions for Envelope Marking: - Both envelopes must be clearly marked as “FINANCIAL PROPOSAL” and “TECHNICAL PROPOSAL” in bold and legible letters.
Submission Deadline and Opening: - Bids must be received in the office of Manager IT, PESCO, no later than 11:00 AM on 26-02-2025.
- Only the “TECHNICAL PROPOSAL” envelope will be opened initially at 11:30 AM on the same day in the presence of participants or their authorized representatives.
- The “FINANCIAL PROPOSAL” envelope will remain unopened and in PESCO’s custody until the technical evaluation is completed.
- Bidders will be informed of the date, time, and venue for the public opening of the financial proposals.
Terms and Conditions - Taxes: Quoted fees should be inclusive of all taxes.

- Price Validity: Prices should be firm and final, without any foreign exchange implications.

- Tender Fee: A non-refundable fee of Rs. 3,000/- is required per tender document, payable at the office of Manager IT, PESCO, during office hours until one day prior to the tender opening.

بولییں مینیجر آئی ٹی، پیسکو کے دفتر میں مذکورہ تاریخ اور وقت تک موصول ہو جائیں گی اور کمیٹی کی جانب سے شرکاء یا ان کے مجاز نمائندوں کی موجودگی میں کھولی جائیں گی جو مینیجر آئی ٹی، پیسکو شامی روڈ واپڈا ہاؤس پشاور کے دفتر میں شرکت کرنا چاہتے ہیں۔
شرائط و ضوابط
- پی پی آر اے رول 36(b) کے مطابق، سنگل سٹیج ٹو انویلپ طریقہ کار اپنایا جائے گا، بولی ایک ہی پیکج پر مشتمل ہوگی جس میں دو لفافے ہوں گے۔ ہر لفافے میں مالیاتی تجویز اور تکنیکی تجویز الگ الگ شامل ہوں گی۔
- لفافوں پر الجھن سے بچنے کے لیے واضح اور پڑھے جانے والے حروف میں “FINANCIAL PROPOSAL” اور “TECHNICAL PROPOSAL” نشان زد کیا جائے گا۔
- ابتدائی طور پر، صرف “TECHNICAL PROPOSAL” والا لفافہ کھولا جائے گا۔
- “FINANCIAL PROPOSAL” والا لفافہ بغیر کھولے پیسکو آئی ٹی ڈائریکٹوریٹ کی تحویل میں رہے گا۔
- بولیوں کی مالیاتی تجاویز ایک مقررہ وقت، تاریخ اور جگہ پر عوامی طور پر کھولی جائیں گی جس کا اعلان پیشگی طور پر بولی دہندگان کو کیا جائے گا۔
- مذکورہ فیس تمام قسم کے ٹیکسوں سمیت ہونی چاہیے۔
- تفصیلی شرائط و ضوابط بولی/ٹینڈر دستاویزات میں ذکر کیے جائیں گے۔
- قیمتیں مستحکم اور حتمی ہونی چاہئیں جن میں کسی قسم کا کوئی غیر ملکی زر مبادلہ شامل نہ ہو۔
- ٹینڈر کے ساتھ کل ٹینڈر ویلیو کا کم از کم 2% (دو فیصد) بینک گارنٹی منسلک ہونی چاہیے جو کہ 90 دن کے لیے کارآمد ہو اور جو کسی شیڈول بینک آف پاکستان کی جانب سے جاری کردہ بینک گارنٹی/کال ڈپازٹ یا پے آرڈر کی صورت میں ہو۔
- ٹینڈر فارم مینیجر آئی ٹی پیسکو کے دفتر سے ٹینڈر کھولنے کی تاریخ سے ایک دن پہلے تک کسی بھی دفتری اوقات میں 3000/- روپے فی ٹینڈر کی ناقابل واپسی رقم کی ادائیگی پر حاصل کیا جا سکتا ہے۔
- ٹینڈر دستی طور پر موصول کیے جائیں گے اور مذکورہ تاریخ اور وقت پر ٹینڈر باکس میں ڈالے جائیں گے تاہم نمائندہ کھولنے کی تاریخ اور وقت پر موجود ہونا چاہیے۔ بولی دہندہ کو یقینی بنانا چاہیے کہ اس کی بولی وقت پر ٹینڈر باکس میں ڈالی گئی ہے۔
- ٹینڈر کھولنے کی تاریخ کو کوئی ٹینڈر فروخت نہیں ہوگا۔
- سیلز ٹیکس ڈیپارٹمنٹ کے ساتھ رجسٹریشن کی ایک کاپی ٹینڈر دستاویزات کے اجراء کے وقت اور آپ کے بولی شیڈول کے ساتھ پیش کی جانی چاہیے۔
- مشروط ٹینڈر / بولی قبول نہیں کی جائے گی۔
- اگر حکومت پاکستان کی جانب سے چھٹی کا اعلان کیا جاتا ہے، پیسکو میں ہڑتال یا کسی اور وجہ سے جس کی وجہ سے دفتر مذکورہ شیڈول ٹینڈر کھولنے کی تاریخ کو بند رہتا ہے تو ٹینڈر اگلے کام کے دن اسی وقت اور جگہ پر کھولا جائے گا۔
