دو لفافہ بڈنگ سسٹم اور ٹینڈر کے اہم طریقہ کار

پی ڈی اے نے اس ای ٹینڈر کے لیے “سنگل سٹیج ٹو انویلپ سسٹم” اپنایا ہے، جو خیبر پختونخواہ میں سرکاری ٹینڈرز کے لیے ایک معیاری اور شفاف خریداری کا طریقہ ہے۔ اس نظام اور ٹینڈر کے اہم طریقہ کار کو سمجھنا ان فرموں کے لیے ضروری ہے جو حصہ لینے کا ارادہ رکھتی ہیں۔

ٹینڈر کے عمل کی اہم معلومات:

• سنگل سٹیج ٹو انویلپ سسٹم (کے پی پی آر اے رول 14 (2) (بی)): اس بولی کے نظام میں دو الگ الگ لفافوں میں بولیاں جمع کرانا شامل ہے – “تکنیکی تجویز” اور “مالی تجویز” – ایک ہی مہر بند بیرونی لفافے کے اندر۔
  • تکنیکی تجویز لفافہ: تمام تکنیکی دستاویزات، اہلیت کے ثبوت، تجربہ کی اسناد، فرم پروفائل، طریقہ کار اور قیمت کے علاوہ کوئی بھی معلومات پر مشتمل ہے۔ بولی سیکورٹی اس مخصوص ٹینڈر میں تکنیکی تجویز میں شامل نہیں ہے (جیسا کہ شرائط و ضوابط کے پوائنٹ 2 میں واضح کیا گیا ہے)۔

  • سنگل بیرونی لفافہ جمع کرانا: مہر بند تکنیکی تجویز لفافہ اور مہر بند مالی تجویز لفافہ دونوں کو ایک ساتھ جمع کرنے کے لیے ایک ہی، بڑے مہر بند بیرونی لفافے میں رکھا جاتا ہے۔
  • تکنیکی بولی پہلے کھولنا: ٹینڈر کھولنے کی تاریخ پر، صرف تکنیکی تجویز لفافے کھولے جاتے ہیں اور پی ڈی اے کی ٹینڈر ایویلیویشن کمیٹی کی جانب سے ان کا جائزہ لیا جاتا ہے۔

• ٹینڈر دستاویز فیس (ناقابل واپسی): 5000/- روپے کی ناقابل واپسی ٹینڈر دستاویز فیس قابل ادائیگی ہے۔ ادائیگی ڈیمانڈ ڈرافٹ یا پے آرڈر کے ذریعے “ڈائریکٹر جنرل، پشاور ڈویلپمنٹ اتھارٹی” پشاور کے حق میں کی جانی چاہیے۔ ٹینڈر دستاویز فیس کی ادائیگی کا ثبوت بولی کے ساتھ جمع کرانا ضروری ہے۔
• بولی سیکورٹی/ارنسٹ منی (1.2%): بولی سیکورٹی/ارنسٹ منی بولی کی رقم کا 1.2% (ایک اعشاریہ دو فیصد) لازمی ہے۔ یہ زیادہ عام 2% بولی سیکورٹی سے کم ہے، جو اسے بولی دہندگان کے لیے مالی طور پر قدرے کم بوجھل بناتی ہے۔ بولی سیکورٹی کال ڈپازٹ رسید (سی ڈی آر) کی شکل میں “ڈائریکٹر جنرل، پشاور ڈویلپمنٹ اتھارٹی” پشاور کے نام سے ہونی چاہیے، جو کسی شیڈول بینک کی جانب سے جاری کی گئی ہو۔ اہم بات یہ ہے کہ شرائط و ضوابط کے پوائنٹ 2 کے مطابق، ایک حلف نامہ تکنیکی بولی کے ساتھ فراہم کرنا ضروری ہے جس میں کہا گیا ہو کہ 1.2% بولی سیکورٹی (حلف نامے پر رقم کا ذکر کیے بغیر) مالی بولی کے ساتھ منسلک ہے۔ اس حلف نامے کی شرط پر سختی سے عمل کرنا چاہیے۔
• جمع کرانے کی آخری تاریخ اور کھولنے کی تاریخیں:
  • جمع کرانے کی آخری تاریخ (تکنیکی اور مالی تجاویز): بولیاں (ایک ہی بیرونی لفافے میں تکنیکی اور مالی تجاویز دونوں) 17-03-2025 کو صبح 11:00 بجے تک جمع کرائی جانی چاہییں۔
  • تکنیکی تجویز کھولنے کی تاریخ اور وقت: تکنیکی تجاویز 17-03-2025 کو صبح 11:30 بجے کھولی جائیں گی۔
  • مالی بولی کھولنے کی تاریخ: مالی بولیاں کھولنے کی تاریخ بعد میں بتائی جائے گی، تکنیکی تشخیص اور پی ڈی اے کی مجاز اتھارٹی سے منظوری کے بعد۔
• جمع کرانے کا طریقہ – رجسٹرڈ کورئیر سروس: بولیاں رجسٹرڈ کورئیر سروس کے ذریعے “دستخط کنندہ” (چیف سیکورٹی آفیسر، پی ڈی اے) کے پتے پر بھیجی جانی چاہییں۔ ہاتھ سے موصول ہونے والی یا تاخیر سے موصول ہونے والی بولیوں پر کوئی توجہ نہیں دی جائے گی۔ کورئیر کے ذریعے جمع کرانے سے جمع کرانے کا قابل تصدیق اور دستاویزی عمل یقینی ہوتا ہے۔

• پری بڈ میٹنگ: ایک پری بڈ میٹنگ 14-03-2025 کو صبح 11:30 بجے “چیف سیکورٹی آفیسر، (سی ایس او) پی ڈی اے، پی ڈی اے ہاؤس کمرشل کمپلیکس بلاک 2، تیسری منزل، فیز-V حیات آباد پشاور کے دفتر میں” منعقد کی جائے گی۔ دلچسپی رکھنے والے بولی دہندگان کو اس پری بڈ میٹنگ میں شرکت کرنے کی پرزور ترغیب دی جاتی ہے تاکہ ٹینڈر دستاویزات، کام کے دائرہ کار یا بولی کے طریقہ کار کے بارے میں کسی بھی قسم کی وضاحت کی جا سکے۔

فرموں کے لیے اہلیت کا معیار اور لازمی تقاضے

پی ڈی اے نے مخصوص اہلیت کے معیار اور لازمی تقاضوں کا خاکہ پیش کیا ہے جن پر فرموں کو اس سیکورٹی سروسز کنٹریکٹ کے لیے غور کیے جانے کے لیے پورا اترنا ہوگا۔

ضروری اہلیت اور تعمیل کے تقاضے:

• فرم/کمپنی کی حیثیت: بولیاں “اہل فرموں/کمپنیوں” سے طلب کی جاتی ہیں۔ اس کا مطلب ہے کہ صرف رجسٹرڈ کاروباری ادارے (مناسب طریقے سے شامل فرمیں یا کمپنیاں) بولی دینے کے اہل ہیں، انفرادی ٹھیکیدار نہیں۔
• فعال ٹیکس دہندہ کی حیثیت (FBR): فرموں/کمپنیوں کے پاس “فعال ‘انکم ٹیکس’ رجسٹریشن اور ایف بی آر کے ساتھ فعال ‘جنرل سیلز ٹیکس’ رجسٹریشن” ہونی چاہیے۔ انکم ٹیکس اور جنرل سیلز ٹیکس دونوں کے لیے فیڈرل بورڈ آف ریونیو (ایف بی آر) کے ساتھ درست اور فعال رجسٹریشن لازمی ہے۔ ٹیکس تعمیل سرکاری کنٹریکٹس کے لیے ایک بنیادی ضرورت ہے۔
• کے پی آر اے/صوبائی سیلز ٹیکس رجسٹریشن: فرموں کو “خیبر پختونخواہ ریونیو اتھارٹی/متعلقہ صوبائی سیلز ٹیکس اتھارٹیز کے ساتھ رجسٹرڈ” ہونا چاہیے۔ سروس خیبر پختونخواہ میں فراہم کی جا رہی ہے، اس لیے خدمات پر سیلز ٹیکس کے لیے خیبر پختونخواہ ریونیو اتھارٹی (کے پی آر اے) یا متعلقہ صوبائی سیلز ٹیکس اتھارٹی کے ساتھ رجسٹریشن ضروری ہے۔
• بولی سیکورٹی اور ٹینڈر فیس کی ادائیگی: تجویز کردہ سی ڈی آر فارمیٹ میں 1.2% بولی سیکورٹی جمع کرانا اور 5000/- روپے کی ناقابل واپسی ٹینڈر دستاویز فیس کی ادائیگی لازمی ہے۔ ان مالی دستاویزات کو فراہم کرنے میں ناکامی کی صورت میں بولی مسترد ہو جائے گی۔ تکنیکی بولی کے ساتھ بولی سیکورٹی کے حوالے سے حلف نامے کی شرط کو یاد رکھیں۔
• کورئیر کے ذریعے، وقت پر اور مقررہ فارمیٹ میں بولیاں جمع کرانا: بولیاں آخری تاریخ سے پہلے رجسٹرڈ کورئیر سروس کے ذریعے، درست پتے پر اور “سنگل سٹیج ٹو انویلپ سسٹم” فارمیٹ میں، ایک ہی بیرونی لفافے کے اندر مناسب طریقے سے مہر بند اور لیبل زدہ تکنیکی اور مالی تجویز لفافوں کے ساتھ جمع کرائی جانی چاہییں۔ جمع کرانے کی ہدایات پر سختی سے عمل کرنا ضروری ہے۔
• ٹینڈر کی شرائط و ضوابط کی تعمیل: فرمیں، بولیاں جمع کرانے سے، یہ ظاہر کرتی ہیں کہ وہ “کام کی نوعیت، کام کے دائرہ کار اور ٹینڈر/بولی دستاویزات میں درج شرائط و ضوابط سے پوری طرح واقف ہیں”۔ بولی دہندگان کو ٹینڈر دستاویزات میں تمام شرائط و ضوابط، تکنیکی وضاحتیں اور معاہدے کی شقوں کو اچھی طرح سے پڑھنا اور سمجھنا چاہیے اور مکمل تعمیل کو یقینی بنانا چاہیے۔
• بولیوں میں کوئی تحریف، اوور رائٹنگ یا ہیرا پھیری نہیں: “ٹینڈر/بی او کیو میں کوئی تحریف/اوور رائٹنگ، ہیرا پھیری مسترد ہونے کے ذمہ دار ہوگی”۔ بولیاں احتیاط سے تیار کی جانی چاہییں، قیمت کے شیڈول یا بی او کیوز میں کسی قسم کی اصلاحات، اوور رائٹنگ یا ردوبدل کے بغیر۔ صاف اور غلطی سے پاک بولیاں ضروری ہیں۔
• کوئی نامکمل یا مشروط بولیاں نہیں: “نامکمل/مشروط بولیاں قابل قبول نہیں ہوں گی”۔ بولیاں ہر لحاظ سے مکمل ہونی چاہییں، تمام مطلوبہ دستاویزات، معلومات فراہم کرنا اور اہلیت کے تمام معیار پر پورا اترنا چاہیے۔ مشروط بولیاں، جو ٹینڈر کی شرائط سے تغیرات پیش کرتی ہیں یا متبادل شرائط تجویز کرتی ہیں، مسترد کر دی جائیں گی۔
