i. Plant & Machinery:
This category focuses on acquiring advanced technological tools and equipment necessary for modern counter-terrorism operations, forensic analysis, and investigative capabilities. The items include but are not limited to:
- Multi-purpose Drones with Night Vision: State-of-the-art drones equipped with high-resolution night vision capabilities for aerial surveillance, reconnaissance, and situational awareness in diverse operational environments, including low-light and nighttime conditions. These drones are essential for intelligence gathering, border monitoring, and tactical support during operations.
- Elevator/Lift: Installation of a reliable elevator or lift system for improved accessibility within CTD facilities. This is crucial for enhancing the efficiency of movement within multi-story buildings, particularly for personnel carrying equipment or for accessibility purposes.
- Complete Sound System: Procurement of a comprehensive sound system for use in public addresses, training facilities, and operational briefings. This system should include high-quality speakers, microphones, amplifiers, and mixing consoles to ensure clear and effective audio communication.
- Surveillance System for Interrogation Rooms and Detention Cells: Installation of a robust and ethical surveillance system for interrogation rooms and detention cells. This system is vital for monitoring activities within these sensitive areas, ensuring transparency, accountability, and adherence to legal and procedural standards. The system should include high-resolution cameras, recording equipment, and secure data storage solutions.
- Contactless Fingerprint Detection 8K: Acquisition of cutting-edge contactless fingerprint detection technology with 8K resolution. This advanced system allows for the rapid, accurate, and hygienic capture of fingerprints without physical contact, improving efficiency and hygiene in forensic operations.
- Automated Fingerprint Identification System (AFIS): Procurement of a complete Automated Fingerprint Identification System (AFIS). This system is a crucial forensic tool for rapidly searching, matching, and identifying fingerprints against large databases, significantly speeding up criminal investigations and identification processes.
- PAG 800 Microscope for Fingerprints: Acquisition of specialized PAG 800 Microscopes designed for detailed fingerprint analysis. These microscopes are essential for forensic experts to examine and compare fingerprint details with high precision, aiding in criminal investigations and identification.
- CSI Pro Mobile Smart Phone with Alternate Light Source and Filters: Provision of CSI Pro Mobile Smart Phones equipped with alternate light sources and filters. These specialized smartphones are designed for crime scene investigation, allowing for on-site forensic photography and documentation using various light wavelengths and filters to enhance evidence visibility.
- Firearms Tool Marks Comparison Microscope with Database: Procurement of a Firearms Tool Marks Comparison Microscope, complete with a database. This sophisticated equipment is used for forensic analysis of firearms and ammunition, allowing experts to compare tool marks on bullets and casings to identify specific firearms and link them to criminal activities. The database component is crucial for efficient comparison and analysis.
- Mobile Multispectral Forensic Smart Table: Acquisition of a Mobile Multispectral Forensic Smart Table. This portable forensic tool uses multispectral imaging to detect and enhance various types of evidence that may not be visible to the naked eye, including latent fingerprints, bodily fluids, and trace evidence on different surfaces, making it invaluable for on-site investigations.
- PAG 800 Microscope for Firearm: Procurement of PAG 800 Microscopes specifically configured for firearm examination. These microscopes are tailored for detailed analysis of firearm components, tool marks, and other firearm-related evidence in forensic investigations.
- Consumables and Minor Equipment for Firearm & Fingerprint Section: Supply of necessary consumables and minor equipment for the firearm and fingerprint sections of the CTD forensic laboratory. This includes chemicals, reagents, fingerprint powders, brushes, swabs, and other essential supplies required for routine forensic analysis in these specialized sections.
- Alternate Light Source SL-450: Acquisition of Alternate Light Source SL-450 devices. These portable light sources emit specific wavelengths of light to enhance the visibility of various types of forensic evidence at crime scenes and in the laboratory, such as bodily fluids, fibers, and latent fingerprints.
- Computer Server Machine: Procurement of a high-performance Computer Server Machine. This server is essential for managing data, running forensic software, and supporting the IT infrastructure of the CTD, ensuring efficient data processing and storage for operational and analytical needs.
- Forensic Workstation: Supply of dedicated Forensic Workstations. These specialized computers are configured with powerful processors, ample storage, and forensic software necessary for detailed forensic analysis, image processing, and data examination in a secure environment.
- Parts of Comparison Microscope (Discovery, Leed): Procurement of spare and replacement parts for existing Comparison Microscopes (Discovery, Leed models). Ensuring availability of these parts is crucial for the maintenance and continued operation of these vital forensic instruments.
- Desktop Computer: Supply of standard Desktop Computers for general administrative, operational, and analytical tasks within the CTD.
- Laptop: Provision of portable Laptops for officers and staff, facilitating mobility, field operations, and report writing in diverse locations.
- Color Printer etc.: Supply of Color Printers for producing high-quality printed documents, reports, and forensic images as required by the CTD for documentation and presentation purposes.
ii. Clothing & Uniform for SWAT Teams:
This category is dedicated to providing high-quality, specialized clothing and uniform for SWAT (Special Weapons and Tactics) teams, ensuring their safety, functionality, and professional appearance during operations. The items include:
- Black Uniform: Provision of durable and functional Black Uniforms for SWAT team members. These uniforms should be made from high-quality, breathable, and tear-resistant materials suitable for demanding operational environments.
- Mask: Supply of protective Masks for SWAT teams. These masks should offer protection against dust, debris, and potential airborne contaminants while allowing for clear communication and visibility.
- Elbow Guard: Provision of Elbow Guards for SWAT team members to protect their elbows during tactical operations and maneuvers, reducing risk of injury.
- Knee Guard: Supply of Knee Guards for SWAT team members. These guards are essential for protecting knees during tactical movements, kneeling, and operations in rough terrains, minimizing injury risk.
- Side Badge: Provision of Side Badges for SWAT team uniforms. These badges are used for identification and unit affiliation purposes, clearly marking SWAT team personnel.
- Glasses: Supply of protective Glasses for SWAT teams. These glasses should be impact-resistant and offer UV protection to shield eyes from projectiles, debris, and harmful sunlight during operations.
- Gloves: Provision of tactical Gloves for SWAT team members. These gloves should offer excellent grip, dexterity, and protection for hands during operations, weapon handling, and other tactical tasks.
- Khaki Long Shoes: Supply of durable Khaki Long Shoes suitable for SWAT team operations. These shoes should provide ankle support, good traction, and be suitable for various terrains and operational conditions.
- SWAT/CTD Badge: Provision of SWAT/CTD Badges for uniforms, clearly identifying personnel as members of the SWAT or Counter Terrorism Department.
- Pasban Large Size: Supply of Pasban in large sizes, likely referring to large-sized protective shields or vests used by SWAT teams for ballistic and impact protection during high-risk operations.

- Hook for Repelling Rope: Supply of Hooks designed for use with repelling ropes. These hooks should be robust, reliable, and safety-rated for rappelling applications, ensuring secure anchor points.
- Repelling Gloves: Provision of specialized Repelling Gloves for personnel engaged in rappelling operations. These gloves should offer excellent grip, durability, and hand protection during rope handling and rappelling activities.
- Harness: Supply of tactical Harnesses designed for rappelling and safety applications. These harnesses should be comfortable, adjustable, and safety-rated for rappelling and tactical operations, ensuring personnel safety.
- D-ring: Provision of D-rings, which are crucial components of rappelling harnesses and rigging systems, used for connecting ropes and other equipment securely. They should be robust and safety-rated.
- Figure 8 Metal Detector: Acquisition of Figure 8 Metal Detectors. These handheld metal detectors are essential for detecting metallic objects, such as weapons and contraband, in security screenings and crime scene investigations.
- Scissor: Supply of heavy-duty Scissors for general utility and operational tasks.
- Cutter: Provision of robust Cutters or wire cutters for various operational needs, such as cutting wires, ropes, or other materials as required in tactical scenarios.
- Knife: Supply of utility Knives or tactical knives for operational use, providing versatile cutting tools for various situations.
- Wall Covered Guarder Stand with Sheet 18 Gauge etc.: Provision of Wall Covered Guarder Stands constructed with 18 Gauge sheet metal. These stands are likely for secure storage of equipment, weapons, or other valuable items, providing a robust and lockable storage solution.
Bidding Procedure:
- Single Stage-Two Envelopes Bidding Procedure: Bidding will be conducted through a Single Stage-Two Envelopes Bidding Procedure. This procedure involves submitting a single package containing two separate envelopes:
- Envelope 1: “Technical Proposals”: This envelope must contain all technical documents, specifications, samples (if required), and other relevant information demonstrating the bidder’s capacity to meet the technical requirements of the tender. Crucially, it should NOT include any pricing or financial information.
- Envelope 2: “Financial Proposals”: This envelope must contain the bidder’s financial bid, including pricing, rates, and any other financial details. It should NOT include any technical information.
- Bidder Information on Envelopes: Firms are required to provide complete information about their company on each envelope, including:

- Valid Email Address
- Phone Number(s)
Obtaining Bidding Documents:
- Location: Bidding documents, detailed descriptions, and quantities of items can be obtained from the office of the undersigned: Office of the Additional Inspector General of Police, Counter Terrorism Department (CTD), Khyber Pakhtunkhwa, Peshawar.
- Deadline: Documents can be obtained on or before 25-02-2025 until 11:00 am. Bidders are strongly advised to obtain documents well before the deadline to allow ample time for bid preparation.
- Fee: A non-refundable cash payment of PKR 2,000/- (Two Thousand Rupees) is required to obtain a set of bidding documents. This fee should be paid in cash at the designated office.
- Download Option: Bidding documents can also be downloaded from the official website of Khyber Pakhtunkhwa Police, Peshawar: www.kppolice.gov.pk. However, downloading from the website does not exempt bidders from any other requirements, including bid security and submission procedures.
Submission and Opening of Proposals:
- Submission Deadline: Proposals must be submitted to the office of the undersigned on or before 25-02-2025 until 11:00 am. Late submissions will not be entertained.
- Opening Time and Date: Technical Proposals will be opened on the same day, 25-02-2025, at 12:00 pm (Noon).
- Opening Location: Bids will be opened by the Procurement Committee in the committee room of the Office of the Additional Inspector General of Police, Counter Terrorism Department (CTD), Khyber Pakhtunkhwa, Peshawar.
- Presence of Bidders: Intending bidders or their authorized representatives are welcome to attend the bid opening process to ensure transparency.
Eligibility Requirements:
- Active Taxpayer Status (ATL): Only suppliers who are on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) are eligible to supply goods/services to government departments. Bidders must provide proof of their ATL status.
- KPPRA Registration: Bidders must be registered with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA). Proof of valid KPPRA registration must be provided.
Sample Submission:
- Sample Requirement: Each firm is required to submit a sample of each quoted item to the Technical Evaluation Committee for evaluation. Samples are crucial for the technical committee to assess the quality, specifications, and suitability of the offered goods.
- Sample Submission Details: Further details regarding sample submission, including the quantity and specific requirements for each item, will be provided in the Bidding Documents. Bidders are advised to carefully review the Bidding Documents for complete instructions.
Late Bids:
- Non-Responsiveness: Bids submitted after the specified deadline will not be entertained and will be treated as non-responsive. Bidders are responsible for ensuring their bids are submitted on time.
Bid Security:
- Bid Security Amount: The bid must be accompanied by Bid Security, which is 2% of the total bid value.
- Acceptable Forms: Bid Security must be in the shape of a Demand Draft (DD) or Call Deposit Receipt (CDR). Cash or personal cheques will not be accepted.
- In Favor Of: The Bid Security must be issued in the name of the undersigned: Additional Inspector General of Police, Counter Terrorism Department (CTD), Khyber Pakhtunkhwa, Peshawar.
Undertaking Requirement:
- Stamp Paper Undertaking: Bidders must submit an undertaking on stamp paper with their Technical Bids.
- Undertaking Content: This undertaking must clearly state and confirm that the requisite Bid Security is included within their Financial Bid Envelope. Note: The Bid Security itself should be placed in the Financial Bid envelope, not the Technical Bid envelope. The undertaking is merely a confirmation within the Technical Bid.
Bidding Currency and Basis:
- Currency: Bids/Rates must be quoted in Pakistani Rupees (PKR).

- سیاہ یونیفارم: SWAT ٹیم کے ممبران کے لیے پائیدار اور فعال سیاہ یونیفارم کی فراہمی۔ یہ یونیفارم اعلیٰ معیار کے، سانس لینے کے قابل، اور آنسو مزاحم مواد سے بنے ہونے چاہییں جو مطالبہ کرنے والے آپریشنل ماحول کے لیے موزوں ہوں۔
- ماسک: SWAT ٹیموں کے لیے حفاظتی ماسک کی فراہمی۔ ان ماسک کو دھول، ملبے، اور ممکنہ طور پر ہوا میں موجود آلودگی سے تحفظ فراہم کرنا چاہیے جبکہ واضح مواصلت اور مرئیت کی اجازت بھی ہو۔

یہ قسم سی ٹی ڈی دفاتر کے آپریشنل ماحول اور انتظامی کارکردگی کو بڑھانے کے لیے ضروری فرنیچر اور فکسچر کی فراہمی پر توجہ مرکوز کرتی ہے۔ اشیاء میں شامل ہیں:

iv. دیگر ہنگامی صورتحال:
یہ قسم سی ٹی ڈی کے مختلف آپریشنز اور ٹیکٹیکل منظرناموں کے لیے درکار ضروری متفرق سامان اور ٹولز کا احاطہ کرتی ہے۔ اشیاء میں شامل ہیں:
- اسٹیل ہتھکڑی: حراست اور گرفتاری کے مقاصد کے لیے اعلیٰ معیار کی اسٹیل ہتھکڑیوں کی فراہمی۔ یہ ہتھکڑیاں پائیدار، محفوظ اور قانون نافذ کرنے والے معیارات کے مطابق ہونی چاہییں۔
- ریپلنگ رسی: ٹیکٹیکل ریپلنگ اور ریسکیو آپریشنز کے لیے ڈیزائن کردہ خصوصی ریپلنگ رسیاں فراہم کرنا۔ یہ رسیاں اعلیٰ طاقت والی، پائیدار، اور ریپلنگ آلات کے لیے حفاظتی معیارات کے مطابق ہونی چاہییں۔
- ریپلنگ رسی کے لیے ہک: ریپلنگ رسیوں کے ساتھ استعمال کے لیے ڈیزائن کیے گئے ہکس کی فراہمی۔ یہ ہکس مضبوط، قابل اعتماد، اور ریپلنگ ایپلی کیشنز کے لیے سیفٹی ریٹڈ ہونے چاہییں، جو محفوظ اینکر پوائنٹس کو یقینی بناتے ہیں۔
- ریپلنگ دستانے: ریپلنگ آپریشنز میں مصروف عملے کے لیے خصوصی ریپلنگ دستانے کی فراہمی۔ ان دستانوں کو رسی ہینڈلنگ اور ریپلنگ سرگرمیوں کے دوران بہترین گرفت، پائیداری اور ہاتھوں کا تحفظ فراہم کرنا چاہیے۔
- ہارنیس: ریپلنگ اور سیفٹی ایپلی کیشنز کے لیے ڈیزائن کردہ ٹیکٹیکل ہارنیس کی فراہمی۔ یہ ہارنیس آرام دہ، ایڈجسٹ اور ریپلنگ اور ٹیکٹیکل آپریشنز کے لیے سیفٹی ریٹڈ ہونے چاہییں، جس سے اہلکاروں کی حفاظت یقینی ہو۔
- ڈی-رنگ: ڈی-رنگز کی فراہمی، جو ریپلنگ ہارنیس اور رگنگ سسٹمز کے اہم اجزاء ہیں، جو رسیوں اور دیگر آلات کو محفوظ طریقے سے جوڑنے کے لیے استعمال ہوتے ہیں۔ انہیں مضبوط اور سیفٹی ریٹڈ ہونا چاہیے۔
- فگر 8 میٹل ڈیٹیکٹر: فگر 8 میٹل ڈیٹیکٹر کا حصول۔ یہ ہینڈ ہیلڈ میٹل ڈیٹیکٹر دھاتی اشیاء، جیسے ہتھیار اور ممنوعہ اشیاء، کو سیکیورٹی اسکریننگ اور جائے وقوعہ کی تحقیقات میں تلاش کرنے کے لیے ضروری ہیں۔
- کینچی: عام استعمال اور آپریشنل کاموں کے لیے ہیوی ڈیوٹی کینچی کی فراہمی۔

بولی کا طریقہ کار:
- سنگل سٹیج-دو لفافے بولی کا طریقہ کار: نیلامی سنگل سٹیج-دو لفافے بولی کے طریقہ کار کے ذریعے کی جائے گی۔ اس طریقہ کار میں دو علیحدہ لفافوں پر مشتمل ایک ہی پیکیج جمع کرانا شامل ہے:
- لفافہ 1: “تکنیکی تجاویز”: اس لفافے میں تمام تکنیکی دستاویزات، وضاحتیں، نمونے (اگر درکار ہوں)، اور دیگر متعلقہ معلومات ہونی چاہییں جو بولی دہندہ کی ٹینڈر کی تکنیکی ضروریات کو پورا کرنے کی صلاحیت کا مظاہرہ کریں۔ اہم بات یہ ہے کہ اس میں کوئی قیمت یا مالی معلومات شامل نہیں ہونی چاہیے۔
- لفافہ 2: “مالی تجاویز”: اس لفافے میں بولی دہندہ کی مالی بولی ہونی چاہیے، بشمول قیمتوں کا تعین، شرحیں، اور کوئی دوسری مالی تفصیلات۔ اس میں کوئی تکنیکی معلومات شامل نہیں ہونی چاہیے۔
- لفافوں پر بولی دہندہ کی معلومات: فرموں سے تقاضا ہے کہ وہ ہر لفافے پر اپنی کمپنی کے بارے میں مکمل معلومات فراہم کریں، بشمول:
- کمپنی کا نام
- پوسٹل ایڈریس
- درست ای میل ایڈریس
- فون نمبر (ز)
بولی دستاویزات حاصل کرنا:
- مقام: بولی دستاویزات، تفصیلی وضاحتیں، اور اشیاء کی مقدار دفتر دستخط کنندہ سے حاصل کی جا سکتی ہیں: دفتر ایڈیشنل انسپکٹر جنرل آف پولیس، انسداد دہشت گردی محکمہ (سی ٹی ڈی)، خیبر پختونخوا، پشاور۔
- آخری تاریخ: دستاویزات 25-02-2025 کو 11:00 بجے تک یا اس سے پہلے حاصل کی جا سکتی ہیں۔ بولی دہندگان کو سختی سے مشورہ دیا جاتا ہے کہ وہ بولی کی تیاری کے لیے کافی وقت دینے کے لیے آخری تاریخ سے بہت پہلے دستاویزات حاصل کریں۔
- فیس: بولی دستاویزات کا ایک سیٹ حاصل کرنے کے لیے 2,000/- پاکستانی روپے (دو ہزار روپے) کی ناقابل واپسی نقد ادائیگی درکار ہے۔ یہ فیس نامزد دفتر میں نقد ادا کی جانی چاہیے۔
- ڈاؤن لوڈ آپشن: بولی دستاویزات کو خیبر پختونخواہ پولیس، پشاور کی آفیشل ویب سائٹ: www.kppolice.gov.pk سے بھی ڈاؤن لوڈ کیا جا سکتا ہے۔ تاہم، ویب سائٹ سے ڈاؤن لوڈ کرنے سے بولی سیکیورٹی اور جمع کرانے کے طریقہ کار سمیت کسی دوسری ضرورت سے بولی دہندگان مستثنیٰ نہیں ہیں۔
تجاویز جمع کرانا اور کھولنا:
- جمع کرانے کی آخری تاریخ: تجاویز دفتر دستخط کنندہ کو 25-02-2025 کو 11:00 بجے تک یا اس سے پہلے جمع کرائی جانی چاہییں۔ تاخیر سے جمع کرائی گئی تجاویز پر غور نہیں کیا جائے گا۔
- کھولنے کا وقت اور تاریخ: تکنیکی تجاویز اسی دن 25-02-2025 کو 12:00 بجے (دوپہر) کھولی جائیں گی۔
- کھولنے کا مقام: بولیاں خریداری کمیٹی کے ذریعہ دفتر ایڈیشنل انسپکٹر جنرل آف پولیس، انسداد دہشت گردی محکمہ (سی ٹی ڈی)، خیبر پختونخوا، پشاور کے کمیٹی روم میں کھولی جائیں گی۔
- بولی دہندگان کی موجودگی: خواہشمند بولی دہندگان یا ان کے مجاز نمائندوں کو بولی کھولنے کے عمل میں شفافیت کو یقینی بنانے کے لیے خوش آمدید کہا جاتا ہے۔
اہلیت کے تقاضے:
- فعال ٹیکس دہندگان کی حیثیت (ATL): صرف وہ سپلائرز جو فیڈرل بورڈ آف ریونیو (FBR) کی ایکٹو ٹیکس پیئر لسٹ (ATL) میں ہیں، سرکاری محکموں کو سامان/خدمات فراہم کرنے کے اہل ہیں۔ بولی دہندگان کو اپنی ATL حیثیت کا ثبوت فراہم کرنا ہوگا۔
