Punjab Agriculture Department — Project-Based Vacancy Announcement

Applications are invited from eligible candidates holding a Punjab domicile for recruitment on a contract basis under the Asian Development Bank (ADB) funded project: “Punjab Climate Resilient and Low Carbon Agriculture Mechanization Project (P-CLAMP)”. Appointments are under the Directorate General Agriculture (Field), Punjab, with a project duration up to December 2030.

Available Positions & Eligibility Criteria

All positions are placed under Project Pay Scale 09 (PPS-09) or Project Pay Scale 08 (PPS-08) as indicated.

Experience with IPSAS framework and accounting software deployment is required.
3Mechanization ExpertPPS-0962 YearsB.Sc or M.Sc in Agricultural Engineering or a related discipline. Minimum 15 years of relevant experience, including public sector development projects. Proven expertise in agricultural mechanization, irrigation, and infrastructure development. Familiarity with ADB procedures is an asset.
4Contract Management SpecialistPPS-0955 YearsMaster’s degree in Procurement, Engineering, Business Administration, Law, or a related field. 8–10 years of professional experience, with at least 5 years in procurement and contract management of donor-funded projects. Strong knowledge of ADB Procurement Regulations.
5Procurement SpecialistPPS-0945 YearsMaster’s degree in Procurement, Business Administration, Public Administration, Law, or a related field. At least 10 years of experience in procurement, including 5 years in donor-funded projects. In-depth knowledge of ADB and PPRA rules.
6Environment SpecialistPPS-0855 YearsMaster’s degree in Environmental Science, Environmental Engineering, Natural Resource Management, or a related discipline. Minimum 8 years of relevant experience, including 3 years with donor-funded infrastructure projects. Knowledge of ADB environmental safeguards is required.
7ICT ExpertPPS-0850 YearsMaster’s or Bachelor’s degree (16 years education) in Computer Science, IT, Software Engineering, or a related field. Minimum 8 years of professional experience in ICT systems design/implementation, with at least 3 years in development sector projects. Expertise in ERP/MIS, SQL, Oracle.
8Social Safeguard SpecialistPPS-0855 YearsMaster’s degree in Social Sciences, Environmental Sciences, or a related field. Minimum 8 years of experience in social/environmental safeguards, preferably in ADB/World Bank projects. Strong understanding of ADB’s SPS 2009 policies.
9Gender SpecialistPPS-0850 YearsMaster’s degree in Gender Studies, Sociology, or a related social science field. Minimum 8 years of experience in gender mainstreaming within development projects. Familiarity with ADB gender policies and rural women’s economic empowerment.

Important Project Terms & Conditions

  • Contract Nature: Appointments are temporary, non-transferable, project-specific, non-pensionable, and confer no right to regularization. The initial contract will be for 01 year, extendable up to the project period based on performance and competent authority approval.
  • Age Relaxation: Upper age limit relaxation is not admissible for these project positions.
  • Quotas: No posts fall under quotas reserved for women, minorities, or disabled persons for this specific project.
